Sizzling hot The National Weather Service issued an extreme heat warning for Southern California starting Wednesday into the weekend. If outdoor activities can’t be avoided, forecasters say, they should be moved to early morning hours. And everyone should hydrate. Downtown Los Angeles was forecast to reach 94 degrees Fahrenheit (34 degrees Celsius), while valleys to the north braced for temperatures as high as 108 F (42 C). It will be several degrees hotter in desert areas. Candice Catlett, who uses a wheelchair, rolled herself toward some shade as temperatures started spiking Tuesday in downtown LA. “It’s sizzling hot out here,” Catlett said. “I have sunblock. Hopefully, I can find some cold water. I’m trying to stay out of the direct sun.” Further north, nearly-always-hot Death Valley could see a severe 120 F (49 C), the weather service said. By Charlie Devereux and Michael Francis Gore MADRID (Reuters) -As Madrid sweltered at the peak of one of Spain's longest-ever heatwaves, the temperature on a street in one of its poorest neighbourhoods - Puente de Vallecas - measured 41.4 degrees Celsius (106.5 Fahrenheit) by early afternoon. A few hundred metres down the street it was 38.6 C. The difference? One section of the street was treeless while the other was shaded by a row of leafy mulberries. According to scientific studies, trees can play a key role in mitigating the often-deadly effects of heatwaves and as temperatures in Spain rise as a result of global warming they may play a crucial role in helping to regulate temperatures. However, activist groups say that Madrid has been losing tree cover, particularly in some of its poorer neighbourhoods, and are pushing the mayor to plant more. “The difference between having or not having trees on your street has an immediate impact on your health,” said Manuel Mercadal, a member of activist group Sustainable Vallekas, which has been measuring temperature differences on Vallecas's streets to raise awareness. San Diego, a part of Puente de Vallecas, registered some of the highest temperatures in Madrid, according to a Polytechnic University of Madrid study, which identified so-called "urban heat islands" where temperatures were as much as 8 C higher than in other parts of the city, such as parks. The heat is exacerbated by a lack of air conditioning because many households can't afford it, said Pablo Chivato, a coordinator of the neighbourhood association for Puente de Vallecas. More frequent heatwaves are taking their toll on elderly patients, especially those with underlying cardiac problems, said Antonio Cabrera, a family doctor at a primary care centre in La Elipa in southeastern Madrid. "Higher mortality rates were traditionally associated with winter in European countries. Nowadays, for people aged 80–90 with multiple health conditions, this is the time of year when many of them die," Cabrera said. TREE CLASHES As temperatures rise, trees have become a political issue. Madrid’s Mayor Jose Luis Martinez-Almeida has clashed with activists over trees since taking power in 2019, particularly over plans to cut down more than 1,000 trees for the extension of a metro line. Official data show that while the total number of trees has increased by 2.4% under Almeida’s watch, that was mostly in the expanding middle-income districts in the city's east. All except one of the southern districts lost trees. Puente de Vallecas has lost 1,314 trees or 3% of its total tree cover since 2019. Some of the loss was caused by a heavy snowstorm in 2021 that killed 80,000 trees. But many are also felled as the city embarks on construction projects. The mayor's office didn't respond to a request for comment. Left-wing party Mas Madrid has pledged to plant 75,000 more trees so that the city has one tree every seven metres (23 feet). The law used to stipulate that felled trees must be replaced, but a recent reform means local councils in certain circumstances can create a fund into which to pay what it would have cost to plant new trees, said Lola Mendez of the environmental group Ecologists in Action. Almeida's office said it has planted nearly 40,000 trees in empty tree pits under a plan announced in 2022. Data published by the city in 2023 showed 1,318 trees were planted in Puente de Vallecas, but that 719 empty tree pits were covered over. The city hasn't published more recent data. Chivato said his neighbourhood association worked with the mayor's office to plant trees in 75% of empty tree pits in the Puente de Vallecas neighbourhood of San Diego. But many remain empty. When he was a teenager, Bekmurad Khodjayev used to hide from his parents to smoke. Fifty years later, the Turkmen pensioner is still hiding, but this time from the police. "I smoke in my apartment. But if I feel like smoking in town, I find a place without surveillance cameras to avoid a fine -- an alleyway, a dead end, behind some tall bushes or trees, a deserted spot," the 64-year-old builder told AFP. The reclusive Central Asian state of seven million people, where the rate of smoking is already very low, has vowed to eradicate the habit altogether by the end of the year. Khodjayev said he had already been fined for smoking near his home. "Since then, I try not to get caught anymore," he said. The target of going tobacco-free was set in 2022 by the country's supreme leader, Gurbanguly Berdymukhamedov, a former dentist. Only four percent of Turkmens smoke, according to the World Health Organization. There are heavy taxes and restrictions on cigarettes and smoking in almost all public places is now banned. Khodjayev says he buys cigarettes at private kiosks since state shops run by the ministry of commerce do not have them. In his kiosk in the capital Ashgabat, seller Meilis said the cigarettes came from Uzbekistan, Kazakhstan and Iran. "Most of the time, I sell single ones. Not everyone can afford an entire pack, it's too expensive," the 21-year-old told AFP. - Steep fines - According to several smokers in Turkmenistan, a pack can cost between 50 and 170 manats ($14.20 to $48.50), while individual cigarettes cost between two and five manats. A pack is therefore around 11 percent of an average monthly salary, which was roughly 1,500 manats in 2018, according to the most recent official Turkmen statistics. Comparisons with other countries are complicated because of the double exchange rate in Turkmenistan -- an official one controlled by the state and the real one which operates on the black market. In a hospital in Ashgabat, Soltan, a doctor, welcomed the government's "active fight against tobacco". "We treat tobacco addiction. The health ministry has created centres where smokers can get free advice on quitting," she said. The authorities rely on more coercive methods with a variety of smoking bans, import restrictions and fines that can reach 200 manats. "After receiving several fines, I decided to stop definitively after the time I got caught smoking in my car in a public car park," said Ilyas Byashimov, a 24-year-old entrepreneur. - Public apologies - The Berdymukhamedovs -- Gurbanguly and his son Serdar -- have ruled the country for almost 20 years with almost absolute power. After Serdar Berdymukhamedov called in 2023 for a "no compromise" fight against smoking, around 20 people were shown on state television promising not to smoke water pipes or import tobacco illegally. There are also regular public burnings of contraband cigarettes, accompanied by shows of traditional Turkmen dancing and singing. With just a few months to go until the end of 2025, the authorities are not claiming victory in rooting out smoking. Contacted by AFP, the health ministry declined to reply -- not surprising in a country where obtaining and verifying any official information is extremely hard. Smokers seemed doubtful about a total ban. "Cigarettes will not disappear completely but will become much more expensive and there will be a black market," said Haidar Shikhiev, 60, a builder. A military court sentenced a New Zealand soldier on Wednesday to two years' detention for attempting to spy for a foreign power. The soldier, whose name has been suppressed, admitted to attempted espionage, accessing a computer system for a dishonest purpose and knowingly possessing an objectionable publication. He was ordered into military detention at Burnham Military Camp near Christchurch and will be dismissed from the New Zealand Defence Force at the end of his sentence. His admission and its acceptance by the court marked the first spying conviction in New Zealand's history. The soldier will be paid at half his previous rate until his dismissal at the end of his sentence, the defence force told AFP. According to information provided to the court, he previously earned NZ$2,000 (US$1,600) a fortnight. The court martial at Linton Military Camp near Palmerston North heard the soldier gave military base maps and photographs to an undercover officer posing as an agent for a foreign nation. During the investigation, he was also found to have copies of a livestreamed video of the March 2019 killing of 51 worshippers at two mosques in Christchurch by white supremacist Brenton Tarrant. - 'Harm to the world' - The soldier became a person of interest after the Christchurch attack because he was a member of some right-wing groups that police were cracking down on, the court heard. While monitoring him, the New Zealand government became aware he had "made contact with a third party, indicating that he was a soldier who was wanting to defect", according to an agreed summary of the facts read out by the prosecution. The military court has permanently suppressed the identity of the foreign nation. Chief Judge Kevin Riordan said the soldier "intended to prejudice the security and defence of New Zealand". A military panel agreed the worst of his offences was the sharing of passwords, an identity card, and access codes to Linton Military Camp and the air force's Base Ohakea, the judge said. "You were actively searching for things to supply to someone you thought was a foreign agent," Riordan said. Of the man's video of the Christchurch killings, the judge said: "Keeping the message of a gross murderer is a harm to the world in itself." The court martial was held in a large, cold hall at Linton, with banners carrying New Zealand Army slogans of "courage", "commitment", "comradeship" and "integrity". "You have comprehensively breached all of these values," Riordan told the soldier. The chief judge expressed concern over how the sentence would be perceived given that military detention is widely considered to be easier than civilian prison. - 'No remorse' - The military panel determined a starting point of between 3.5 and 4 years prison and gave deductions for the man's guilty plea and time spent under open arrest. "We spent more time over this decision than any other," Riordan said. The panel decided military detention was appropriate given the rehabilitation it would provide. Crown lawyer Grant Burston had earlier told the court the soldier's sentence should start at between 4.5 and 5 years in prison. "There is no apology," Burston said, referencing the soldier's affidavit, which was read to the court. "There is just expressed regret and a well-established expression of grievance. "There is no remorse for betraying... his country." Defence lawyer Stephen Winter said that although the offences were serious, they were "at the bottom end of offending for this particular charge". "He has grown out of that phase of his life. He is now a husband... a father," he said. The soldier was arrested in December 2019 and had spent all but six days since then under what the New Zealand Defence Force called open arrest. He was required to live on an army base in a military house and was subject to a curfew. The soldier had been suspended on full pay, earning nearly US$204,000 (NZ$350,000) since his arrest. During that time, he married and had two children. His wife is expecting a third child.
