  2. LOS ANGELES (AP) — A woman known as the “Ketamine Queen,” charged with selling Matthew Perry the drug that killed him, agreed to plead guilty Monday. Jasveen Sangha becomes the fifth and final defendant charged in the overdose death of the “Friends” star to strike a plea agreement with federal prosecutors. Having initially pleaded not guilty, her change of plea means she’ll avoid a trial that had been planned for August. Sangha agreed to plead guilty to one count of maintaining a drug-involved premises, three counts of distribution of ketamine, and one count of distribution of ketamine resulting in death or serious bodily injury. Prosecutors had cast Sangha as a prolific drug dealer who was known to her customers as the “Ketamine Queen,” using the term often in press releases and court documents and even including it in the official name of the case. She admitted in the agreement to selling four vials of ketamine to another man, Cody McLaury, hours before he died from an overdose in 2019. McLaury had no relationship to Perry. Prosecutors will drop three other counts related to the distribution of ketamine, and one count of distribution of methamphetamine that was unrelated to the Perry case. A federal indictment charged Sangha with one count of conspiracy to distribute ketamine, one count of maintaining a drug-involved premises, one count of possession with intent to distribute methamphetamine, one count of possession with intent to distribute ketamine and five counts of distribution of ketamine. Sangha will officially change her plea to guilty at an upcoming hearing, where sentencing will be scheduled, prosecutors said. She could get up to 45 years in prison. An email sent to Sangha’s lawyers seeking comment was not immediately answered. She and Dr. Salvador Plasencia, who signed his own plea deal June 16, had been the primary targets of the investigation. Three other defendants — Dr. Mark Chavez, Kenneth Iwamasa and Erik Fleming — agreed to plead guilty last year in exchange for their cooperation, which included statements implicating Sangha and Plasencia. Perry was found dead in his Los Angeles home by Iwamasa, his assistant, on Oct. 28, 2023. The medical examiner ruled that ketamine, typically used as a surgical anesthetic, was the primary cause of death. The actor had been using the drug through his regular doctor as a legal, but off-label, treatment for depression, which has become increasingly common. Perry, 54, sought more ketamine than his doctor would give him. He began getting it from Plasencia about a month before his death, then started getting still more from Sangha about two weeks before his death, prosecutors said. Perry and Iwamasa found Sangha through Perry’s friend Fleming. In their plea agreements, both men described the subsequent deals in detail. Fleming messaged Iwamasa saying Sangha’s ketamine was “unmarked but it’s amazing,” according to court documents. Fleming texted Iwamasa that she only deals “with high end and celebs. If it were not great stuff she’d lose her business.” With the two men acting as middlemen, Perry bought large amounts of ketamine from Sangha, including 25 vials for $6,000 in cash four days before his death. That purchase included the doses that killed Perry, prosecutors said. On the day of Perry’s death, Sangha told Fleming they should delete all the messages they had sent each other, according to her indictment. Her home in North Hollywood, California, was raided in March 2024 by Drug Enforcement Administration agents who found large amounts of methamphetamines and ketamine, according to an affidavit from an agent. She was indicted that June, arrested that August and has been held in jail since. None of the defendants has yet been sentenced. Perry struggled with addiction for years, dating back to his time on “Friends,” when he became one of the biggest stars of his generation as Chandler Bing.   12. LOUISVILLE, Ky. (FOX 56) — The first weekend of the 2025 Kentucky fair was greeted with huge crowds and high temperatures. With huge crowds come security risks, and event organizers are taking no chances when it comes to guest safety. The fair has invested millions of dollars in a new security camera system as well as increased police patrols around the campground, according to the FOX affiliate in Louisville, WDRB. Event organizers also said the chaperone policy would return in 2025. This policy requires anyone under the age of 18 to be accompanied by an adult who is at least 21 years old. IDs will be checked at the door. Only six minors are allowed per adult as well. Demas Every 16 years, Michigan voters are asked whether the state should hold a Constitutional Convention, where a group of delegates will work together to overhaul the state constitution. While the mechanism for calling a convention, informally known as a “Con-Con” was written into the Michigan Constitution approved in 1963, the state has yet to call for another convention, with a strong majority of voters rejecting the proposal in 1978, 1994 and 2010. With 2026 marking yet another year with a Con-Con proposal on the ballot, opponents from both sides of the aisle are gearing up to speak out against revamping the state constitution, warning the process could fall victim to political extremists. On Friday members of Protect MI Constitution from Special Interests filed paperwork to form a ballot question committee to advocate against the Con-Con question, which will appear as Proposal 1 on the ballot. What’s a Con-Con? Michigan voters will decide if they want to rewrite the constitution in 2026. According to the group’s website, its members include individuals from both parties, including small business owners, skilled trades workers, nurses, teachers, police officers and firefighters. A statement from the group warns that a Con-Con would cost tens of millions of taxpayer dollars, diverting funds away from programs that benefit Michigan residents. During the 2025 Mackinac Policy Conference Michigan House Speaker Matt Hall (R-Richland Township) and Senate Minority Leader Aric Nesbitt (R-Porter Township) backed the effort to call a Con-Con. While Hall viewed it as an avenue to remove provisions from the state constitution that he said sounded good on paper but had raised frustrations with voters, Nesbitt viewed it as an opportunity to make updates to the document that politicians in Lansing haven’t had the “political courage … to actually get done.” SUBSCRIBE: GET THE MORNING HEADLINES DELIVERED TO YOUR INBOX If voters do call a convention, a special primary and general election would be held for delegates, with one delegate elected for each of the state’s 110 House districts and 35 Senate districts. The convention would come together in October 2027 and would work to rewrite the state’s constitution with no time limit to propose a new document. Among the individuals involved with the opposition effort are Jeff Timmer, the campaign director for the anti-Donald Trump Lincoln Project and a former executive director of the Michigan Republican Party and Dianne Byrum, a founding partner of Byrum & Fisk Advocacy Communications and a former Democratic state lawmaker who served as Michigan House minority leader while Republicans held the majority. “Voting no on Proposal 1 protects Michiganders from tax hikes and ensures politicians don’t get to draw the maps of their own districts​, among other things,” Timmer said in a statement. “Voters have already spoken on these and other important changes over the decades. We can’t allow extreme special interest groups to get their hands on our constitution. Michigan’s Constitution already has an effective, proven and fair process to make changes and it shouldn’t be upended by a ​partisan ​Con-Con​, especially in this ​highly divisive​ political moment​.” Under the current system, Michigan voters can initiate a Constitutional amendment through a petition drive. In order to have the matter placed before all voters in the state, petitioners must gather signatures from registered voters equal to 10% of the votes cast for governor in the previous gubernatorial election. “The Michigan Constitution has served us well for over 60 years, and it works,” Byrum said. “Many citizens and organizations realize the dangers of a Con-Con and they are joining our effort to advocate for a no vote on Proposal 1.   14. SIOUX FALLS, S.D. (AP) — A gold rush brought settlers to South Dakota’s Black Hills roughly 150 years ago, chasing the dream of wealth and displacing Native Americans in the process. Now, a new crop of miners driven by gold prices at more than $3,000 an ounce are seeking to return to the treasured landscape, promising an economic boost while raising fears of how modern gold extraction could forever change the region. “These impacts can be long term and make it so that tourism and outdoor recreation is negatively impacted,” said Lilias Jarding, executive director of the Black Hills Clean Water Alliance. “Our enjoyment of the Black Hills as a peaceful place, a sacred place, is disturbed.” The Black Hills encompass over 1.2 million acres (485,622 hectares), rising up from the Great Plains in southwest South Dakota and extending into Wyoming. The jagged peaks are smaller than those of the Rocky Mountains, but the lush pine-covered hills are sacred to the Lakota Sioux people and serve as a destination for millions of tourists who visit Mount Rushmore and state parks. Dramatic landscape changes come with modern miningOne gold mine now operates in the Black Hills, but companies have proposals before state and federal agencies for another one, plus exploratory drilling sites that they hope will lead to full-fledged mines. That has prompted opposition by Native American tribes and environmentalists who argue the projects are close to sacred sites, will contaminate waterways and permanently scar the landscape. Gold extraction has changed dramatically in the decades since prospectors first began panning for gold in the Black Hills. The industry now typically relies on massive trucks and diggers that create deep, multitiered pits and use chemicals like cyanide to extract the gold. The land can never return to its original state. The Homestake mine, once the largest and deepest gold mine in the Western Hemisphere, now sits barren in Lead, South Dakota, and is used for scientific research. Interest in Black Hills gold mining has soared along with the price of the metal. When the Homestake mine closed in 2002, gold sold for about $300 an ounce. Now it goes for about 10 times as much. Joseph Cavatoni, senior market strategist at the World Gold Council, attributes the price spike to global economic uncertainty. “Gold tends to be a stable asset,” he said. “That actually performs well in inflationary times, and holds its value in recessionary times. That’s why gold as an asset in investment.” President Donald Trump also boosted the industry by issuing an executive order in March to increase American mineral production, calling for expedited permitting and reviews. Colin Paterson, professor emeritus of geological engineering at the South Dakota School of Mines and Technology, notes that Black Hills gold is encased in rock. To extract it, the rock is crushed and then a chemical like cyanide is used to dissolve the mineral and remove it. Mining brings revenue, but renews Black Hills fightCoeur Mining runs the single active mine in the Black Hills, but the company Dakota Gold has plans for an open pit mine to begin operating in 2029. The company is also targeting the area near the old Homestake site to build an underground mine where workers would descend hundreds or even thousands of feet into shafts. Jack Henris, president and chief operating officer of Dakota Gold, estimated the open pit mine would create up to 250 jobs and result in the company paying the state up to $400 million in taxes over the life of the mine. Dakota Gold will conduct an environmental study and surveys of soil and vegetation to ensure safe operation, Henris said. “Most of the people that work here are from this area and just love to live here,” he said. “So we’re a big part of the Hills and we love them just as much as other folks.” To a great extent, gold mining helped create the modern Black Hills region. The U.S. government signed a treaty in 1868 that recognized the Sioux Nation’s right to the Black Hills, but the government seized the land after the discovery of gold and allowed settlers into the region. The U.S. Supreme Court later ruled the Sioux were entitled to compensation, but they have not accepted any and maintain their claim to the land. Tribes have largely opposed mining in the Black Hills. “There’s a central truth about mining in the Black Hills in that it was never the most mineral rich place there ever was,” said Taylor Gunhammer, local organizer with the Indigenous advocacy group NDN Collective and an Oglala Sioux, one of the Lakota people. “It’s not even the actual mineral content of the Black Hills that is so attractive to mining companies. It’s the permissive nature of the officials who oversee mining.” Some proposed projects, such as Dakota Gold’s mine, are on private land and only subject to state rules, not the U.S. Forest Service regulations required for projects on public acreage. Environmentalists have focused their opposition on the possibility of chemicals leaks. They note that Coeur’s Wharf mine has had nearly 200 spills and that the former Homestake mine was closed because it contaminated a nearby creek.   17. The outbreak at the epicenter of measles cases reaching a multi-decade high in the U.S. has officially ended, according to Texas health authorities. The Texas Department of State Health Services (DSHS) declared the outbreak centered in West Texas over as of Monday, Aug. 18, saying that it had been more than 42 days, or two incubation periods, since a new case was reported in the counties that previously showed ongoing transmission. As of Aug. 5, the Centers for Disease Control and Prevention (CDC) has reported a total of 1,356 confirmed measles cases across 40 states since the beginning of the year, resulting in three confirmed deaths and 171 hospitalizations. The majority of those cases, 92%, were in people who were unvaccinated or had unknown vaccine status. In Texas, 762 cases were confirmed in total as of Aug. 18, with more than two-thirds occurring in children. More than 94% of cases were in unvaccinated people, according to state DSHS data. Two school-aged children, a 6-year-old and an 8-year-old, died in the state during the outbreak. Texas county at center of largest outbreak in over 20 yearsGaines County accounted for more than 54%, or 414, of total Texas cases, many of which were focused in the tight-knit Mennonite community in the area, as previously reported by USA TODAY. Gaines, which has three school districts that are all public, had an abnormally high conscientious (non-medical) vaccine exemption rate of 13.6% in grades K-12 for the 2023-2024 school year, one of the highest in Texas, state health data shows. This was more than five times the statewide average of 2.5%. While Gaines was ground zero, 32 outbreaks (defined as three or more related cases) were recorded across states by the CDC this year, as compared to 16 outbreaks in 2024. Outside of Texas, many pockets of infection were concentrated in nearby states, including New Mexico and Kansas. Measles is a vaccine-preventable disease that had been considered eradicated in the United States as of 2000, meaning there was no spread and new cases were those contracted only from abroad. But vaccinations have declined, resulting in a growing number of states no longer reporting rates consistent with herd immunity, and infections have returned. The last outbreak of a similar scale occurred in 2019, when 1,274 cases were confirmed across the country. What is measles and how do you get it?Measles is a highly contagious, vaccine-preventable disease caused by a virus that primarily, and most severely, afflicts children. According to the World Health Organization, it infects the respiratory tract before spreading throughout the body. The virus is one of the most contagious infectious diseases; so contagious, in fact, that 90% of unvaccinated people who are exposed end up contracting it. Additionally, 1 in 5 of those people end up hospitalized, according to the CDC. The MMR vaccine (measles, mumps and rubella) protects against measles with a 97% efficacy rate and is typically given to children as part of the regular vaccine course at ages 12 to 15 months for the first dose and ages 4 to 6 for the second. Measles cases reached a more than two-decade high in the U.S. earlier this year.What are the symptoms of measles?According to the CDC, measles symptoms appear seven to 14 days after contact with the virus and typically include high fever, cough, runny nose and watery eyes.   20. There once was a time when if drivers felt a speed limit was too low, they could simply speed and eventually the number on the sign would get higher. It's not that responsive, but traffic engineers did survey roads to see how fast drivers were going. The recommended speed limit was the 85th-percentile speed, or roughly the 15th-fastest driver in a group of 100. States are reconsidering the 85% rule for an alternative that takes other factors into account, like pedestrians and the likelihood of collision. "City Limits" is the favored alternative guidance and was first published by the National Association of City Transportation Officials in 2020. The guidance tasks engineers to consider activity level and conflict density. Activity level is primarily based on where the road is, whether it be downtown, a suburb or anywhere in between. Conflict density is the number of Intersections, driveways and curb cuts over a quarter-mile. Three or more crossing points in a quarter-mile is considered high, while an average of less than one is considered low. Under "City Limits" guidance, a 25-mph road could have its limit raised to 35 mph or lowered to 20 mph based on the surroundings. Jenny O'Connell, the organization's director of member programs, told the AP; "The problem with this approach is it creates this feedback loop. People speed, and then the speed limits will be ratcheted up to match that speed." It stated that the 85% rule wasn't actually a rule. The FHWA took things a step further when its Speed Limit Setting Handbook, published in January. The handbook stated, "Depending on the roadway context and conditions, setting speed limits based on the 85th-percentile may not represent an appropriate speed considering all road users and may perpetuate high-speed travel for the majority of drivers." Again, a feedback loop. The 85% rule is fine on highways where there are no intersections or sidewalks, but it's a different story around pedestrians. Taking context into account where setting speed limits has knock-on benefits that can't be ignored. New York City began implementing Vision Zero's slate of pedestrian-friendly programs in 2014. Traffic injuries dropped by 30% over the first five years. Consequently, the state's Medicaid program saved over $90 million compared to similar counties that didn't implement the same measures. Vision Zero might never achieve its goal of reducing traffic deaths to zero, but the communities that prioritize road safety are reaping the benefits. Want more like this?   21. When Ford first revealed the design for the 21st century incarnation of its iconic Bronco, fans praised its tastefully retro design that had more restrained nods to the original. But during Monterey Car Week, Ford unveiled this new Bronco Roadster concept to celebrate the Bronco's 60th birthday, and though it doesn't majorly deviate from the regular two-door Bronco, the Roadster Concept is a million times cooler and more authentic to the original. Unfortunately for Ford, it's also a lot cooler than the recently announced Bronco 60th Anniversary Package, too. The original Bronco was sold in three body styles: two-door pickup truck and two-door wagon versions that had removable roofs, and then a roadster trim that had no doors, no roof, and no rear seats. It was meant to be a Mustang for off-road use, or at least that was the engineering team's brief. Its stark feature set was meant to provide "fun through simplicity," which is not a phrase that accurately describes the modern Bronco with its modern complexities, but the Bronco Roadster Concept tastefully offers a modern vision of that phrase. Unfortunately it's not planned for production, but was created as "a tribute to Bronco's roots." Ford pulled out the Bronco's rear seats and mounted a full-sized spare tire back there, and left the rear section as painted metal, like the original. The team also sculpted the belt line to mimic the original, removing the roll cage and all roof mounting points, as well as the doors and all mounting points for the doors. They then painted the majority of the dashboard and floor pan white and installed some awesome silver leather low-back seats. FordFord stamped the tailgate with the same retro "Ford" script as the original, and modified the bumpers to more closely resemble the original Bronco's simple chrome bumpers. In order to emulate the original Bronco's artful rear-wheel arch design, Ford painted the modern Bronco's lower sides in what appears to be a deliciously retro root-beer brown that also graces the tailgate emblem. To complete the package, the new Bronco is fitted with machined Fifteen52 Analog wheels. It even has a manual transmission, just like the original. No doors, no roof, no roll bars, and no head restraints means this truck would never pass safety regulations, but there's nothing stopping Bronco owners from customizing their trucks to resemble this build. Today, it's "easy" to go a route that nobody has taken and make a car completely one-of-a-kind. Even more, computer technology has come a long way to where we have to question if the car is a rendering or real-life. This insane 1969 Dodge Charger R/T dubbed "Boost Bomb" is a rendering (sadly), but it appears incredibly realistic. InstagramChecking out this virtual Mopar build, the car basically sits on the ground which likely means the car would have air suspension. No worries when it comes to drivability or taking off the front bumper because the ride height could be adjusted accordingly. The copper/bronze-like finish on the exterior is flattering, and the vintage Charger looks to have wide custom wheels but without the wide-body flared fenders. InstagramInside, this insane Mopar has been given a contrasting red roll cage that can be seen from miles away, and doesn't have to giveaway that something sinister lurks under the hood. The hood has a massive cutout that displays the twin-turbo setup that protrudes from the engine bay. The US president’s meeting with Zelenskyy on Monday went more smoothly than their first encounter in the Oval Office six months ago, when the Ukrainian leader was ambushed and berated by Trump and Vice-President JD Vance. This time, doubtless to the relief of European leaders gathered at the White House, Zelenskyy gave Trump effusive thanks for the invitation and the pair even shared good-humoured banter while Vance remained silent. But the US president, who only last week warned Russia of “very severe consequences” if President Vladimir Putin failed to agree to a ceasefire at their summit in Alaska, made clear that he had reversed his position. Asked about the potential for a ceasefire, Trump referred to other conflicts which he claimed to have ended, telling reporters: “I don’t think you’d need a ceasefire. If you look at the six deals that I settled this year, they were all at war – I didn’t do any ceasefires. “I know that it might be good to have, but I can also understand, strategically, one country or the other wouldn’t want it. You have a ceasefire, and they rebuild and rebuild and rebuild and, you know, maybe they don’t want that.” He added: “I like the concept of a ceasefire for one reason, because you’d stop killing people immediately, as opposed to in two weeks or one week, or whatever it takes. But we can work a deal, we’re working on a peace deal while they’re fighting.” Monday’s hastily assembled meeting came after Trump met with Putin in Anchorage and said that the onus would now be on Zelenskyy to agree to concessions that he said could end the war. Trump has made a habit of carrying out high-stakes diplomacy before the cameras with a series of leaders who arrive in the Oval Office to face reporters’ questions. Monday was no different. Asked by a journalist if it would be the “end of the road” for US support for Ukraine if no deal is struck, Trump said it was “never the end of the road. People are being killed and we want to stop that. So I would not say it’s the end of the road … I know the president, I know myself, and I believe Vladimir Putin wants to see it end.” Trump added: “We’re going to make sure that if there’s peace, that peace is going to stay long-term … We’re not talking about a two-year peace and then we end up in this mess again.” Related: Zelenskyy’s European ‘bodyguards’: which leaders will join Trump talks in Washington? He also expressed hope that their talks, which will also involve Keir Starmer and other European leaders, could lead to a trilateral meeting with Putin. “I think if everything works out well today we’ll have a trilat, and I think there will be a reasonable chance of ending the war when we do that.” Zelenskyy said: “We are ready for trilateral.” Trump added: “I just spoke to President Putin indirectly, and we’re going to have a phone call right after these meetings today – and we may or may not have a trilat.” Zelenskyy outlined what he said his country needed to feel secure, which included a “strong Ukrainian army” through weapons sales and training. The second part, he said, would depend on the outcome of Monday’s talks and any guarantees European Union countries, Nato and the US would be able to offer to the war-torn country. Trump declined to rule out sending US troops to Ukraine, noting it would be a discussion point with European leaders. “We’ll let you know that, maybe, later today. We’re meeting with seven great leaders of great countries, also, and we’ll be talking about that.” He added: “They want to give protection and they feel very strongly about it and we’ll help them out with that. I think its very important to get the deal done.” In stark contrast to the acrimony in February, there were also lighter moments. Brian Glenn, a pro-Trump TV reporter, told Zelenskyy that “you look fabulous in that suit”. Glenn had asked the Ukrainian leader about his clothing during his last visit to the Oval Office, implying that his casual dress was disrespectful. Trump jumped in, saying: “I said the same thing.” Turning to Zelenskyy, Trump said: “That’s the one that attacked you last time.” “I remember that,” Zelenskyy said, before addressing Glenn: “You see I changed; you are not.” The European leaders held a preparatory meeting with the Ukrainian president in Washington on Monday morning, while Zelenskyy also met Trump’s Ukraine envoy, Keith Kellogg. Zelenskyy described the talks at the White House as “very serious” and sought to flatter Trump by echoing his trademark “peace through strength” language. But Trump had alarmed Kyiv and European capitals in recent days by repeating a number of Russian talking points. He said on Sunday that Zelenskyy could end the war “almost immediately, if he wants to” but that, for Ukraine, there was “no getting back” Crimea, which Russia annexed in 2014, and “NO GOING INTO NATO”. Fiona Hill, a Russia expert former deputy assistant to the president, told the Politico website: “Trump has completely ceded narrative control to Putin. What Ukraine is just basically getting as a concession is for the Russians to stop fighting. WASHINGTON (AP) — It was only a few months ago that U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy last met in the Oval Office, but Monday’s face-to-face between the two leaders looked markedly different. For much of their February exchange, during which Trump and Vice President JD Vance blasted Zelenskyy as “disrespectful” and warned about future American support for his country, Zelenskyy crossed his arms and looked askance at the U.S. leaders. The presidents often spoke over each other, also gesturing disagreement. A conservative reporter, Brian Glenn, even asked Zelenskyy why he wasn't wearing a suit. Monday’s meeting was rounded out with more smiles and pleasantries between Trump and Zelenskyy, as well as agreement on some points regarding Russia's ongoing war against Ukraine. Both men largely sat with their hands clasped in their laps, affably fielding questions from reporters.
