California Democrats unveiled legislation Monday to move forward with their plan to counter a Republican redistricting proposal in Texas with new congressional maps in the Golden State. “We decided as a delegation that we could not just stand there and allow [President] Trump to distort the next election, and continue to harm the people who we represent. And so we have worked to try and identify a map that is consistent with the goals that we believe in,” Rep. Zoe Lofgren (D-Calif.) said at a press conference. Lofgren confirmed that Democrats have identified five GOP-held seats that could, if the maps are adopted, flip into the Democrats’ column. A draft of the map dropped Friday. “Unlike the Republicans in Texas, we’re not just doing this in secret. We are revealing the proposed maps. The Legislature will talk about their process. … We are going to put it to [the voters] to decide,” Lofgren said. The legislation introduced Monday is part of an effort, spearheaded by California Gov. Gavin Newsom (D), to put redistricting before voters in a special election this fall, allowing the Legislature to bypass California’s independent redistricting commission and redraw lines mid-decade. The legislation includes a state constitutional amendment and a call for a special election on Nov. 4. “Donald Trump lit this fire when he pressured Texas to change the rules in the game. California is answering that attack not by breaking democracy but by protecting it,” California Assembly Elections Chair Gail Pellerin said at the press conference, stressing that “the bills we are introducing today only take effect if another state rigs the rules.” Proponents have underscored that the new maps would only be triggered by moves in red states and that they would only hold for the ’26, ’28 and ’30 elections, before the authority to redraw reverts to the independent commission. Newsom has explained that the Legislature is introducing a constitutional amendment “that includes new maps that will be done in a transparent way, to request of the voters on a special election on November 4th to move forward with mid-decade redistricting, which in essence will neutralize, or neuter, whatever happens in Texas.” “We won’t move forward – it’s a trigger – unless Texas or other Republican states move forward. It will be temporary. It will be done on an emergency basis.   8. Iowa State Rep. J.D. Scholten (D) announced Monday he is suspending his campaign for U.S. Senate and endorsing fellow State Rep. Josh Turek (D) in his bid to unseat incumbent Sen. Joni Ernst (R). “Today I am suspending my campaign. I know this may come as a surprise but I made this decision because I think it’s in the best interest of Iowans and myself,” Scholten said in a statement. “From the very beginning, I thought a prairie populist athlete from Western Iowa would be the best candidate to win in the General election,” he continued. “I still do, but instead of me, I have complete confidence that Josh Turek can take this on. That’s why I am suspending my campaign and endorsing him.” Turek, a two-time Paralympics gold medalist for Team USA, announced last week he’s entering the crowded Democratic primary to unseat Ernst in the 2026 midterm race. Scholten, who launched his Senate bid in early June, said his decision to end his campaign was “founded on friendship,” pointing to their shared values and extensive history working together in the state Legislature. “Ultimately, I decided he could carry the issues I deeply care about — universal health care, breaking up monopolies that are hurting farmers and consumers, getting special interests out of politics. The Trump administration is ordering officers at U.S. Citizenship and Immigration Services (USCIS) to take a more “holistic” approach when determining whether to award U.S. citizenship to immigrants, saying they must weigh more factors in determining whether an applicant has “good moral character.” The Friday memo from USCIS said officers must now weigh not just any disqualifying behavior but whether those seeking to naturalize are in good standing in their community. “Going forward, USCIS officers must account for an alien’s positive attributes and not simply the absence of misconduct,” the memo states. U.S. law has long prevented those convicted of murder and other serious violent crimes from gaining U.S. citizenship, and applicants were already required to be considered as having good moral character. But the new memo also encourages officers to consider rejecting applicants with other convictions, including drug use or two or more convictions for driving under the influence. Officers are also encouraged to weigh conduct that may not be illegal but frowned upon, such as “reckless or habitual traffic infractions” or soliciting. “Repeated criminal conduct such as multiple DUI convictions undermines moral character unless rebutted by affirmative evidence of reform,” the memo states. “In assessing conditional bars officers have authority — and now explicit directive — to weigh all relevant evidence, both adverse and favorable, before granting or denying naturalization.” Officers are also urged to consider evidence of reform, including compliance with court orders, payment of lapses in taxes of child support payments, or “community testimony” from those who can assure their good character. The memo also encourages the officers to look at other “positive factors,” such as “sustained community involvement,” caregiving or raising a family, education and career achievements, and paying taxes. “GMC findings must go beyond the absence of disqualifying acts, it must reflect a genuine positive assessment of who the alien is and how they have lived in their community,” the memo states, using an abbreviation for good moral character. Those seeking to naturalize already face multiple steps to do so, including years of lawful presence in the U.S., compliance with U.S. laws, and passing a test on U.S. civics often conducted in English. “U.S. citizenship is the gold standard of citizenship — it should only be offered to the world’s best of the best,” USCIS spokesperson Matthew J. A federal court appointed Jay Clayton, President Donald Trump’s choice for US attorney for the Southern District of New York, to serve in that position as his interim term was set to expire, making him the president’s first significant US attorney appointment that has gone unchallenged. Judges in SDNY appointed Clayton on Monday to serve as US attorney effective August 20, the court announced Monday. Clayton, a former corporate attorney and the chairman of the Securities and Exchange Commission during Trump’s first term, has never been a prosecutor. Unlike some of Trump’s picks for other US attorney positions, Clayton has not made controversial charging decisions that have been criticized as being politically motivated. The appointment by the judges marks a reversal at a time when Trump’s been unable to get US attorneys in place during his second term. Senators have blocked most of Trump’s nominations to US attorney positions, including Clayton. Trump has put in place interim US attorneys across the country, but those terms are expiring and some have met resistance by federal judges, who are allowed by law to appoint a US attorney after an interim’s term expired. In New Jersey, district judges rejected Trump’s interim US attorney Alina Habba and selected another attorney for the position, who Trump then fired. Habba’s appointment has been challenged in two court cases. In the Northern District of New York, the district court judges declined to exercise their authority to appoint a US attorney. Trump’s choice, John Sarcone III, now serves as the acting US attorney there. It’s not the first time the judges have appointed a US attorney for SDNY. Geoff Berman, who served as US attorney in Manhattan in Trump’s first term, was also never confirmed by the Senate but was appointed by the district court judges.   11. President Donald Trump’s announcement Monday that he will sign an executive order aimed at getting rid of mail-in ballots and voting machines seems unlikely to amount to much. He doesn’t appear to have any such authority, and legal challenges would surely follow. But it was instructive in one way: It made clear the president elected to lead the party of states’ rights has very little regard for states’ rights. Indeed, he almost seems to disdain them. It’s difficult to read his comments any other way, especially as he has spent much of his second term attempting to chip away at states’ rights — or at least, the ones he doesn’t like. While selling his new pitch to get rid of mail-in voting and voting machines, Trump included this remarkable pair of sentences. “Remember, the States are merely an ‘agent’ for the Federal Government in counting and tabulating the votes,” the president wrote on Truth Social. “They must do what the Federal Government, as represented by the President of the United States, tells them, FOR THE GOOD OF OUR COUNTRY, to do.” Trump has described the states as “agents” of the federal government before in this context, but without casting them as subservient to him personally. This is a rather novel take on the Constitution, to put it mildly. As CNN’s Daniel Dale notes, the Constitution says the “Times, Places and Manner of holding Elections … shall be prescribed in each State by the Legislature thereof.” Congress has a role, in that the Constitution says it can “make or alter such Regulations.” But there is no role for the president. And Trump isn’t saying that Congress should outlaw mail-in voting or voting machines, mind you. Instead, he’s saying the states “must” get rid of them because he tells them to — apparently because he was elected president and because he has determined it’s “FOR THE GOOD OF THE COUNTRY.” This is merely the latest in a long line of drastic Trump claims to power. He often claimed during his first term that the Constitution gave him absolute power. Even when out of office, he floated terminating portions of the Constitution, while repeating his false claims that the 2020 election was rigged. And earlier this year, he posted a quote often attributed to Napoleon Bonaparte suggesting his actions couldn’t be illegal as long as he was acting to “save” the country. But just as striking as Trump’s claim to power on Monday was his explicit statement that states are merely his “agents.” This is very difficult to square with decades of conservative orthodoxy, which holds that the federal government should be small and that states should lead the way. When Trump was first elected in 2016, the Republican Party platform devoted an entire section to its apparent devotion to states’ rights. It said the federal government should not have any powers beyond those specifically enumerated in the Constitution. “Every violation of state sovereignty by federal officials is not merely a transgression of one unit of government against another; it is an assault on the liberties of individual Americans,” the platform said. The platform also decried the “bullying of state and local governments,” apparently a reference to the Obama administration. What were those state and local governments being bullied over? According to the platform, it was on “matters ranging from voter identification (ID) laws to immigration” and on “healthcare programs,” among other things. Trump has now taken constitutionally dicey executive actions that sought to undercut states’ authority in all three of those areas: On voter ID, he signed an executive order seeking to boost proof of citizenship requirements for registering to vote. (A judge later blocked this.) On immigration, he has sought to target state and local governments’ “sanctuary” policies. (A judge recently dismissed the administration’s lawsuit in Chicago over this.) On health care, Trump’s new domestic agenda law creates, for the first time, federal “work requirements” for Medicaid that the states administering it must abide by. But those aren’t the only areas in which he’s sought to impose the federal government on the states: When he dispatched troops to Los Angeles in June amid protests over his immigration crackdown, he became the first president in 60 years to do so without the consent of the governor. (California has sued over this.) This month, he became the first president to federalize the police in Washington, DC. He issued an executive order directing the Justice Department to prevent states from enforcing their own climate laws. He sought to end New York City’s congestion pricing by withholding funding. (A judge later blocked this.) He has repeatedly sought to control how California uses its water. And he has repeatedly threatened to withhold federal funding from states and cities if they don’t abide by more conservative social policies on issues such as transgender rights. But few of these efforts loom as large as Trump’s growing attempts to exert himself over the American elections system. Trump has not only sought to expand citizenship requirements and talked about nixing mail-in voting and voting machines; as CNN’s Fredreka Schouten wrote earlier this month, his administration and its allies have taken a series of steps to apply pressure on the elections system — often in line with Trump’s false claims of widespread voter fraud. This has raised fears among Democrats and watchdogs about a concerted effort to reshape the elections system in a way that benefits Trump and his party. It remains to be seen how much his new executive order might ultimately play into that, given it’s not clear how such a thing could pass legal muster. But this is also an area that interests Trump greatly, owing to his years of voter fraud conspiracy theories. And it’s difficult to see him standing back, no matter what the Constitution says about his powers (or lack thereof). SEOUL (Reuters) - North Korea leader Kim Jong Un said his country needed to rapidly expand its nuclear armament and called U.S.-South Korea military exercises an "obvious expression of their will to provoke war," state media KCNA reported on Tuesday. South Korea and its ally the United States kicked off joint military drills this week, including testing an upgraded response to heightened North Korean nuclear threats. Pyongyang has traditionally criticised those joint drills as rehearsals for invasion and in some cases responded with weapons tests, but Seoul and Washington say they are purely defensive. The exercises were a "clear expression of stand of openly revealing their intention to remain most hostile and confrontational" to North Korea, Kim said during his visit to a navy destroyer, according to KCNA. He said the security environment required the North to "rapidly expand" its nuclear armament, noting that recent U.S.- South Korea exercises involved a "nuclear element".   16. FAIRFIELD, Ky. (FOX 56) — A woman was arrested after allegedly setting a home on fire on Saturday in Nelson County. The Nelson County Sheriff’s Office said officers were dispatched around 9:37 p.m. to a structure fire on Little Union Road in Fairfield. The office said 33-year-old Sarah Shelburne, of Fairfield, was taken to the sheriff’s office and interviewed. Sarah Shelburne (Nelson County Sheriff’s Office)According to an arrest citation, Shelburne admitted to pouring two bottles of rubbing alcohol on a dresser and piles of clothes on the floor, setting the fire, and leaving. Shelborne allegedly told officers she had thought about lighting the home on fire and killing her mother and her mother’s boyfriend most of the day. Shortly after the interview, Shelburne allegedly spat on an officer’s face and threatened to kick all of his teeth out. A new indoor playground with attractions for babies, toddlers and big kids is coming soon to Blaine. Hyper Kidz, which will offer three customized play areas for different age groups, is taking over a roughly 22,400-square-foot space left vacant after the closure of Best Buy back in 2017. Aldi occupies a portion of the building, but Blaine City Council Member Jess Robertson said the property has been difficult to fill as those interested in the past have found the remaining space either too big or too small. Speaking at the July 7 City Council meeting, Robertson said she's glad the long-vacant space is "just right" for Hyper Kidz. The weekend deluge in Minnesota was well-advertised and the end result was quite accurate, as the southern third of the state was drenched with 2-10 inches of rain. The Brainerd Lakes Area wound up with about a half inch of rain. Saint Cloud received around an inch, with totals rising at locations further south. While 2-4 inches was commonplace in places like the Twin Cities and Rochester, there were more isolated pockets that got smacked with 4-6 inches — and a few totals between 8-10 inches. The highest totals were in Spring Valley and Waseca, where around 10 inches was recorded and heavy street flooding reported. Other pockets of heavier rain were in and around St. Paul, Rosemount, Hastings, Mankato, Marshall and down along the Interstate 90 corridor in far southern Minnesota.   20. One of the most out-of-this-world-looking vehicles took home Best in Show honors at the 2025 Pebble Beach Concours d'Elegance. Despite the fact that there was some extremely strong competition from 229 cars this year, the winner — a 1924 Hispano-Suiza H6C Nieuport-Astra Torpedo — was clear and obvious the second I walked onto the 18th fairway on Sunday morning, and it seems like most people had the same thought. Quite simply, there's nothing else like this in the world, and no other car really stood a chance. I'm sure you've never heard of the Hispano-Suiza H6C Nieuport-Astra Torpedo — commonly known as the Tulipwood Torpedo — before yesterday, because I certainly hadn't, but what we've got here is an aero-inspired wonder made out of mahogany with a shape that more closely resembles a boat than a car. It was first commissioned by André Dubonnet, a World War I ace fighter pilot who also just so happened to be the heir to the Dubonnet fortune. He wanted to go racing, and what better car to go racing in 100 years ago than a wood-bodied behemoth with an 8-liter inline-six that pumped out a whopping 45 horsepower. The car raced at both the Targa Florio and Coppa Florio. Designed by Henri Chasseriaux, the car was constructed out of strips of mahogany, with each one being individually carved to shape and joined to an inner rib system by about 8,500 rivets. In total, the body is super lightweight, and only weighing in at around 160 pounds. That's some impressive craftsmanship, no? They removed the pontoon fenders that some tacky owner had installed at some point in the past, restoring it to its original torpedo shape. "I like wood! I'm a wood boat antique collector. I started collecting them 40 years ago, before it became vogue-ish to do that. So I've always loved varnished wood, and when I saw this I said, my gosh! This is right in my wheelhouse," Lee Anderson Sr, the car's owner, said. "This is what I really like." The Andersons bought the car back in 2022 at RM Sotheby's Pebble Beach auction, clearly feeling good about their Best in Show win that same year. Soon after their purchase was finalized, a grueling two-year restoration that required over 12,000 hours of research and work kicked off, according to MotorTrend. Luckily, when it was purchased, most of the car's mahogany was still intact. As for missing bits, RM sourced 100-year-old wood to complete the restoration. "This Hispano-Suiza ticks every possible box. The underpinnings are technically advanced," Concours Chairman Sandra Button said. "The body is meticulously hand-crafted, light, and lovely." I've got to hand it to this year's judges. It can be hard to withstand the temptation to give another Nazi car the top prize at Pebble, but they did so with ease, making the right choice. House Minority Leader Hakeem Jeffries (D-N.Y.) said Homeland Security Secretary Kristi Noem would be a top target of the Oversight and Government Reform Committee if Democrats retake the House in the midterms. “It’s my expectation that Kristi Noem will be one of the first people hauled up to Congress shortly after the gavels change hands to get a real understanding for the American people as to this conduct that has taken place: The lack of respect for due process, for the rule of law, the unleashing of masked agents on law-abiding immigrant communities, and the disappearing of people in some instances, to other countries without any real evidence that criminal behavior took place,” Jeffries said in an interview with Tim Miller on “The Bulwark Podcast.” “All of this is going to require aggressive Oversight activity.” Jeffries nodded to a number of controversial actions taken by the Trump administration, from sending Venezuelan migrants to a notorious megaprison in El Salvador to side-stepping due process with actions such as moving to dismiss immigration court cases as a way to initiate expedited removal proceedings and bypassing review by a judge. Masked agents have also been conducting arrests at courthouses and in immigration enforcement actions across the country. Zelenskyy said they had a ‘good conversation’ with Trump and spoke about ‘sensitive points.’” * Sizable protests: “Israeli protesters demanding a deal to free hostages in Gaza attempted to shut down the country Sunday in one of the largest and fiercest protests in 22 months of war. Organizers, representing the families of hostages, asserted that hundreds of thousands of people took part.” * In Texas: “The Texas measles outbreak that sickened 762 people since late January is over, state health officials said Monday. It’s been more than 42 days since the last new case was confirmed, meeting the threshold public health officials use to declare measles outbreaks over. The last person to have an outbreak-related case got a rash on July 1, according to state data.” * Wildly unnecessary: “Three Republican-led states said Saturday that they were deploying hundreds of National Guard members to the nation’s capital to bolster the Trump administration’s effort to overhaul policing in Washington through a federal crackdown on crime and homelessness. West Virginia said it was deploying 300 to 400 Guard troops, while South Carolina pledged 200 and Ohio says it will send 150 in the coming days, marking a significant escalation of the federal intervention.” * News that won’t help with questions about the administration’s competence: “Papers with U.S. State Department markings, found Friday morning in the business center of an Alaskan hotel, revealed previously undisclosed and potentially sensitive details about the Aug. 15 meetings between President Donald Trump and Russian President Vladimir V. Putin in Anchorage.” * DeSantis sure does lose a lot in court: “A federal judge has closed the chapter on key parts of Florida’s censorious ban on school library books that conservatives deem ‘pornographic’ and harmful to children.” * A case I’ve been watching: “A federal judge in Washington blocked the Federal Trade Commission from carrying out investigative demands against Media Matters for America, ruling Friday that the agency was likely violating the left-leaning media watchdog group’s First Amendment rights.” * Maybe it was unwise for the Trump administration to abandon federal efforts to combat disinformation: “A pro-Russian propaganda group is taking advantage of high-profile news events to spread disinformation, and it’s spoofing reputable organizations — including news outlets, nonprofits and government agencies — to do so.” * I’m annoyed that I didn’t think of this first: “Who Said It: Robert F. Twenty states and the District of Columbia sued the Justice Department on Monday for adding a new immigration enforcement rule to federal grants that assist victims of crime — arguing it's part of the Trump administration's crackdown against "sanctuary states." The lawsuit focuses on the Office for Victims of Crime, a 42-year-old division of the Justice Department that hands out more than $1 billion per year to all 50 states to compensate crime victims and fund programs like local crisis counseling centers, emergency shelters, domestic abuse hotlines and victim advocacy services. The Trump-era Justice Department added a new condition to those grants that denies funding to any program that "violates (or promotes or facilitates the violation of) federal immigration law." That includes failing to "give access to [Department of Homeland Security] agents, or honor DHS requests." But the states that joined Monday's lawsuit argue that the rule is illegal, since the Reagan-era law that set up the federal government's crime victim grant programs doesn't say anything about immigration enforcement. "The challenged conditions would force these States into an untenable position: either forfeit access to critical resources for vulnerable crime victims and their families, or accept unlawful conditions, allowing the federal government to conscript state and local officials to enforce federal immigration law," the states and D.C. argue in the lawsuit, which was filed in federal court in Rhode Island. Mostly Democratic states joined the suit, including California, New York, New Jersey, Illinois, Massachusetts, Maryland, Michigan, Minnesota and Colorado. Collectively, they've received more than $500 million a year in crime victim grants since 2021, according to the lawsuit. The states asked a federal judge to block the new rules and declare them illegal. They said they need "urgent relief" since applications for most of the grants are due Wednesday. The Justice Department declined to comment on the lawsuit. As President Trump seeks to dramatically ramp up arrests of suspected undocumented immigrants, his administration has taken aim at so-called sanctuary cities and states, which generally limit local police from cooperating with federal immigration agents. Within hours of his swearing-in on Jan. 20, the president signed an executive order directing officials to ensure that sanctuary jurisdictions "do not receive access to Federal funds." Weeks later, Attorney General Pam Bondi ordered the Justice Department to identify and pause grants to groups that "support or provide services to removable or illegal aliens." The administration argues that sanctuary cities and states make it harder to enforce immigration laws, especially against criminals who end up in state or local custody. Supporters of sanctuary laws, however, argue that forcing local law enforcement officers to work with immigration agents makes migrants less likely to cooperate with the police. Monday's lawsuit said the conditions on crime victim grants risk "destroying trust between law enforcement and immigrant communities that is critical to preventing and responding to crime." "The federal government is attempting to use crime victim funds as a bargaining chip to force states into doing its bidding on immigration enforcement," New York Attorney General Letitia James said in a statement. Earlier this year, the Justice Department cut off hundreds of federal grant programs, including money for nonprofits that help victims of hate crimes, sex trafficking and violence against children, according to a list obtained by CBS News. The heads of some nonprofits warned they would need to lay off staff or shutter crime victim hotlines. At the time, a Justice Department spokesperson told CBS News: "We are confident that these cuts are consistent with the administration's priorities while at the same time protecting services that tangibly impact victims." A group of anti-domestic-violence nonprofits also sued the Justice Department earlier this year for banning grant funding under the Violence Against Women Act to groups that promote "gender ideology" or diversity, equity and inclusion programs.
