アニメ「ガールズバンドクライ」と連動するリアルバンド・トゲナシトゲアリ。Vo.井芹仁菜役の理名、Gt.河原木桃香役の夕莉、Dr.安和すばる役の美怜、Key.海老塚智役の凪都、Ba.ルパ役の朱李の5人が、2021年に開催されたオーディションにて選出され、メイン声優を務めると同時にリアルでも精力的にライブ活動を展開している。 トゲナシトゲアリとFear, and Loathing in Las Vegas アニメ内とリアルの両方で目指していた、東京・日本武道館での単独ライブ「奏檄の叫」を9月23日(火・祝)に開催することが決定している彼女たちの姿を追うドキュメントとして、MUSIC ON! One week after Donald Trump’s federal takeover of Washington, D.C., the militarization of the city is escalating. Trump now says that he expects Congress to allow him to maintain control of D.C. police after a legally mandated 30-day limit. Members of the National Guards of Mississippi, Ohio, South Carolina, and West Virginia will soon be joining the D.C. National Guard in the streets. Humvees posted at places such as Union Station make the capital look more like the Green Zone in Baghdad than the place you get off the Amtrak. Federal agents appear to have torn down a political sign in a liberal neighborhood and refused to identify themselves or their agencies in confrontations. Although the Army initially said that the Guard would neither carry weapons nor make arrests, a Guard spokesperson told NPR yesterday, “Guard members may be armed consistent with their mission and training.” What exactly is their mission and training, though? National Guard troops prepare for civil unrest, which is why they’re frequently called up when major protests break out. But D.C. isn’t seeing big demonstrations—certainly not before Trump’s takeover, and not really since, either, despite some smaller protests by residents. As for the mission, that’s even more obscure. Last Monday, Trump said that the plan was to “liberate” D.C. from crime. Depending on who you believe, the takeover was triggered by the president’s desire to change the subject away from Jeffrey Epstein, a reflexive reaction to a Fox News segment about D.C., or anger about an attempted carjacking involving a former DOGE staffer. But Trump cited no acute emergency, and he hasn’t explained what the goal is. With no stated objective, there can be no end point. (It can’t be that crime ceases to exist, an impossible goal.) That raises the scary prospect that it could just go on forever—or slide into martial law around the country. The past week has seen a lively meta-debate about crime data, in which some people point out that crime is down sharply from two years ago and even more drastically from 30 years ago, while others emphasize that D.C. still sees more murders than some other big cities. (None of this is necessarily in conflict.) Still others question—sometimes in good faith, sometimes in bad—how accurate the available statistics are. But this is all a little beside the point. Nothing about these deployments suggests that they will durably solve any of the real problems. The Guard isn’t trained for routine police work. The head of the Drug Enforcement Administration whom Trump tried to install atop the Metropolitan Police Department has no experience in municipal policing. The Washington Post’s mapping shows that federal officers are mostly not in the district’s highest-crime neighborhoods. Immigration arrests are, however, up sharply. D.C. residents are hardly unfamiliar or uncomfortable with men and women in uniform. Civilians ride the Metro with service members, work with them in federal offices, or serve them in restaurants. Several military facilities are located in the city, and the Pentagon is just over the Potomac in Virginia. Yet many people are rattled and upset by the takeover. To choose one rough metric, restaurant reservations are down significantly. If the idea was to make residents feel safe, it isn’t working. If the idea was to intimidate them, however, it might be. Legally, Trump has control over the D.C. National Guard, and he also has the power to temporarily take over D.C. policing in a declared emergency (even if he hasn’t actually identified any such circumstance). The addition of Guard troops from elsewhere is curious because, as the journalist Philip Bump reports, they come from states with cities more dangerous than D.C. Jackson, Mississippi, has the highest murder rate in the nation, compared with cities of the same size or larger. But the troops also come from states with Republican governors, making them into a force whose leaders are presumably more politically loyal to the president. The Associated Press delicately noted, “It’s unclear why additional troops are needed.” The unique status of the District of Columbia gives Trump more power to put soldiers in the streets. The bounds of the law have still held so far. When the Justice Department tried to install an emergency police commissioner, supplanting the current police chief, the city sued, and the administration backed down. But Trump and some of his allies are eager to move into other states where their authority is not so clear. “President Trump doesn’t have a limitation on his authority to make this country safe again,” border czar Tom Homan said last week. “There’s no limitation on that.” That’s patently false, but it appears to be the animating force of administration actions. The Constitution and U.S. laws establish no such thing as martial law, and a president’s power to use federal troops inside the country is circumscribed. Trump did not outline what authority he might claim for similar actions elsewhere, but in his announcement last week, he said he’d look at taking over New York and Chicago next. “I think that this is an experiment that’s probably needed in a lot of the Democrat-run cities in America,” Representative James Comer, a Kentuckian close to the White House, said recently. Trump and his allies have long been focused on Philadelphia, Baltimore, and St. Louis as well. Nearly every major city is run by a Democrat, which makes them ripe targets for politicking and also for retribution. A group of Border Patrol agents showed up last week at a political rally in Los Angeles held by Governor Gavin Newsom, a Democrat and outspoken Trump critic, in what many of those present took as attempted intimidation. (“Our law enforcement operations are about enforcing the law—not about Gavin Newsom,” a Department of Homeland Security official said in a social-media post.) What’s happening doesn’t look like a carefully regimented and organized attempt at standing up a military dictatorship. Trump seldom acts with that sort of discipline. Instead, it looks like an improvisational and opportunistic grab of power—Trump seeing what he can get away with and what he can normalize. With no stated goal, and with an acquiescent Congress and Supreme Court, the country could end up with the U.S. military occupying its major cities before most Americans realize what’s happening. Russian President Vladimir Putin has given a brand new Ural motorcycle to an American man to score some political points. It’s not a coincidence the man who received the gift lives in Alaska, the same state Putin visited over the weekend. Off-road racing legend Walker Evans dies at 86. Puttin became aware of the man, Mark Warren of Anchorage, after a news report focused on the man. The report was about Americans suffering thanks to sanctions on Russia because of the Ukraine War, with Warren complaining about how much more expensive and rare parts for his old Ural motorcycle had become, says The Moscow Times. Hearing about this and obviously wanting to look like some sort of hero, Putin arranged for a new Ural with sidecar to be sent along with his delegation to Alaska. Then the gift was given to Warren while Russian media stood by the document the event. It would be the equivalent of Trump gifting a Harley to some guy living in Siberia in an effort to own Putin. But some people are just eating up the stunt, praising Putin for caring about Warre’s predicament. We wonder if Warren could give the motorcycle back. Yes, there are the moral implications of taking such a gift. But even setting those aside, we wouldn’t want the thing. First of all, there’s the rather practical reality that when that new motorcycle breaks, and trust us, it will sooner than later, getting parts for it won’t be any easier than with the guy’s old Ural. So it really doesn’t solve the problem. Second, it’s a Ural and if Warren just loves the Russian motorcycles, he has a lot of issues. The guy did admit on camera Urals are rolling problems, yet he doesn’t get something more reliable and thus more practical. Funny enough, the origin of Ural involves communist Russia stealing the designs of the BMW R71 before the start of WWII. Donald Trump’s renewed crusade against mail voting is once again threatening to undermine his party’s efforts. Republicans poured tens of millions of dollars last year into convincing their voters that casting ballots by mail was safe after Trump spent years bashing the practice and baselessly insisting it was rife with fraud. And it worked, with GOP voters closing or even reversing the mail voting gap with Democrats in several states. But now Trump is attacking mail voting again as he ratchets up his push to protect Republicans’ House majority in the midterms, scrambling a strategy Republicans effectively used to bank millions of votes in 2024. The president said Monday he wants to “lead a movement” to eliminate “corrupt” voting by mail ahead of the 2026 election and suggested he would sign an executive order to help do so. While he cannot unilaterally end mail voting — election laws are set at the state level — his renewed criticism could sow early seeds of doubt in the electoral process should the GOP lose in the midterms. And it’s creating some whiplash for Republicans. “I can see where he’d want to revert back to the way it was pre-Covid, since Covid is not an issue anymore,” Pennsylvania-based GOP consultant Josh Novotney said of Trump. “But on the other hand, you have a lot of push towards evening the playing field with mail-in voting. Republicans did a great job of that,” Novotney said, adding that mail voting “really does help get out some Republicans sometimes that are lower-propensity [voters]. So I think overall, it was a positive for the party.” Republicans made significant strides in 2024 toward closing what had been a Democratic advantage in mail voting four years prior, even as the overall share of voters casting ballots by mail fell 13 percentage points from 2020, when the pandemic changed voting habits. In North Carolina, Republicans narrowly outpaced Democrats in mail ballots cast in 2024, a reversal from four years prior, when Democrats banked a more than 250,000-voter advantage among mail ballots. (Trump won the state both times.) Republicans similarly returned to their advantage among mail-in votes in Arizona, which has allowed any voter to request a mail ballot since the early 1990s. And in Pennsylvania, state data shows GOP voters accounted for 32 percent of mail ballots in 2024, when Trump won the state, up from 25 percent in 2020, when he narrowly lost to Joe Biden. That bump came after Republicans pumped $16 million into promoting mail voting in Pennsylvania, said Andy Reilly, one of the state’s representatives on the Republican National Committee and part of the team that pushed the practice to help elect GOP Sen. Dave McCormick over the Democratic incumbent, Bob Casey. “Those were the rules of the game” in 2024 “and you had to play by the rules,” Reilly said. But Reilly said he agrees with Trump that mail-in voting is “impossible to police for fraud” and would prefer a return to restricted absentee voting. He is, however, open to expanding early in-person voting. (Pennsylvania did not allow most voters to use mail ballots until 2020, and it has a form of limited in-person early voting.) Trump has long attacked mail voting even as he has availed himself of the system, heaping baseless blame on it for his 2020 election loss and goading GOP voters into spurning them in subsequent elections. He continued to vilify mail voting through the 2024 election, even as Republicans launched expensive efforts to encourage their voters to take advantage of it — falsely claiming that 20 percent of mail ballots in Pennsylvania were “fraudulent” and suggesting that mail carriers would “lose hundreds of thousands of ballots, maybe purposefully.” Now Trump is back to blasting mail voting as a “hoax” that begets “massive voter fraud” — and is also railing against voting machines — as he hunts for ways to protect Republicans heading into a midterm cycle that is historically bad for the party in power. After his Truth Social post Monday, the president urged Republicans to “get tough and stop it” and said he has lawyers crafting him an executive order on the subject while taking questions from reporters in the Oval Office with Ukrainian President Volodymyr Zelenskyy. “If you don’t have mail-in voting, you’re not going to have many Democrats get elected. That’s bigger than anything having to do with redistricting, believe me,” Trump said. “Republicans have to get smart.” Republicans such as Rep. Marjorie Taylor Greene (R-Ga.) and MAGA influencer Charlie Kirk were quick on Monday to amplify Trump’s renewed offensive on mail voting — and his unfounded claims of fraud. It has never been clear that offering mail voting sways election outcomes, as voters who cast mail ballots may have voted other ways. States that have expanded access to early or mail voting have seen no obvious benefit for either party. But party operatives generally like to get their voters to cast ballots early because it frees up resources for them to focus on the voters that remain. Trump also has no power to simply end mail voting. The Constitution gives states the power to set the “times, places and manner” for federal elections and stipulates that only Congress can override state election laws. Any executive order Trump signs to change how votes are cast would likely be met with legal challenges. Still, his scaremongering alone could sway his base away from the practice and erase Republicans’ gains. Voting by mail “historically has been an advantage for Republicans” in Arizona and is a “safe and secure way to vote and has been for a generation in Arizona,” said Barrett Marson, a longtime GOP consultant in the state. But “the president has sown distrust in the early balloting and mail-in ballot process, and Democrats have stepped up their game on the early voting efforts,” Marson said. “And that’s not good.” Reilly, the RNC committeeman from Pennsylvania, acknowledged it could be “confusing” for voters to “have party officials telling you to use [mail voting] and then calling for it to be eliminated,” but he downplayed any concern. “Voters are smart,” he said. President Donald Trump plans to appoint Missouri Attorney General Andrew Bailey to share the role of second-in-command at the FBI as the administration tries to contain tension over its handling of the files related to the case of the sex offender Jeffrey Epstein. Bailey would serve as deputy director of the FBI alongside Dan Bongino, who has clashed with Attorney General Pam Bondi over the release of files from the Epstein investigation. Trump was expected to make the announcement Monday, according to a person with knowledge of the decision who was granted anonymity to discuss it beforehand. Fox News Digital was first to report on Trump’s plans to appoint Bailey. The White House deferred to the Department of Justice for comment. DOJ did not immediately respond to comment. Bailey, a former prosecutor who has been serving as the attorney general of Missouri since January 2023, interviewed with Trump at Mar-a-Lago during the transition for the role of U.S. Attorney General. The announcement comes as anger over the Epstein Files roils the MAGA base and has exposed fractures within the FBI. Bongino has been at odds with Bondi over the handling of the sensitive documents — at one point privately threatening to resign. That created an untenable working condition even if he later went back to work. FORT PIERCE, Fla. (AP) — The U.S. Department of Homeland Security said Monday that a truck driver accused of making an illegal U-turn that killed three people in Florida was in the country illegally, fueling a verbal tussle with California Gov. Gavin Newsom's office over immigration. Harjinder Singh made the illegal turn last Tuesday from northbound lanes of Florida's Turnpike about 50 miles (80 kilometers) north of West Palm Beach, according to the Florida Highway Patrol. A minivan was unable to avoid the truck's trailer, which was blocking the northbound lanes. Two passengers in the minivan died at the scene and the driver died at a hospital. Singh and a passenger in his truck were not injured. Much of Singh's immigration history was not immediately clear Monday, including his country of citizenship and whether and when he obtained legal status. Florida authorities said he entered the U.S. illegally from Mexico in 2018. Homeland Security said Singh obtained a commercial driver's license in California, which is one of 19 states, in addition to the District of Columbia, that issue licenses regardless of immigration status, according to the National Immigration Law Center. Supporters of such policies say driver's licenses provide a lifeline for people to work, pick up children from school, visit doctors and travel safely. Tricia McLaughlin, a spokesperson for Homeland Security, said issuing a commercial license to someone in the country illegally is “asinine." Newsom's press office, which has been in a heated online war of words over congressional redistricting, responded on the X platform that Singh obtained a work permit while Donald Trump was president. McLaughlin disputed that, saying the government denied him a permit during Trump's first term in September 2020 and granted him one in June 2021, under President Joe Biden. Singh is charged with three state counts of vehicular homicide and immigration violations. The federal government has asked that he be transferred to U.S. Immigration and Customs Enforcement custody after his criminal case is complete. Air Force Chief of Staff Gen. David Allvin said Monday that he plans to retire in the fall, a surprise move just halfway into his four-year term atop the military service. Allvin made the announcement in a statement, and did not give a specific reason for leaving. He said that while he plans to retire in November, he will serve until a replacement is confirmed. Allvin is the fourth U.S. military service chief to depart since President Donald Trump took office. In January, Trump directed the firing of Coast Guard commandant Adm. Linda Fagan, and in February, he fired Gen. C.Q. Brown as chair of the joint chiefs of staff and removed Chief of Naval Operations Adm. Lisa Franchetti. In a statement, Air Force Secretary Troy Meink said he was “forever grateful” for his partnership with Allvin. Allvin had emerged as a vocal supporter of the reforms that Trump and Defense Secretary Pete Hegseth have pledged for the military, focused on modernization of weapons and equipment and trimming down the workforce. One senior Air Force officer expressed surprise at the announcement, saying there were no signs or rumors of his stepping down so early. “I don’t know what this is about — he’s a great leader and this is going to be another transition in the building that has seen plenty of it recently." Allvin’s departure comes six months after Hegseth dismissed Gen. James Slife as the Air Force’s vice chief of staff. Oklahoma will require applicants for teacher jobs coming from California and New York to pass an exam that the Republican-dominated state's top education official says is designed to safeguard against “radical leftist ideology,” but which opponents decry as a “MAGA loyalty test.” Ryan Walters, Oklahoma's public schools superintendent, said Monday that any teacher coming from the two blue states will be required to pass an assessment exam administered by PragerU, an Oklahoma-based conservative nonprofit, before getting a state certification. “As long as I am superintendent, Oklahoma classrooms will be safeguarded from the radical leftist ideology fostered in places like California and New York,” Walters said in a statement. PragerU, short for Prager University, puts out short videos with a conservative perspective on politics and economics. It promotes itself as “focused on changing minds through the creative use of digital media.” Quinton Hitchcock, a spokesperson for the state’s education department, said the Prager test for teacher applicants has been finalized and will be rolling out “very soon.” The state did not release the entire 50-question test to The Associated Press but did provide the first five questions, which include asking what the first three words of the U.S. Constitution are and why freedom of religion is “important to America’s identity.” Prager didn’t immediately respond to a phone message or email seeking comment. But Marissa Streit, CEO of PragerU, told CNN that several questions on the assessment relate to “undoing the damage of gender ideology.” Jonathan Zimmerman, who teaches history of education at the University of Pennsylvania, said Oklahoma’s contract with PragerU to test out-of-state would-be teachers “is a watershed moment.” “Instead of Prager simply being a resource that you can draw in an optional way, Prager has become institutionalized as part of the state system,” he said. “There’s no other way to describe it.” Zimmerman said the American Historical Association did a survey last year of 7th- to 12th-grade teachers and found that only a minority were relying on textbooks for day-to-day instruction. He said the upside to that is that most history books are “deadly boring.” But he said that means history teachers are relying on online resources, such as those from Prager. “I think what we’re now seeing in Oklahoma is something different, which is actually empowering Prager as a kind of gatekeeper for future teachers,” Zimmerman said. One of the nation’s largest teachers unions, the American Federation of Teachers, has often been at odds with the Donald Trump administration and the crackdown on teacher autonomy in the classroom. “This MAGA loyalty test will be yet another turnoff for teachers in a state already struggling with a huge shortage," said AFT President Randi Weingarten. She was critical of Walters, who pushed for the state’s curriculum standards to be revised to include conspiracy theories about the 2020 presidential election. “His priority should be educating students, but instead, it’s getting Donald Trump and other MAGA politicians to notice him,” Weingarten said in a statement. John Waldron, the Oklahoma Democratic Party chairman, decried the test as “political posturing.” “If you want to see a textbook definition of indoctrination, how about a loyalty test for teachers,” said Waldron. “It’s a sad echo of a more paranoid past.” Waldron, a New Jersey native, said he would have been in the target demographic for this kind of test when he moved from Washington, D.C., to Oklahoma to teach social studies in 1999. California Democrats on Monday kicked off the process to redraw the state's congressional districts, an extraordinary action they said was necessary to neutralize efforts by President Trump and Texas Republicans to increase the number of GOP lawmakers in Congress. If approved by state lawmakers this week, Californians will vote on the ballot measure, labeled Proposition 50, in a special election in November. At a news conference unveiling the legislation, Senate President Pro Tem Mike McGuire (D-Healdsburg) and Assembly Speaker Robert Rivas (D-Hollister) said they agreed with Gov. Gavin Newsom that California must respond to Trump's efforts to "rig" the 2026 midterms by working to reduced by half the number of Republicans in the state's 52-member congressional delegation. They said doing so is essential to stymieing the president's far-right agenda. "I want to make one thing very clear, I'm not happy to be here. We didn't choose this fight. We don't want this fight," said Assemblymember Marc Berman (D-Menlo Park). "But with our democracy on the line, we cannot run away from this fight, and when the dust settles on election day, we will win." Republicans accused Democrats of trying to subvert the will of the voters, who passed independent redistricting 15 years ago, for their own partisan goals. "The citizens seized back control of the power from the politicians in 2010," said Assemblymember Carl DeMaio (R-San Diego), flanked by GOP legislators and signs in the Capitol rotunda that said, "Rigged map" and "Defend fair elections." "Let me be very clear," DeMaio said. "Gavin Newsom and other politicians have been lying in wait, with emphasis on lying ... to seize back control." After Trump urged Texas to redraw its congressional districts to add five new GOP members to Congress, Newsom and California Democrats began calling to temporarily reconfigure the current congressional district boundaries, which were drawn by the voter-approved independent redistricting commission in 2021. Other states are also now considering redrawing their congressional districts, escalating the political battle over control of the U.S. House of Representatives. Congressional districts are typically reconfigured once every decade after the U.S. census. Newsom, other Democratic lawmakers and labor leaders launched a campaign supporting the redrawing of California's congressional districts on Thursday, and proposed maps were sent to state legislative leaders on Friday. The measures that lawmakers will take up this week would: Give Californians the power to amend the state Constitution and approve new maps, drawn by Democrats, that would be in place for the 2026, 2028 and 2030 congressional elections, if any GOP-led states approve their own maps. Provide funding for the November special election. Return the state to a voter-approved independent redistricting commission to redraw congressional districts after the 2030 census. Whereas Texas and several other GOP-led states are considering an unusual mid-decade redistricting to keep the Republican Party's hold on Congress, Ohio is an anomaly. If its congressional districts are not approved on a bipartisan basis, they are valid for only two general elections and can then be redrawn. McGuire said California would go forward if Ohio does. "The state of Ohio has made it clear that they are wanting to be able to proceed. They're one of the few states in the United States of America that actually allow for ... mid-decade redistricting," he said. "We firmly believe that they should cool it, pull back, because if they do, so will California." Republicans responded by calling for a federal investigation into the California Democratic redistricting plan, and vowed to file multiple lawsuits in state and federal court, including two this week. "We're going to litigate this every step of the way, but we believe that this will also be rejected at the ballot box, in the court of public opinion," DeMaio said. He also called for a 10-year ban on holding elected office for state legislators who vote in support of calling the special election, although he did not say how he would try to do that. McGuire dismissed the criticism and threats of legal action, saying the Republicans were more concerned about political self-preservation than the will of California voters or the rule of law. "California Republicans are now clutching their pearls because of self-interest. Not one California Republican spoke up in the Legislature, in the House, when Texas made the decision to be able to eliminate five historically Black and brown congressional districts. SAO PAULO (Reuters) -Brazilian Supreme Court Justice Flavio Dino ruled on Monday that Brazilian citizens cannot automatically be subject to foreign laws or decisions within the country's territory, a move that quickly prompted blowback from the United States. WHY IT'S IMPORTANT The ruling responds to a request from Brazilian mining lobby Ibram related to Brazilian cities initiating lawsuits abroad over compensation claims for mining accidents, such as the dam collapses in Mariana in 2015 and Brumadinho in 2019. The decision could have broader impacts, too. It comes after the U.S. imposed sanctions against Brazilian Supreme Court Justice Alexandre de Moraes, who oversees the trial of former President Jair Bolsonaro. The U.S. accused the judge of authorizing arbitrary pre-trial detentions and suppressing freedom of expression. CONTEXT Bolsonaro, an ally of U.S. President Donald Trump, is on trial for allegedly plotting to overturn the 2022 election. Trump's administration imposed levies on imports from Brazil largely in response to the prosecution of Bolsonaro that he has called a "witch hunt." KEY QUOTE Justice Dino "suspended the effectiveness of judicial decisions, laws, decrees, and executive orders of foreign states in our country that have not been incorporated or obtained the assent of the sovereign bodies under Brazil's Constitution and laws," the court said in a statement. "The decision applies to this specific case, which involves compensation claims related to the environmental accidents in Mariana and Brumadinho, Minas Gerais, but the judge's arguments apply to all similar cases," it added. WHAT'S NEXT The ruling may prompt further legal and diplomatic discussions regarding Brazil's dispute with the U.S. over tariffs. The U.S. State Department's Bureau of Western Hemisphere Affairs said later in the day on social media that "no foreign court can invalidate United States sanctions — or spare anyone from the steep consequences of violating them." It also said U.S. citizens are prohibited from transacting with Moraes, and citizens elsewhere should "tread carefully." SEOUL, South Korea (AP) — North Korean leader Kim Jong Un condemned South Korean-U.S. military drills and vowed a rapid expansion of his nuclear forces to counter rivals, state media said Tuesday, as he inspected his most advanced warship being fitted with nuclear-capable systems. Kim’s visit to the western port of Nampo on Monday came as the South Korean and U.S. militaries kicked off their annual large-scale summertime exercise to bolster readiness against growing North Korean threats. The 11-day Ulchi Freedom Shield, which the allies describe as defensive, will mobilize 21,000 troops, including 18,000 South Koreans, for computer-simulated command post operations and field training. North Korea has long denounced the allies’ joint drills as invasion rehearsals and Kim has often used them to justify his own military displays and testing activities aimed at expanding his nuclear weapons program. The Korean Peninsula remains in a technical state of war, divided by the Demilitarized Zone into North Korea and South Korea. While inspecting the warship Choe Hyon, a 5,000-ton-class destroyer first unveiled in April, Kim said the allies’ joint military drills show hostility and their supposed “will to ignite a war,” the North’s Korean Central News Agency said. He claimed that the exercises have grown more provocative than before by incorporating a “nuclear element,” requiring the North to respond with “proactive and overwhelming” countermeasures. “The security environment around the DPRK is getting more serious day by day and the prevailing situation requires us to make a radical and swift change in the existing military theory and practice and rapid expansion of nuclearization,” KCNA paraphrased Kim as saying, using the initials of North Korea’s formal name, the Democratic People’s Republic of Korea. The government of South Korea’s new liberal President Lee Jae Myung, who has expressed a willingness to repair ties and resume dialogue with the North, did not immediately respond to Kim’s comments. South Korean and U.S. military officials say Ulchi Freedom Shield will focus on countering North Korea’s advancing nuclear and missile threat and will include training to deter North Korean nuclear use and respond to its missile attacks. The exercise will also incorporate lessons from recent conflicts, including Russia’s war in Ukraine and the clash between Israel and Iran, and address threats from drones, GPS jamming and cyberattacks. Kim has hailed the development of his naval destroyer, Choe Hyon, as a significant advancement toward his goal of expanding the operational range and preemptive strike capabilities of his nuclear-armed military. State media said the destroyer, which is being prepared to enter active duty next year, is designed to handle various weapons systems, including antiair and anti-naval weapons, as well as nuclear-capable ballistic and cruise missiles. The North unveiled a second destroyer of the same class in May, but the vessel was damaged during a botched launching ceremony at the northeastern port of Chongjin, prompting an angry reaction from Kim, who called the failure “criminal.” The North has said the new destroyer, named Kang Kon, was relaunched in June after repair, but some outside experts have questioned whether the ship is fully operational. During Monday’s visit to Nampo, Kim reaffirmed the North Korean plans to build a third destroyer by October, KCNA said. While inspecting Choe Hyon, Kim expressed satisfaction with the progress of the warship’s weapons tests and its integrated operations system, saying the navy’s modernization and move toward nuclear-capable capabilities are proceeding as planned, KCNA said. Tensions on the Korean Peninsula have worsened in recent years as Kim accelerated his military nuclear program and deepened alignment with Moscow following Russia’s invasion of Ukraine. His government has repeatedly dismissed calls by Washington and Seoul to revive negotiations aimed at winding down his nuclear and missile programs, which derailed in 2019 following a collapsed summit with U.S. President Donald Trump during his first term. In his latest message to Pyongyang on Friday, Lee, who took office in June, said he would seek to restore a 2018-inter-Korean military agreement designed to reduce border tensions and called for North Korea to respond to the South’s efforts to rebuild trust and revive talks. The 2018 military agreement, reached during a brief period of diplomacy between the Koreas, created buffer zones on land and sea and no-fly zones above the border to prevent clashes. But South Korea suspended the deal in 2024, citing tensions over North Korea’s launches of trash-laden balloons toward the South, and moved to resume front line military activities and propaganda campaigns.
