  1. When a thorny problem comes up, Ohio Gov. Mike DeWine calls on friends and experts to quickly size up the issue and draft recommendations. Since he took the oath of office in January 2019, DeWine has appointed two dozen working groups to wrestle with issues such as school bus safety and nursing home safety. Task forces are as much as DeWine's brand as homemade pie, baseball and grandkids. "It's a way to focus on particular problems and come up with practical solutions that will work," DeWine said. He added "I think with every task force we've been able to do something that was positive." Gov. Not surprisingly, a chunk of the 24 working groups has focused on issues near and dear to DeWine: children, health and safety, and criminal justice. Some of DeWine's appointed groups are spurred by investigative journalism such as a Cincinnati Enquirer, Columbus Dispatch, Akron Beacon Journal and Canton Repository investigation into conditions in Ohio’s youth prisons, and Dispatch projects on failures in how missing persons are handled, and problems with outstanding warrants. Here’s a list of working groups launched by DeWine: 2025: Public safety in state parks; property tax reform; Supplemental Nutrition Assistance Program; missing persons. 2024: Diversion from state mental health hospitals; children's vision screening and eyeglasses. 2023: Juvenile detention and youth prisons; school bus safety; nursing home quality and accountability. 2022: Volunteer fire service. 2021: Racial disparities in infant mortality. 2020: COVID-19; traffic safety. 2019: Home Visitation for newborns; Mental health and drug abuse; minority health; criminal warrants; Medical Board's handling of Dr. Richard Strauss case; school safety; oversight of people released from prison; foster care system; Ohio State Fairgrounds upgrades; preventing lead poisoning; transportation infrastructure. "Yeah, I like it. I think it works. We're going to continue to do them," DeWine said. Some of the task forces resulted in change. Ohio plans to close its larger youth prisons and replace them with smaller, closer-to-home facilities. The State Medical Board reopened 91 cases of sexual assault allegations against licensed medical professionals. And one of DeWine's earliest task forces, established when he was attorney general, made recommendations on how to clear an enormous backlog of untested rape kits held in evidence rooms by local police departments. As governor, John Kasich didn't use working groups very often, but Bob Taft did. Calling in outside advisors can broaden input and support for recommendations, said Jon Allison, who served as Taft's chief of staff. "My observation has been that Bob Taft and Mike DeWine kind of come out of the same era of governing," said Allison. "He loved a good blue ribbon task force. A 36-year-old mother of four from Sacramento County and her 8-month-daughter who vanished weeks ago after a doctor’s visit in Fresno were discovered dead Sunday in an SUV “pinned” beneath a bridge, underwater, according to law enforcement and multiple media reports. Whisper Owen and her daughter, Sandra McCarty, were last seen on July 15, officials with the Fresno County Sheriff’s Office. The pair left Elk Grove, where Owen and her partner live with their three other children, at around 4 a.m. that day to make the approximately 160-mile drive to Fresno. Owen’s The 36-year-old stopped at her mother’s house before the appointment to change Sandra’s diaper and then checked in with the doctor’s office at 8:30 a.m. After the 8-month-old’s doctor visit, Owen and her daughter visited her brother’s Fresno home until about 2:45 p.m. that afternoon before once again stopping at her mother’s and, eventually, leaving Fresno around 5 p.m. At around 8 p.m., a license plate reader in Atwater, approximately 65 miles from Fresno, spotted Owen’s silver 2006 Chevrolet Trailblazer, where Torres believes she likely stopped to use the restroom and, maybe, get baby formula for Sandra. Surveillance footage from a nearby smoke shop in Atwater showed Owen changing Sandra’s diaper in the parking lot about a half hour before, authorities said. No one had seen or heard from the pair since. Owen’s mother previously told The L.A. Times that it was not uncommon for her to stay in Fresno for days at a time, so when she didn’t hear from her daughter’s partner that she never made it home, it didn’t occur to her to be worried. It wasn’t until three days later that Owen’s partner, who has not been identified, called Torres to ask about Owen. “So then everything started to get scary at that point,” Torres had said. (FCSO)Owen’s 2006 Chevrolet Trailblazer was located Sunday by volunteer divers, Adventures With Purpose, an organization that helps search for missing persons, said in a post to Facebook. “With the help of Juan Heredia from Angeles Recovery, we were able to confirm Whisper is inside the vehicle,” the organization wrote. “She was doing everything she could as a mother to try to save her daughter Sandra.” Father of toddler missing in California has felony child cruelty conviction The volunteer organization, according to KTLA’s Fresno sister station, used sonar to pinpoint the location of Owen’s vehicle beneath the bridge in an underwater canal near Highway 120 and Victory Avenue in San Joaquin County approximately 40 miles from where they were last seen in Atwater. The vehicle has since been removed from the water by San Joaquin County emergency Services and, according to The Times, officials with the Fresno County Sheriff’s Office have confirmed that the bodies of Owens and her daughter were inside. Previously, sheriff’s investigators said they had not found any evidence to suggest foul play was involved in the mother and baby’s disappearance. California Highway Patrol is now handling the investigation into how the SUV ended up submerged underwater.   3. A pair of New Jersey cities were listed as booming locations for those who are retired, a recent survey found. Hackensack and Clifton were both on GoBankingRates’ list of the “50 fastest-growing boomtowns” in the country. Clifton ranked 25 and Hackensack came in at 32. GoBankingRates, a financial planning and advice website, conducted its study using U.S. Census Bureau data. Specifically, the site analyzed cities where the older population was above the national average of 16.84% and had at least 7,500 people who were 65 years old or above. Clifton saw its older population increase by 26.65% in the past five years, the survey said. Hackensack’s five-year percentage increase was 24.12%. As of 2023, the population of people who are 65 or older in Clifton was 18.33%. In Hackensack, those 65 or older made up 17.09% of the population. Both cities also saw an increase in their older populations from the previous year. Clifton’s increase was 4.30%, and Hackensack’s was 3.96% Other Northeast cities to make the list are Mount Vernon, New York, at No. 29, Niagara Falls, New York, at 40 and Quincy, Massachusetts, at 4.   5. MUMBAI (Reuters) -Incessant heavy rain lashed India's financial capital of Mumbai on Monday, disrupting flights, flooding roads and prompting shutdowns of schools. Some parts of Mumbai recorded more than 140 mm (5 inches) of rain from Monday morning, the weather department said, causing traffic snarls as cars stalled on inundated roads. Three people were injured when the staircase of a two-storeyed building collapsed in a southern district of the city late on Sunday night. The weather department warned of heavy rain on Monday and Tuesday, issuing a red alert for Mumbai and surrounding areas, and authorities asked residents to stay home. At least nine incoming flights into Mumbai aborted landing, news website NDTV said. It was not immediately clear whether the flights had been diverted elsewhere. Torrential rain has killed dozens of people and deluged villages in India's Himalaya mountains over the last two weeks. BEIRUT (Reuters) -Top U.S. envoy Thomas Barrack said on Monday Israel should comply with a plan under which Lebanese militant group Hezbollah would be disarmed by the end of the year in exchange for a halt to Israel's military operations in Lebanon. The plan sets out a phased roadmap for armed groups to hand in their arsenals as Israel's military halts ground, air and sea operations and withdraws troops from Lebanon's south. Lebanon's cabinet approved the plan's objectives earlier this month despite Hezbollah's refusal to disarm, and Barrack said it was now Israel's turn to cooperate. "There's always a step-by-step approach, but I think the Lebanese government has done their part. They've taken the first step. Now what we need is Israel to comply with that equal handshake," Barrack told reporters in Lebanon after meeting Lebanese President Joseph Aoun. Barrack described the cabinet decree as a "Lebanese decision that requires Israel's cooperation" and said the United States was "in the process of now discussing with Israel what their position is" but provided no further details. Under phase 1 of the plan, which was seen by Reuters, the Lebanese government would issue a decision committing to Hezbollah's full disarmament by the end of the year and Israel would cease military operations in Lebanese territory. But Israel has continued strikes against Lebanon in the weeks since the cabinet approved the plan. In a written statement after his meeting with Barrack, Aoun said that "other parties" now needed to commit to the roadmap's contents. Calls for Hezbollah to disarm have mounted since a war with Israel last year killed 5,000 of the group's fighters and much of its top brass and left swathes of southern Lebanon in ruins. But the group has resisted the pressure, refusing to discuss its arsenal until Israel ends its strikes and withdraws troops from southern Lebanon. On Friday, Hezbollah leader Naim Qassem raised the spectre of civil war, warning there would be "no life" in Lebanon should the state attempt to confront or eliminate the group.   7. PESHAWAR, Pakistan (AP) — Rescuers are looking for more than 150 people who were still missing on Monday in northwestern Pakistan, where scores died after the area was struck by a cloudburst. A senior politician blamed locals for the high death toll, saying people should have built their homes elsewhere. Search operations have been extended to remote areas to find residents swept away by floods that hit the mountainous district of Buner in Khyber Pakhtunkhwa province on Friday, said emergency services spokesman Mohammad Suhail. The army has deployed engineers and heavy machinery to clear the rubble. The death toll in Buner reached 277 on Monday after rescuers recovered three bodies, Suhail said. Villagers have accused officials of not telling them to evacuate ahead of flooding and landslides. There was no warning broadcast from mosque loudspeakers, a traditional method for alerting emergencies in remote areas. However, the government insists that while an early warning system was in place, the sudden downpour was so intense that the deluge struck before residents could be informed. Provincial chief minister Ali Amin Gandapur said Sunday that many of the deaths could have been avoided had residents not built homes along waterways and riverbanks. He added that the government would encourage displaced families to relocate to safer areas, where they would be assisted in rebuilding their homes. Pakistan has seen higher-than-normal monsoon rains since June 26, killing at least 645 people across the country, with 400 deaths in the northwest. The National Disaster Management Authority issued an alert for further flooding after new rains began Sunday in many parts of the country. The U.N. humanitarian agency said it has mobilized groups in hard-hit areas, where damaged roads and communication lines have cut off communities. Relief agencies are providing food, water and other aid while preparing for longer-term recovery efforts. Flooding has also hit India-administered Kashmir, where at least 67 people were killed and dozens remain missing after flash floods swept through the region during an annual Hindu pilgrimage. U.N. Secretary-General António Guterres expressed deep sorrow on Sunday over the loss of life in Pakistan and India, while Pope Leo XIV offered condolences after praying the Angelus in Castel Gandolfo Pakistan remains highly vulnerable to climate-related disasters. BEIRUT (AP) — The U.S. special envoy to Lebanon said Monday that his team would discuss the long-term cessation of hostilities with Israel, after Beirut endorsed a U.S.-backed plan for the Hezbollah militant group to disarm. Tom Barrack, following a meeting with Lebanese President Joseph Aoun, also said Washington would seek an economic proposal for post-war reconstruction in the country, after months of shuttle diplomacy between the U.S. and Lebanon. Barrack is also set to meet with Prime Minister Nawaf Salam and Speaker Nabih Berri, who often negotiates on behalf of Hezbollah with Washington. “I think the Lebanese government has done their part. They’ve taken the first step,” said Barrack, who is also the U.S. ambassador to Turkey. “Now what we need is for Israel to comply with that equal handshake.” Lebanon’s decision last week to support a plan to disarm Hezbollah angered the Iran-backed group and its allies, who believe Israel's military should first withdraw from the five hilltops it has occupied in southern Lebanon since the end of its 14-month war with Hezbollah last November and stop launching almost daily airstrikes in the country. Naim Kassem, Hezbollah's secretary-general, has vowed to fight efforts to disarm the group, sowing fears of civil unrest in the country. Barrack warned Hezbollah that it will have “missed an opportunity” if it doesn't back the calls for it to disarm. Aoun and Salam both want to disarm Hezbollah and other non-state armed groups, and have demanded Israel halt its attacks and withdraw from the country. Aoun said he wants to increase funding for Lebanon's cash-strapped military to bolster its capacity. He also wants to raise money from international donors to help rebuild the country. A spark of lightning broke through the starless sky, followed by a crack of thunder and a rush of wind. Moments later, the heavens opened. The downpour started to extinguish the fire but didn’t dampen the spirits of those gathered in the Wyoming woods at a storied outpost known as Camp Loll in late July. Like those Scouts in the rain-soaked pines, Boy Scouts of America — rebranded just this year as Scouting America — weathered a major storm that saw enrollment plummet when The Church of Jesus Christ of Latter-day Saints ended its 105-year affiliation with the organization after 2019. Overnight, 400,000 Cub Scouts and Boy Scouts, including nearly 190,000 in Utah, were without packs and troops. In addition to Scouts BSA, Scouting America includes Cub Scouts, Venturing/Sea Scouts and Exploring. Girls could join Cub Scouts starting in 2018. While boys and girls Scout troops are generally separate, the organization launched a pilot program last year allowing coed troops. Several in Utah are participating. It isn’t unusual for adult leaders out and about in their Scout uniforms to have someone ask, “Scouting’s still a thing?” One scoutmaster, Merinda Reeder, had a person comment on how authentic her “costume” looked. It was October. It has survived, maybe even thrived in new ways, amid transformational change. While some in the Beehive State silently, maybe even openly, cheered what one Scouter called the “great divorce,” others went to work to help Scouting regain its footing. So, what is the state of Scouting in Utah? To answer that question, Deseret News talked to dozens of Scouts, Scout leaders and parents, attended troop meetings and spent a couple of days at Scout camp. Prior to 2019, Latter-day Saint boys at age 12 were automatically enrolled in Scouting, which served as the church’s program to help strengthen young men through age 17. Troops in Utah consisted of boys living in the same neighborhood who attended the same church congregation, called a ward. Some boys embraced Scouting, some were lukewarm and others didn’t participate, but all were on the membership rolls at the church’s expense. Adult men were called by their ward bishops to serve as scoutmasters and assistant scoutmasters. Some had interest and experience in Scouting, some did not. Those councils merged in 2020 to form the Crossroads of the West Council — with enrollment totaling 6,898 boys and girls. In 2024, the council reported 6,107 youth in its programs, including 2,393 Cub Scouts and 3,200 Scouts BSA. It marked a 3.35% increase over the previous year and the highest total since 2020. Of that total, about 20% are girls, and their numbers have risen each of the past four years, while the number of boys has declined. Those numbers, too, have dropped dramatically — from the thousands each year to the hundreds. Last year, 334 boys and 34 girls earned Eagle Scout awards. And like membership overall, the number of boys reaching the highest rank is dropping, while it’s on the rise for girls. Nationally in 2019, Scouting America reported nearly 2.1 million participants, including nearly 1.2 million Cub Scouts and 798,516 Scouts BSA. Today, that number is around 1 million in all of its programs. They don’t account for what the emblem stitched on the Life Scout patch represents: heart. The red heart on the badge — one rank below Eagle — symbolizes that the ideals of Scouting have become part of a Scout’s life and character. Scouting still has heart. To a person, everyone interviewed for this story noted the biggest difference between the program now and five years ago is that boys — and girls — want to be there, as do their leaders. They’re fully invested. Individual troops in Utah are larger and in some cases, stronger now. They have become more religiously, ethnically, culturally, geographically and gender diverse. “It’s been really inspiring as a microcosm of our society,” said Bonnie Marsh, scoutmaster for a Draper-based Troop 3444. Troops have fewer constraints. Scouts can travel farther for summer camp. The emphasis isn’t only on rank advancement but on individuals getting what they want from the program. The sponsors often provide a place to meet but no money, so fundraising is a constant, whether it’s selling popcorn and beef jerky or holding a spaghetti dinner. “Scouts has changed a lot and not at all at the same time,” said 21-year-old college student Thatcher Eames, an Eagle Scout who has spent two-thirds of his life in the program, including seven years working on the Camp Loll staff — paid and volunteer. “Scouts have evolved. It felt like what should have happened all along. Now, I don’t even think twice about all of the changes that we’ve gone through. Every moment it feels like the right place where we’re supposed to be.” Kids today join Scouts for all sorts of reasons: to make new friends, learn life skills, serve the community, achieve goals, enjoy nature and the outdoors and to have experiences they can’t get in other settings. They’re trading video game controllers for canoe paddles. “I like video games, too,” said 16-year-old Stephen Kennedy, the senior patrol leader in Troop 1444 in Draper. “But in Scouting you get to actually do stuff instead of just pretending to do stuff.” A difficult endMembers of Troop 1293, which is sponsored by the Islamic Society of Greater Salt Lake, from West Jordan sit in their campsite at Camp Loll in Teton County, Wyoming, on Monday, July 21, 2025. | Rio Giancarlo, Deseret NewsLongtime Scout leader Michael Nebeker was more than disappointed when the church withdrew from Scouting and still harbors some hard feelings, though he said “at some point you’ve got to forgive people.” Nebeker started a troop for Karen and Karenni refugees from Myanmar in 2008 and has been involved ever since. Even though it wasn’t affiliated with the Church of Jesus Christ, the troop dissolved. “I come at this with great passion for providing activities,” he said, adding Scouting also is devoted to respect for nature and caring for the planet. “And I love the diversity of these kids and the diversity of religions.” Nebeker now leads Muslim troops chartered by the Khadeeja Islamic Center in West Valley City. The boys and girls come from countries in Africa, the Middle East and other regions. Some of their Scout leaders are, like him, Latter-day Saints. “A lot of people said, ‘Oh, thank goodness we’re done with Scouts and all that work.’ What are we here for? You think this is easy for us? We’re exhausted. And why do we do it? Because we’re called to do it,” he said, eating a hamburger his Scouts cooked using halal beef as required by Islamic dietary laws. “Nobody called me on the phone and said will you do this. . . . This calling came from God. Unmistakable.” Aaron Torres was disappointed when the church and Scouting parted ways. The program in his Sugar House ward was active and vibrant, producing 10 Eagle Scouts in the final month before the separation. His son and oldest daughter have achieved the rank and his younger daughter is on her way. About half the kids were there because they were forced to be there, even though I think they all got something out of it. There was another half that wanted to be there. But as a whole, all of them benefitted from it,” said Torres, who served a couple of stints as a scoutmaster. Still, he said the program is better in some ways because it’s less restrictive and more open to troops operating how they see best. And it’s all volunteer, he said, not “voluntold,” including the kids. In a May 2018 statement announcing the end to its partnership with Scouting, the church said the program benefited hundreds of thousands of Latter-day Saint boys and young men. I want Scouting to be successful,” he said. “I have grandkids who benefit from all these things. There’s no animosity, not in our council, not in our organization. We appreciate the good that goes on.” Many Latter-day Saint youth groups now go to former Scout camps that were converted to youth camps after the number of Scouts diminished. The activities are largely the same as at Scout camps. In all, about 31,000 young people from various organizations, including Scouts, participated in a camp this summer, Endicott said. Its mission to help young people make ethical and moral decisions over their lifetimes is still at the core. On my honor I will do my best to do my duty to God and my country and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake and morally straight. Duty to God remains a cornerstone. While the organization is nonsectarian, it encourages Scouts to explore their faith and fulfill their religious obligations in their chosen tradition. David Craner, a Scout leader in Lehi, said that hasn’t changed in the 27 years he has been part of Scouting. The goal, he said, is not becoming an Eagle but to focus on a duty to others and to God, regardless of the religion a Scout belongs to. He said there’s always an opportunity to encourage them to look at the sky, to hear God or the Holy Ghost or the Great Spirit. It’s currently made up of 45 boys of various faiths. They say grace over meals on campouts and hold a devotional or “Scouts’ Own” on Sunday mornings as they break camp. It’s a short, informal gathering for reflection and spiritual development. “It’s not a preaching opportunity. It’s a sharing opportunity,” said Brett Sutherland, one of the troop’s adult leaders. Anthony Gomez, 18, who earned his Eagle award in January, said faith has played a role in his time in the troop. “It’s helped me become closer to God,” he said. “It’s really just helped have a greater appreciation for the world.” He recalled a camp where he spoke at the Scouts’ Own after his troop had restored a campsite for terminally ill people. “It really helped put into perspective how fortunate I and the rest of the troop are,” Gomez said. Endicott said prayers are common at all types of Scout gatherings and a routine part of his council’s executive board meetings. On any given weekend there’s a campout, winter, spring, summer or fall. The girls in a Springville-based Troop 712 — all in full uniform, save one pink skirt — gathered on a recent Monday evening in a hip meeting room at Wavtronix, a radar traffic detection company in Springville that sponsors the unit. A security guard ambled through the high-tech machinery as the girls prayed, saluted the flag and recited the Pledge of Allegiance, Scout Oath and Scout Law — standard procedure for a troop meeting. Then they got down to business. Pottery? Reptile and Amphibian? (Each could take the frogs for a weekend.) Cooking? Welding? Horsemanship? Reeder, their scoutmaster, mostly lets the girls manage themselves, giving guidance here and there. “We’re open to all adventures. I try really hard not to say no when they want to do something. Instead, we try and figure out how to get from where we are to where we need to be, whether it’s raising money, whether it’s learning skills, whatever it is to get where their dreams and goals lie,” she told me. Next year, the troop is going to Sea Base in the Florida Keys for summer camp. The 30 boys broke into patrols — smaller groups that work as a team — to take instruction, not from the adults in the room, but from the more senior boys. On another recent evening 40 Scouts — 30 boys in Troop 1444 and 10 girls in Troop 3444 — streamed into the parking lot of the Corner Canyon Church in Draper that teaches that the Bible is the ultimate authority and guide, not any particular denomination or creed. They checked their camping gear and loaded it into a trailer for their weeklong adventure in Idaho. The troop isn’t coed but the boys and girls do activities together, including camping. Anders Marr, 13, whose military family recently moved to Utah from Germany, admitted to a “bit of a love-hate relationship” with camping. It’s fun being with friends, he said, but it can be cold sleeping in a tent. He tries to get to sleep as fast as he can. After Kaelyn Armijo’s family moved to Utah from Florida, the 15-year-old and her sister joined Scouts to make friends, and she said, “It’s definitely worked out.” She’s also learning to enjoy camping. “I thought, ‘Oh bugs, gross, dirt, camp showers,’ but it’s really not that bad. You have so much fun that you don’t even worry about getting dirty or about bugs," she said. And she doesn’t believe girls and boys are much different in that regard, “but I think girls are more taught to care about that kind of thing.” Craner said he doesn’t see much difference between boys and girls when it comes to camping, other than girls sing better around the campfire. Troop 1111 in Riverdale decided to combine boys and girls last year under Scouting America’s pilot program. They spent a week together at Camp Loll. Jenna Hall is the senior patrol leader, elected by her peers. “I like having one troop. We always did everything together anyway,” the 15-year-old said. She conceded boys can be annoying but “annoying in a good way.” For his part, Miles Callantine, 14, a patrol leader in the troop, said girls can “sometimes” be annoying. But he described coed as “pretty cool. It brings everyone together as one big troop.” He regularly receives an email from Scouting America to provide feedback on how it’s going. The girls take partWhen she was 7, Kestle Eames watched her older brother, Thatcher, head off to Scout camp with their dad. “I would get so jealous,” she said. And when they returned, “It was magical. They had all these cool stories.” When Scouting opened up for girls, she immediately joined. Now 17, she’s close to becoming an Eagle Scout. For her, Scouting is all about respecting different cultures and people. She has made friends and connections with those she wouldn’t necessarily reach out to at school. “Here, we’re all Scouts,” she said. By Guillermo Martinez and Nacho Doce PALACIOS DE JAMUZ, Spain (Reuters) -Raging wildfires in Spain spread to the southern slopes of the Picos de Europa mountain range on Monday and authorities closed part of the popular Camino de Santiago pilgrimage route. About 20 wildfires, fuelled by a severe 16-day heatwave, have devastated more than 115,000 hectares (285,000 acres) in the regions of Galicia and Castile and Leon over the past week. "This is a fire situation we haven't experienced in 20 years," Defence Minister Margarita Robles told radio station Cadena SER. "The fires have special characteristics as a result of climate change and this huge heatwave." She said thick smoke was affecting the work of water-carrying helicopters and aircraft. The Spanish army has deployed 1,900 troops to help firefighters. Highways and rail services have been cut in the area, as well as the "Camino de Santiago" hiking route, an ancient pilgrimage path trodden by thousands in the summer. It links France and the city of Santiago de Compostela on the Western tip of Spain, where the remains of the apostle St James are said to be buried. Authorities in the Castile and Leon region have closed the path in the area between the towns of Astorga and Ponferrada, which are about 50 km (30 miles) apart, and told hikers "not to put (their) lives in danger". A firefighter died when his truck crashed on a forest path near the village of Espinoso de Compludo. Four firefighters have died so far. The Interior ministry says 27 people have been arrested and 92 are under investigation for suspected arson since June. Southern Europe is experiencing one of its worst wildfire seasons in two decades, with Spain among the hardest-hit countries. In Portugal, wildfires have burnt 155,000 hectares so far this year, according to the ICNF forestry protection institute - three times the average for this period between 2006 to 2024. About half of that area burned in the past three days. Robles said things are not likely to improve until the heatwave that has seen temperatures hit 45 Celsius degrees (113 Fahrenheit) starts easing on Monday evening or Tuesday.   22. 都が公開している暑さマップ(スクリーンショット)=東京都提供  熱中症対策の一環として、東京都は日本気象協会と連携して、都内を1平方キロメートルごとに分けて「暑さ指数」を地図上に表示する「東京暑さマップ」の運用を始めた。都民や都内にいる人に詳しいデータを提供し、熱中症予防につなげることが狙いだ。  暑さ指数とは、温度や湿度、路面や建物の壁からの「輻射熱(ふくしゃねつ)」から算出した数値。この数値が大きいほど熱中症リスクが高まる。 Advertisement  マップは暑さ指数を48時間先まで1時間ごとの推移を見ることができるほか、1週間先の最高値も表示する。熱中症の危険度によって「ほぼ安全」(21未満)から「災害級の危険」(35以上)まで7段階あり、青や黄、オレンジなどに色分けされている。特に「危険」(31以上、赤)以上は熱中症の危険性がかなり高まることから、出かける予定の調整に活用してもらいたい考えだ。  都は他にも、自治体が指定する冷房設備を備えた「指定暑熱避難施設(クーリングシェルター)」のマップ掲載を昨年に続き今年も始めた。シェルターは「熱中症特別警戒アラート」が発令された際、気候変動適応法で自治体に開放が義務付けられている。都内には都庁(新宿区)、東京タワー(港区)など約1800カ所あるが、認知度が今ひとつだった。さらに、同アラートの発令にかかわらず、立ち寄りたい人が涼しい場所を調べられる「TOKYOクールシェアスポット」の検索システムも作った。同スポットは、都内に約1980カ所ある。  東京消防庁によると、都内では2024年6~9月、熱中症による搬送者は7996人(前年同期比884人増)おり、年々増加傾向にある。小池百合子都知事は7月18日の定例記者会見で「小まめな水分補給、迷わずエアコンを利用し、外出時には、日傘、帽子を活用していただきたい。また、クーリングシェルターを各地に設けているので、利用していただければ。これらを基本に暑さ対策を徹底していただきたい」と呼びかけた。【遠藤龍】 View the full article
