Chiều 18/8, Ban QLDA Mỹ Thuận (Bộ Xây dựng) vừa có thông báo gửi các đơn vị liên quan thuộc tỉnh Đồng Nai về việc khẩn trương di dời hệ thống hạ tầng kỹ thuật chưa đảm bảo tĩnh không của dự án thành phần 1A, thuộc tuyến đường Vành đai 3 TPHCM, đoạn Tân Vạn - Nhơn Trạch giai đoạn 1. Tuy nhiên, qua kiểm tra hiện trường, Ban QLDA Mỹ Thuận ghi nhận vẫn còn một số công trình hạ tầng kỹ thuật như cáp điện, cáp viễn thông cắt ngang tuyến chính tại khu vực giao với đường Lý Thái Tổ (xã Nhơn Trạch, tỉnh Đồng Nai) chưa được nâng cao hoặc di dời. Đặc biệt, nhiều hạng mục có tĩnh không chưa đạt yêu cầu, một số cột điện còn nghiêng ngả, tiềm ẩn nguy cơ mất an toàn giao thông khi dự án đưa vào vận hành. Ảnh: T.K Do đó, Ban QLDA Mỹ Thuận đề nghị các đơn vị liên quan khẩn trương phối hợp, hoàn tất việc di dời hạ tầng kỹ thuật trên địa phận xã Nhơn Trạch trước ngày 20/8, nhằm đảm bảo an toàn và đồng bộ khi dự án đi vào khai thác. Trước đó, ngày 3/7, Ban QLDA Mỹ Thuận đã có văn bản đề nghị các cơ quan chức năng sớm hoàn thành công tác di dời để không ảnh hưởng đến tiến độ khai thác dự án. (Reuters) -A local man in Anchorage was given a new motorcycle by Russian President Vladimir Putin during last week's summit with U.S. President Donald Trump in the Alaskan city, according to a report published by Russian state television. An employee of the Russian embassy in the United States handed the man, Mark Warren, the keys to his new Ural motorcycle in the parking lot of the Anchorage hotel where the Russian delegation was staying. "I have to say that this is a personal gift from the President of the Russian Federation," Andrei Ledenev, the embassy employee, told Warren. The white-haired, bespectacled Warren, who Reuters was unable to contact for comment, was shown hopping aboard his new bike, Ledenev behind him and another man in the sidecar, to take it for a spin. "It's night and day," Warren said. "I like my old one, but this one is obviously much better." "I'm speechless, it's amazing. Thank you very much." The unexpected gift by the Russian leader came after reporters with Russian state television Channel 1 met Warren by chance on the streets of Anchorage ahead of the summit. The reporters stopped to admire Warren's bike, which is manufactured by Ural, whose original factory was founded in 1941 in what was then Soviet Russia. Warren told a reporter, Valentin Bogdanov, that he struggled to obtain spare parts for the bike, including a new starter, because the manufacturing plant is "located in Ukraine." "So for you, if they resolve this conflict here in Alaska, I mean Putin and Trump, it will be good?" Bogdanov asks Warren. "Yes, it will be good," the Alaskan replies. Ural, which is headquartered in Washington State, says that all of its motorcycles are assembled in Kazakhstan. Chiều 18/8, TAND TPHCM cơ sở 1 (tỉnh Bà Rịa - Vũng Tàu cũ) mở phiên tòa xét xử sơ thẩm bị cáo Dương Hữu Trí (38 tuổi, trú phường 7, TP Vũng Tàu cũ - nay là phường Tam Thắng, TPHCM) về các tội "Giết người", "Cố ý gây thương tích", "Chống người thi hành công vụ" và "Hủy hoại tài sản". Ảnh: Quang Hưng Trí là đối tượng từng dùng dao tấn công khiến hạ sĩ Nguyễn Ngọc Minh Nhật (SN 2001, quê Phú Yên cũ) chiến sĩ Cảnh sát cơ động thuộc Phòng CSCĐ tỉnh Bà Rịa - Vũng Tàu (cũ) - hi sinh hồi tháng 3 vừa qua, gây xôn xao dư luận. Theo cáo trạng, Dương Hữu Trí là đối tượng được quản lý sau cai nghiện ma túy tại nơi cư trú do UBND phường 7, TP Vũng Tàu (cũ) quản lý từ ngày 19/6/2023 đến 19/6/2025. Ngày 17/2/2025, theo kế hoạch, Công an phường 7 đến nhà mời Trí xét nghiệm ma túy nhưng đối tượng chống đối, không chấp hành. Sau đó, công an địa phương đưa vào diện theo dõi, xử lý. Khoảng 7h ngày 3/3, bốn cán bộ Công an phường 7 tiếp tục đến nhà mời Trí test ma túy. Lúc này, Trí chửi bới, cầm dao rượt đuổi, ném vỡ điện thoại của cán bộ để trên xe, châm lửa đốt hai xe máy của lực lượng chức năng. Chưa dừng lại, Trí còn cố thủ trong nhà, tạt nước sôi vào người một cảnh sát. Nhận thấy đối tượng chống đối quyết liệt, Công an tỉnh Bà Rịa - Vũng Tàu (cũ) đã triển khai lực lượng Cảnh sát cơ động, phối hợp với chính quyền địa phương vận động, đối thoại nhưng bất thành. Trí sau đó mở khóa bình gas, dọa cho nổ, đốt nhà nếu ai dám xông vào, tiếp cận. Khi tổ Cảnh sát cơ động gồm 10 chiến sĩ triển khai các biện pháp nghiệp vụ áp sát từ cửa chính, Trí bất ngờ lao ra dùng dao tấn công, đâm một nhát trúng vùng ngực hạ sĩ Nguyễn Ngọc Minh Nhật. Sau đó, trong lúc bỏ chạy lên phòng ngủ cố thủ, Trí tiếp tục gây thương tích cho một chiến sĩ cảnh sát khác. Đến khoảng 13h cùng ngày, Trí bị lực lượng chức năng khống chế, bắt giữ tại phòng ngủ. Về phía hạ sĩ Nhật, dù được đồng đội nhanh chóng đưa đi bệnh viện cấp cứu nhưng do vết thương quá nặng nên anh đã hi sinh vào chiều cùng ngày. Tại phiên tòa hôm nay, bị cáo Trí khẳng định trước HĐXX hành vi phạm tội và tội danh truy tố đối với bản thân là đúng. Khi được yêu cầu nêu lại diễn biến vụ án, Trí nói xin nhận tội và khai không có mâu thuẫn gì với bị hại. Về động cơ gây án, Trí khai rằng do sợ bị bắt, đi tù nên khủng hoảng dẫn tới việc chống đối, không chấp hành quy định test ma túy. Mặc dù bản thân bị cáo biết rõ việc test ma túy là đúng theo quy định, sau thời gian cai nghiện được trở về địa phương. Về phía đại diện gia đình bị hại, mẹ chiến sĩ Nhật cho biết, Nhật là người con duy nhất của gia đình, rất ngoan ngoãn, học xong cháu xin đi nghĩa vụ vào công an. Thế rồi ngày nhận tin dữ, bà rất bàng hoàng, đau đớn trước sự ra đi của con. Khi được HĐXX hỏi, bà nói không yêu cầu bồi thường, nhưng đề nghị xử lý nghiêm bị cáo Trí theo quy định pháp luật và mong cơ quan chức năng nên có thêm biện pháp bảo vệ, hạn chế những sự hi sinh tương tự, như với con mình. "Tôi mong rằng con tôi là người chiến sĩ cảnh sát cuối cùng hi sinh như vậy", bà bật khóc nói. HĐXX nhận định, hành vi của bị cáo Trí là đặc biệt nghiêm trọng, coi thường pháp luật, tính mạng và sức khỏe của người khác, cố ý hủy hoại tài sản của lực lượng chức năng với tính chất côn đồ... Do đó, cần có bản án nghiêm khắc nhất để giáo dục, phòng ngừa chung. Phát biểu tại Đại hội Đảng bộ Bộ Nội vụ lần thứ nhất diễn ra chiều 18/8, Phó Thủ tướng Thường trực Nguyễn Hòa Bình nhấn mạnh nhiệm kỳ vừa qua là một nhiệm kỳ đặc biệt, mang dấu ấn lịch sử không chỉ đối với ngành Nội vụ mà còn với cả hệ thống chính trị. Phía sau công việc đồ sộ là những bữa ăn nuốt vội và những đêm không ngủ Phó Thủ tướng ghi nhận việc tập thể Đảng bộ Bộ Nội vụ đã thực hiện thắng lợi những nhiệm vụ được giao. Đặc biệt, Bộ Nội vụ đã giữ vai trò tiên phong trong việc tham mưu và triển khai một cuộc cách mạng về tổ chức bộ máy, kiến tạo lại không gian phát triển mới cho đất nước. "Để hoàn thành khối lượng công việc khổng lồ, phức tạp và chưa từng có tiền lệ này, tôi biết rằng tập thể lãnh đạo, cán bộ, đảng viên của Bộ đã nỗ lực vượt bậc. Bộ phải kiên quyết ngăn chặn, đẩy lùi sự suy thoái về tư tưởng chính trị, đạo đức, lối sống; xây dựng cho được một đội ngũ cán bộ thực sự là hình mẫu về văn hóa công vụ liêm chính, cống hiến. Mỗi đảng viên phải là tấm gương về đạo đức, trách nhiệm công vụ, có đủ năng lực gánh vác trọng trách trong giai đoạn mới” - Phó Thủ tướng nói. Một nhiệm vụ nữa được Phó Thủ tướng nêu rõ là Đảng bộ Bộ Nội vụ lãnh đạo tiếp tục thực hiện nhiệm vụ tinh gọn bộ máy và vận hành chính quyền địa phương 2 cấp. Theo Phó Thủ tướng, cuộc cách mạng về tổ chức bộ máy là bước đột phá vĩ đại, mở ra thời kỳ mới, không gian phát triển mới cho đất nước. Kết quả đã có mới chỉ là bước khởi đầu. Bộ máy mới, không gian mới, nhiệm vụ mới, phân cấp, phân quyền mới thuở ban đầu có thể sẽ còn nhiều khó khăn với những bỡ ngỡ, vấp váp, nhất là ở chính quyền cơ sở. “Vì vậy, chúng ta phải vừa quyết liệt vừa kiên trì, rất quyết tâm nhưng rất sát thực tiễn, có tư duy mới, phương thức làm việc mới để bộ máy vận hành thực sự hiệu quả, thúc đẩy đất nước phát triển” - Phó Thủ tướng căn dặn. Bên cạnh đó, ông yêu cầu phải tiếp tục rà soát, đánh giá hoạt động bộ máy; theo dõi, đôn đốc, hướng dẫn chính quyền địa phương 2 cấp để bảo đảm hoạt động thông suốt; nắm chắc tình hình cơ sở, phục vụ tốt người dân, không để đứt gãy các dịch vụ hành chính công. Bộ máy “gọn” nhưng nếu không “tinh” thì cũng không đạt yêu cầu Phó Thủ tướng cũng lưu ý về công tác tham mưu cho Đảng, Chính phủ hoàn thiện thể chế liên quan đến cán bộ, công chức, viên chức, người lao động. “Chúng ta đã có bộ máy được tổ chức “gọn”, nhưng nếu không “tinh” thì cũng không đạt yêu cầu. Quyết định đến tiêu chí “tinh” chính là chất lượng lao động” - Phó Thủ tướng nói. Theo Phó Thủ tướng, có 2 mặt công tác quan trọng là: phát hiện, thu hút, giữ chân, trọng dụng nhân tài và đánh giá cán bộ. Đây là nhiệm vụ trọng tâm, đột phá của ngành Nội vụ nhưng cũng là điểm nghẽn của công tác cán bộ hiện nay. Ông yêu cầu ngành Nội vụ cần nghiên cứu để đưa ra bộ tiêu chí và phương pháp đánh giá mạch lạc, có thể phân biệt được cán bộ để sử dụng những người tinh thông nghiệp vụ, cần mẫn, thiện tâm và loại trừ được những người đức mỏng, tài thấp nhưng khéo léo, đa mưu. Ảnh: A.PH Theo ông, đây là nhiệm vụ rất khó khăn nhưng hoàn toàn có thể làm được khi có sự kết hợp nhuần nhuyễn giữa năng lực tinh tường, phẩm chất công tâm của người làm công tác nội vụ với đánh giá khách quan, không thiên vị của trí tuệ nhân tạo. Nhiệm vụ của Bộ Nội vụ là phải tham mưu cho Đảng, Chính phủ phát hiện, đánh giá được hiền tài để trọng dụng; phải xây dựng được một hệ thống đánh giá cán bộ thực chất, xuyên suốt, đa chiều, theo tiêu chí cụ thể; thực hiện được nguyên tắc "có vào có ra, có lên có xuống". Cùng với đó là cần có cơ chế mạnh mẽ để sàng lọc thường xuyên, loại bỏ những cán bộ yếu kém, thiếu trách nhiệm; có chính sách đãi ngộ vượt trội để thu hút, giữ chân người tài; có cơ chế hữu hiệu để bảo vệ những người dám nghĩ, dám làm, dám chịu trách nhiệm vì lợi ích chung. Nguồn nhân lực chất lượng cao chính là tài sản quý giá nhất để đưa đất nước phát triển. Một nhiệm vụ nữa cũng được Phó Thủ tướng lưu ý là phải đặt người dân vào vị trí trung tâm để thực thi các chính sách an sinh xã hội một cách toàn diện và hiệu quả. Trong đó, 100% người có công và gia đình phải được chăm lo toàn diện, phấn đấu để mức sống của họ “bằng hoặc cao hơn mức sống của người dân nơi cư trú”. Phó Thủ tướng cũng kỳ vọng Bộ Nội vụ tiên phong, đi đầu trong cải cách hành chính, chuyển đổi số và trở thành hình mẫu cho cả hệ thống. Đồng thời, Bộ Nội vụ phải đổi mới sâu sắc công tác thi đua, khen thưởng để thực sự tạo ra những phong trào có sức lay động lớn, biến thành một “dòng thác cách mạng”, khơi dậy khát vọng phát triển, khát vọng cống hiến, phát huy giá trị văn hóa, con người Việt Nam. “Việc khen thưởng tấm gương tận tâm, tận lực của ông Ma Seo Chứ, trưởng thôn Kho Vàng ở Lào Cai hay trưởng bản Mùa A Thi ở Điện Biên dũng cảm cứu dân trong bão lũ là thực sự xứng đáng, tạo ra nguồn cảm hứng lớn, có sức lan tỏa mạnh mẽ” - ông dẫn chứng. The human rights group Amnesty International has accused Israel of enacting a “deliberate policy” of starvation in Gaza as the United Nations and aid groups warn of famine in the Palestinian enclave. In a report quoting displaced Palestinians and medical staff who have treated malnourished children, Amnesty said: “Israel is carrying out a deliberate campaign of starvation in the occupied Gaza Strip.” The group accused Israel of “systematically destroying the health, wellbeing and social fabric of Palestinian life”. “It is the intended outcome of plans and policies that Israel has designed and implemented, over the past 22 months, to deliberately inflict on Palestinians in Gaza conditions of life calculated to bring about their physical destruction – which is part and parcel of Israel’s ongoing genocide against Palestinians in Gaza,” Amnesty said. Israel has killed nearly 62,000 Palestinians and turned Gaza into rubble since it launched its military offensive on October 7, 2023. Campaigners and rights organisations have called it a war of vengeance and identified Israeli actions as a genocide. The International Criminal Court has issued arrest warrants against Israeli Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant for war crimes . The report is based on interviews conducted in recent weeks with 19 displaced Palestinians in Gaza sheltering in three makeshift camps as well as two medical staff members in two hospitals in Gaza City. “I fear miscarriage, but I also think about my baby. I panic just thinking about the potential impact of my own hunger on the baby’s health, its weight, whether it will have [birth defects] and, even if the baby is born healthy, what life awaits it, amid displacement, bombs, tents,” Hadeel, 28, a mother of two who is four months pregnant, was quoted as saying in the report. A 75-year-old woman told Amnesty International that she wishes to die. “I feel like I have become a burden on my family. … I always feel like these young children, they are the ones who deserve to live, my grandchildren. I feel like I’m a burden on them, on my son,” Aziza said. Erika Guevara Rosas, senior director for research, advocacy, policy and campaigns at Amnesty International, said in a statement: “As Israeli authorities threaten to launch a full-scale ground invasion of Gaza City, the testimonies we have collected are far more than accounts of suffering, they are a searing indictment of an international system that has granted Israel a license to torment Palestinians with near-total impunity for decades.” Nearly one million Palestinians in Gaza City, many of whom have been displaced multiple times in the past two years, face forced displacement as Israel has intensified its attacks on the enclave’s main urban centre. Call for truceRosas called for “an immediate, unconditional lifting of the blockade and a sustained ceasefire” for reversing “the devastating consequences of Israel’s inhumane policies and actions” in Gaza. Rosas concluded: “The impact of Israel’s blockade and its ongoing genocide on civilians, particularly on children, people with disabilities, those with chronic illnesses, older people and pregnant and breastfeeding women is catastrophic and cannot be undone by simply increasing the number of aid trucks or restoring performative, ineffective and dangerous airdrops of aid.” The Israeli military and Ministry of Foreign Affairs did not make statements about Amnesty’s findings at the time of publication. Israel, while heavily restricting aid allowed into the Gaza Strip, has repeatedly rejected claims of deliberate starvation. More than 250 Palestinians, including 110 children, have died of malnutrition during the war due to the Israeli blockade. The enclave – home to 2.1 million people – had already been under an Israeli land, air and sea blockade since 2007, but since the war began, Israel has tightened it, at times stopping all aid from entering and now allows only a trickle of supplies into the Strip. In a report issued last week, the Israeli military body overseeing civil affairs in Palestinian territory rejected claims of widespread malnutrition in Gaza despite widespread condemnation from the UN and the international community in general. ‘Famine unfolding before our eyes’Britain, Canada, Australia, Japan and several of their European allies have called on Israel to allow unrestricted aid into Gaza, stressing that the humanitarian crisis has reached “unimaginable levels”. “Famine is unfolding before our eyes. Urgent action is needed now to halt and reverse starvation,” the foreign ministers of about two dozen countries and the European Union’s top diplomat said in a joint statement last week. The increasing use of TikTok trends and social media terms in everyday conversation has led Cambridge Dictionary to include “skibidi,” “delulu” and “tradwife” in the 6,000 new words it has added to its online edition over the past year. To those of us who spend less time online, some of the phrases the UK-based dictionary uses to show how these new words fit into sentences may look like gibberish. How exactly do you describe the precise meaning of “that wasn’t very skibidi rizz of you” or “As Gen Z say, I’ve entered my ‘delulu era?’” Well, the Cambridge Dictionary defines skibidi as “a word that can have different meanings such as ‘cool’ or ‘bad,’ or can be used with no real meaning as a joke” and delulu as a “play on the word delusional, means ‘believing things that are not real or true, usually because you choose to.’” Skibidi was first coined by the creator of “Skibidi Toilet,” a viral, nonsensical, animated YouTube series that depicts human heads emerging from toilets. Delulu, meanwhile, emerged about a decade ago as a way to rebuke particularly obsessive K-pop fans, but it has since become a more general way of saying “delusional” online. It was brought into the offline mainstream in March when Australian Prime Minister Anthony Albanese dropped the phrase “they are delulu with no solulu” during a speech in Parliament, after two podcast hosts dared him to use it. “It’s not every day you get to see words like skibidi and delulu make their way into the Cambridge Dictionary,” said Colin McIntosh, the dictionary’s lexical program manager. “We only add words where we think they’ll have staying power. Internet culture is changing the English language and the effect is fascinating to observe and capture in the Dictionary.” Other words added by the dictionary include “tradwife” – an abbreviated form of “traditional wife” used to describe influencers who glorify that role – and “broligarchy,” a mashup of bro and oligarchy, which referenced the tech leaders who attended US President Donald Trump’s inauguration in January. Language changes in more ways than simply developing new words. Pre-existing phrases or words have also picked up new meanings, which are now reflected in the dictionary. Russia's illegal seizure of the Crimean Peninsula from Ukraine in March 2014 was quick and bloodless, and it sent Moscow's relations with the West into a downward spiral unseen since the Cold War. It also paved the way for Russia’s full-scale invasion of Ukraine in 2022, during which Moscow illegally annexed more land from its neighbor. A look at the diamond-shaped peninsula in the Black Sea, coveted by both Russia and Ukraine for its naval bases and beaches: How did Russia seize Crimea? In 2013-14, a massive popular uprising gripped Ukraine for weeks, eventually forcing pro-Moscow President Victor Yanukovych from office. Amid the turmoil, Russian President Vladimir Putin pounced, sending armed troops without insignia to overrun Crimea. Putin later called a referendum in Crimea to join Russia that Ukraine and the West dismissed as illegal. Russia’s relations with the West plummeted to new lows. The United States, the European Union and other countries imposed sanctions on Moscow and its officials. Moscow’s illegal annexation of Crimea on March 18, 2014, was recognized only by countries such as North Korea and Sudan. In Russia, it touched off a wave of patriotism, and “Krym nash!” — “Crimea is ours!” — became a rallying cry. The move sent Putin’s popularity soaring. His approval rating, which had declined to 65% in January 2014, shot to 86% in June, according to the Levada Center, an independent Russian pollster. Putin has called the peninsula “a sacred place” and has prosecuted those who publicly argue it is part of Ukraine — particularly the Crimean Tatars, who strongly opposed the annexation. What happened after the annexation? After the annexation, fighting broke out in eastern Ukraine between pro-Kremlin militias and Kyiv’s forces. Moscow threw its weight behind the insurgents, even though it denied supporting them with troops and weapons. There was abundant evidence to the contrary, including a Dutch court’s finding that a Russia-supplied air defense system shot down a Malaysia Airlines passenger jet over eastern Ukraine in July 2014, killing all 298 people aboard. Russian hard-liners later criticized Putin for failing to capture all of Ukraine that year, arguing it was easily possible at a time when the government in Kyiv was in disarray and its military in shambles. The fighting in eastern Ukraine continued, on and off, until February 2022, when Putin launched a full-scale invasion of Ukraine. Why is Crimea important? Crimea’s unique location makes it a strategically important asset, and Russia has spent centuries fighting for it. The peninsula was home to Turkic-speaking Tatars when the Russian empire first annexed it in the 18th century. It briefly regained independence two centuries later before being swallowed by the Soviet Union. Soviet leader Nikita Khrushchev transferred Crimea from Russia to Ukraine in 1954, when both were part of the USSR, to commemorate the 300th anniversary of the unification of Moscow and Kyiv. In 1991, when the Soviet Union collapsed, the peninsula became part of newly independent Ukraine. Russia kept a foot in the door, however: Its Black Sea Fleet had a base in the city of Sevastopol, and Crimea — as part of Ukraine — continued to host it. By the time Russia annexed it in 2014, it had been within Ukraine for 60 years and was part of the country’s identity. Ukrainian President Volodymyr Zelenskyy has vowed to retake it and said Russia “won’t be able to steal” the peninsula. For either side, possession of Crimea is key to control over activities in the Black Sea — a critical corridor for the world’s grain, among other goods. What role does Crimea play in Russia’s war in Ukraine? Ahead of its full-scale invasion, Moscow deployed troops and weapons to Crimea, allowing Russian forces to quickly seize large parts of southern Ukraine early in the war. A top Russian military official later said that securing a land corridor from Russia to Crimea by holding the occupied parts of Ukraine’s Donetsk, Luhansk, Zaporizhzhia and Kherson regions was among the key goals of what the Kremlin called its “special military operation” in Ukraine. Before the invasion, Zelenskyy focused on diplomatic efforts to get Crimea back, but after Russian troops poured across the border, Kyiv began publicly contemplating retaking the peninsula by force. The peninsula soon became a battleground, with Ukraine launching drone attacks and bombing it to try to dislodge Moscow’s hold on the territory. The attacks targeted the Russian Black Sea Fleet there, as well as ammunition depots, air fields and Putin’s prized asset — the Kerch Bridge linking Crimea to Russia, which was struck in October 2022, in July 2023 and in June 2025. How does Crimea factor into peace efforts? Putin listed Ukraine’s recognition of Crimea as part of Russia among Moscow’s demands for peace in 2024. Those also include Ukraine ceding the four regions illegally annexed by Russia in 2022, dropping its bid to join NATO, keeping the country’s nonnuclear status, restricting its military force and protecting the interests of the Russian-speaking population. Kyiv has rejected ceding any territory. Russia currently holds roughly 20% of Ukrainian land, including Crimea, so any deal that freezes the lines more or less where they are would benefit Moscow. Washington — President Trump is set to meet with Ukrainian President Volodymyr Zelenskyy and European leaders at the White House on Monday as the U.S. pursues a long-lasting peace agreement to end Russia's war in Ukraine. Mr. Trump announced the meeting early Saturday, following his summit with Russian President Vladimir Putin in Alaska on Friday. In a post on Truth Social, the president said the meeting with Putin "went very well," adding that the same was true of a phone call with Zelenskyy and various European leaders after the fact. "President Zelenskyy will be coming to D.C., the Oval Office, on Monday afternoon," Mr. Trump said. "If all works out, we will then schedule a meeting with President Putin." European and NATO leaders are expected to accompany Zelenskyy to Washington, including European Commission President Ursula von der Leyen, who said she was joining at "the request of President Zelenskyy." Though the nearly three-hour-long meeting between the U.S. and Russian presidents on Friday failed to produce the ceasefire that Mr. Trump had sought, the administration has since pivoted to seeking a broader peace agreement between Ukraine and Russia. The decision to abandon a ceasefire was at odds with the goals of the U.S. and European allies heading into the summit, and some analysts say the shift could give Putin more leverage at the negotiating table. "We want to wind up with a peace deal that ends this war so Ukraine can go on with the rest of their lives and rebuild their country and be assured that this is never going to happen again," Rubio said, noting that doing so would require both sides "to give." The secretary of state, who attended Friday's summit meeting with Putin, indicated that enough progress was made to sit down with Zelenskyy to "narrow the gap between the two sides." Rubio said the details of security guarantees for Ukraine, the question of territories and the issue of rebuilding the country still need to be discussed and "require some more specificity." Meanwhile, U.S. special envoy Steve Witkoff said on CNN's "State of the Union" Sunday that Putin agreed to allow the U.S. and Europe to offer "game-changing" security guarantees, including a possible arrangement in which the allies provide "Article 5-like protection" to Ukraine. Article 5 of the NATO charter says an attack on one member nation is considered an attack against all. Putin has been vehemently opposed to Ukraine joining NATO, but a similar security guarantee outside the framework of the alliance might reassure Kyiv that Russia would be deterred from attacking in the future. Witkoff noted that the administration intends to discuss a possible land swap at Monday's meeting. "We're not waiting a week for a meeting with Zelenskyy and the European leaders," Witkoff said. "We are intent on trying to hammer out a peace deal that ends the fighting permanently, very, very quickly. Quicker than a ceasefire." In a Truth Social post Sunday night, Mr. Trump said, "President Zelenskyy of Ukraine can end the war with Russia almost immediately, if he wants to, or he can continue to fight. Remember how it started. No getting back Obama given Crimea (12 years ago, without a shot being fired!), and NO GOING INTO NATO BY UKRAINE. Some things never change!!!" Mr. Trump was referring to Russia's invasion and annexation of Crimea in early 2014, while Barack Obama was president. But in a post of his own about an hour-and-a-half later, on X, Zelenskyy said he'd arrived in Washington for the talks and insisted, "Russia must end this war, which it itself started. And I hope that our joint strength with America, with our European friends, will force Russia into a real peace." Ahead of Monday's meeting, Russian attacks on Ukraine continued, with a wave of air strikes hitting cities around the country, including Kyiv, Kharkiv, Donetsk, Dnipropetrovsk, Odesa and Sumy, CBS News partner network BBC News reported. Ukrainian authorities said a drone attack on a residential area in the city of Kharkiv overnight killed a toddler, a 16-year-old and five other people. "Despite all of the diplomacy and peace efforts, Russia continues to kill civilians," Ukraine's Minister of Foreign Affairs Andrii Sybiha said in a social media post. "Russia is a murderous war machine that Ukraine is holding back. And it must be stopped through transatlantic unity and pressure. Moscow must stop the killing in order to advance diplomacy." Russian state media reported Ukraine had carried out a drone attack in Donetsk, overnight which killed a 62-year-old woman. Monday's meeting between Mr. Trump and Zelenskyy also comes months after a contentious February Oval Office meeting between the two leaders and Vice President JD Vance exposed a severe rift, with tensions erupting on camera as Vance accused Zelenskyy of ingratitude.
