President Donald Trump said Thursday that he has instructed the Commerce Department to start a new U.S. census that will be "based on modern day facts and figures" and won't include undocumented immigrants. "I have instructed our Department of Commerce to immediately begin work on a new and highly accurate CENSUS based on modern day facts and figures and, importantly, using the results and information gained from the Presidential Election of 2024," the president wrote in a post on TruthSocial. "People who are in our Country illegally WILL NOT BE COUNTED IN THE CENSUS," The White House and the Commerce Department did not immediately respond to questions from NBC News about clarifying Trump's plan and what information from last year's presidential election he is referring to. The U.S. Constitution dictates certain terms for the decennial census, with Article 1, Section 2 saying that representation in Congress will be determined by “adding the whole Number of free persons” and that the apportionment of congressional representation shall be conducted “every subsequent Term of ten Years, in such Manner as they shall by Law direct.” The 14th Amendment to the Constitution expands the qualifications for being counted in the census and in reapportionment to "the whole number of persons in each state." A census plan that leaves undocumented immigrants out of the count would likely face legal challenges. In a statement, John Bisognano, president of the National Democratic Redistricting Committee, condemned Trump's statement and predicted the proposal would be blocked by federal courts. "This is a comprehensive campaign to flout the U.S. Constitution in order to predetermine election outcomes so he can consolidate his power and avoid accountability to the American people," Bisognano said. "The U.S. Constitution is clear: all persons must be counted every decade as part of the census. This attempt to manipulate the census data was stopped in court in 2020, and if he follows through with this authoritarian proposal, it will be stopped again.” Trump has long pondered the question of citizenship as it relates to the census. During his first administration, he sought to have a citizenship question on the 2020 census, but was shot down by the Supreme Court. At the time, the Trump administration planned to include all people in the U.S. in the census regardless of citizenship. But Trump and then-Commerce Secretary Wilbur Ross also planned to ask whether respondents to the census were citizens of the U.S. Independent analyses, including by the Census Bureau at the time, found that millions of people could go uncounted if they were presented with a citizenship question on the census. In 2019, the Supreme Court ruled 5-4 that the federal government has the right to ask about citizenship on the census, but that the administration did not properly justify why it hoped to change the long-standing practice of not including the question in the census. Afterward, Trump sought to exclude undocumented immigrants from the census, and he was buoyed by the Supreme Court's dismissal of a challenge to that plan in December 2020. Although the decision would have allowed Trump to move forward with the plan, the subsequent swearing-in of Joe Biden as president prevented him from implementing it. Other questions about the census — including whether it should be conducted by random sampling or by a direct count — have long plagued presidential administrations confronted with the task of counting every person in the U.S. every 10 years. Though the next presidential administration would be in charge of administering the 2030 census, the Trump administration would still oversee the beginning of the process, including a determination about what questions would be asked. According to the Census Bureau, federal statutes require the agency to notify Congress of general census subjects three years before the decennial count, and of the actual questions to be asked two years before the count. On Aug. 6, 2026, voters will solidify which names will appear on the November 2026 ballot, including which candidates will face off in the race for Tennessee governor. The gubernatorial race is just starting to heat up. On Aug. 6, U.S. Senator Marsha Blackburn formally announced her campaign. She posted the announcement on her X account on Wednesday morning. "It’s official!" the post reads. "I’m running for Governor to ensure Tennessee is America’s conservative leader for this generation and the next." OPELIKA, Ala. – (WRBL) – With the start of the 2025–2026 school year, Alabama’s new FOCUS Act is officially in effect — banning student cell phones, smartwatches, and earbuds during the school day at all public K–12 schools across the state. At Opelika High School, students in grades 9 through 12 are using magnetic locking pouches to comply with the law. Each morning, students place their phones/smart devices in the pouch, seal it shut, and store it in their backpacks. The pouch remains locked all day until dismissal, when school staff use a special magnetic device to unlock each one. “So this pouch has a magnet, unlocks this device. You slide your phone in, lock it back, and you cannot unlock it without using the magnet,” explained Opelika City Schools Superintendent Kevin Davis. “As they enter the building, they have administrator stations. Kids show their phone, lock it, and it’s away for the day. Same process at dismissal — takes about a second per student.” The new policy is part of a statewide effort to reduce distractions in the classroom and improve student focus. Students in grades K–8 are not using pouches, but instead are required to keep phones turned off and stored in backpacks, lockers, or cubbies. No student is allowed to carry a phone on their person. Davis says the goal is not only about discipline — it’s about creating a better learning environment. “My biggest goal for kids here — just have fun, enjoy their self and learn as much as they can,” he said. “I want this to be a great learning environment, not just for our kids, but I want our parents to feel comfortable that we’re accessible and we’re going to take care of their children.” In case of emergencies, students can still communicate with their parents through Chromebooks or by using phones in classroom or the school office. Davis emphasized safety procedures are in place and the district works closely with law enforcement, school resource officers, EMS, and fire departments. He also believes the change will reduce one of the most persistent issues schools face. “If you looked at discipline reports throughout the state of Alabama, cell phone use or violations — it’s going to be number one on the list,” Davis said. “There’s a lot of good that can come from social media and cell phones at certain times, but probably more bad in schools.” The first day under the new policy went smoothly, Davis said, with no issues reported. Auburn City Schools, meanwhile, is also complying with the FOCUS Act but has opted not to use pouches. Instead, students in grades K–12 must keep phones turned off and stored in a backpack, locker, or vehicle — with phones strictly prohibited from being on their person during the school day. A geomagnetic storm is expected to erupt on Earth this week, possibly triggering an appearance of the northern lights, also known as the aurora borealis, according to the National Oceanic and Atmospheric Administration's Space Weather Prediction Center. But will the lights be visible in Illinois? And when should you head outside to take a look? Here's what we know. What are the northern lights?The auroras are a natural light display in Earth's sky that are famously best seen in high-latitude regions of the Northern and Southern hemispheres. The phenomenon is caused when electrically charged particles from space enter Earth's atmosphere and collide with molecules and gases like oxygen and nitrogen, causing the atmospheric particles to gain energy. To return to their normal state, the particles release that energy in the form of light, according to the University of Alaska at Fairbanks Geophysical Institute website, which tracks the phenomenon. As auroras form, Earth's magnetic field redirects the particles toward the poles through a process that produces a stunning display of rays, spirals and flickers that have fascinated humans for millennia. Whether hues of green, red, blue and even pink dance about in the sky depends on the altitude where the collisions occur, as well as the composition and density of the atmosphere at the time. When will northern lights be visible?Even though conditions are prime for more impending aurora shows, experts have long struggled to accurately forecast exactly when and where the phenomenon will ever occur. Even the best predictions can accurately be made only a few days or even hours in advance. The brightness and location of the auroras are typically shown as a green oval centered on Earth’s magnetic pole in this image from NOAA. The green ovals turn red when the aurora is forecast to be more intense. A thin red 'viewline' represents the southern-most locations from which you may see the aurora on the northern horizon.But the aurora is forecast to appear on Thursday, Aug. 7. As a rule of thumb, if the weather is clear, the best aurora is usually visible within an hour or two of midnight, according to NOAA. And if it looks as if the northern lights will flare up near you, you should get away from cities and travel to dark locations free from light pollution so you can best see them. The agency also maintains an aurora dashboard that should help skygazers track the phenomenon. NOAA's 30-minute aurora forecast may be particularly useful for regular updates on viewing opportunities. Where could auroras be visible?For most of the time, auroras are best seen around the magnetic poles of the Northern and Southern hemispheres in Europe, Asia and North America. In the U.S., Alaska is well known to have the best viewing opportunities for the northern lights. But a geomagnetic storm tracked by the NOAA is expected to make the auroras visible farther from the poles. The geomagnetic activity detected by NOAA's Space Weather Prediction Center has a Kp index of 6 on Thursday, Aug. 7, meaning the northern lights will be active and brighter further from the poles, according to the agency. When to view it in Illinois Will northern lights be visible in Illinois?Illinois is one of the southernmost locations where you may be able to see the aurora on the northern horizon. Aurora borealis may appear again on FridayThe geomagentic storm will be less powerful Friday, Aug. 8, but is forecast to still be strong enough to trigger the northern lights once again across the northern U.S. By then, though, NOAA predicts the KP index will be downgraded to a 5, which still means the auroras are still bright further than usual from the poles. "If you are in the right place, these aurora can be quite pleasing to look at," according to NOAA's description of of 5-rating on the KP scale. Will skies be clear in Illinois during northern lights?Central Illinois will see scattered showers and thunderstorms on Thursday evening, mainly before 8 p.m., before skies turn cloudy, with a low around 72 degrees, according to the National Weather Service. Skies are forecast to be mostly clear on Friday night with a low around 73 degrees. Chicago will be similar, with a 50 percent chance of showers and thunderstorms on Thursday evening, mainly after 8pm, and a low around 73 degrees with clouds. Domingo Mendoza Méndez’s eyes fill with tears as he says he hasn't seen his family since July 10, when he went to an appointment with U.S. Immigration and Customs Enforcement (ICE) and was detained. “I’m in the process for a U visa and they detained me, but I don’t know why they’re detaining me. I’m following all their rules,” Mendoza Méndez, a 45-year-old Mexican immigrant, said in a video call with Noticias Telemundo from the Freeborn County Correctional Facility in Minnesota. In 2013, Mendoza Méndez, who had crossed the border 13 years earlier, was the victim of a violent robbery in Minnesota, which was recorded and investigated by police. The type of assault he suffered is included in the U.S. Citizenship and Immigration Services (USCIS) list of crimes that qualify for a U visa, a measure designed for victims of criminal acts in the U.S. who agree to help authorities investigate the crime. However, as part of the Trump administration's mass deportation campaign, some immigrants who've applied and are in the process of waiting for a U visa have been detained. “I feel sad. I’m trying to gather my strength, but there are so many things happening here. Many of us are having our rights violated,” said the married father of three children, adding that he's been in the process of obtaining a visa since 2021. (Rafaela Flores)Magdalena Metelska, the immigration attorney handling Mendoza Méndez’s case, said that other administrations didn’t take coercive measures against victims applying for U visas, but that has changed with the second Trump administration. Now, if someone has a visa pending and even been given a work permit notification, like Mendoza Méndez, "it doesn’t really matter because these people are also being arrested and detained,” she said. In April, Jose Madrid-Leiva, a Guatemalan immigrant who was waiting for a U visa, was detained in Kansas City. That same month, Guatemalan immigrant Gerber Mazariegos Dávila, who was applying for a U visa, was detained by ICE agents in Atlanta. In June, Esvin Juárez and Rosmeri Miranda-López, a Guatemalan couple with four children whose U visa application had been approved were deported to their homeland. A benefit and a law enforcement tool — with a big backlogThe U visa was created by Congress in 2000 through the Victims of Trafficking and Violence Protection Act (TVPA) and is reserved for victims of certain crimes who “have suffered physical or mental harm” and who cooperate with law enforcement or government officials “in the investigation or prosecution of criminal activity,” according to USCIS. “The U visa is a humanitarian benefit, but it’s also a law enforcement tool," explained Hannah Shapiro, supervising attorney at the Legal Aid Society, which provides legal help to low-income families and individuals. "It requires the individual to cooperate in an investigation or prosecution related to the visa-qualifying offenses, which can be recent or have occurred several years ago.” She added the visa was designed to make communities safer by incentivizing undocumented survivors of domestic abuse and other crimes to contact police and cooperate in investigations, thus helping make abusers accountable. The U visa's benefits include the ability to live and work in the U.S. and a chance to apply for a green card in the future. However, as with other visas for victims of abuse and crime, such as the Special Immigrant Juvenile program, the U.S. government only grants 10,000 U visas per year, which has created a considerable backlog for applicants. There are more than 300,000 people waiting, in addition to qualifying family members, Shapiro explained, and the process can take up to 15 or 20 years. According to USCIS numbers, the government received 266,293 primary U visa applications from fiscal year 2017 through the second quarter of fiscal year 2025. “This means that if all U visa applications were halted today, it would take more than 20 years to resolve the pending cases. Since fiscal year 2009, USCIS has seen a 2013% increase in pending cases,” USCIS said in a statement sent to Noticias Telemundo. Since June 2021, USCIS has been granting “good faith determinations” — official documents that validate the legitimacy of the U visa application and protects applicants from deportation while giving them work authorization. Recent changes, fewer protectionsImmigration experts and attorneys say the Trump administration is now asserting that “good faith determinations” do not protect people from deportation, leading to detentions of U visa applicants. “I always carried in my wallet the letter of good faith that ICE had approved for me, which states that I have the right to be in the United States without fear of deportation. But the agents told me they were no longer respecting that. And they took me away,” said Mendoza Méndez. Matthew J. Tragesser, chief of USCIS' Office of Public Affairs, said in a statement to Noticias Telemundo that “a good faith determination on a pending application for U nonimmigrant status does not protect a foreign national from immigration enforcement.” Tragesser also stated that “the U visa program is being exploited by foreign scammers and criminals, their corrupt lawyers, and law enforcement officers,” though he did not provide specific figures or cases. Last month, USCIS announced that five Louisiana men, including four active and retired law enforcement officers, had been charged with bribery, conspiracy to commit visa fraud and mail fraud following a federal investigation that uncovered a pattern of inconsistencies in U visa applications. According to the agency, the defendants filed false police reports so that foreign nationals who were supposedly victims of the thefts could apply for U visas. A shift away from victims' protectionsAlthough the fundamental structure of the U visa program remains intact (since it was created by Congress, it can't be unilaterally eliminated), several experts and applicants say its practical implementation has become significantly harder. “Shortly after Trump returned to power, they repealed a memorandum that considered victim status a discretionary factor that, except in extenuating or more serious circumstances, should not be a priority for removal. This is even true if their case was pending and had not been approved,” Shapiro said. The attorney refers to Memorandum 11005.4, which changed the agency’s approach to immigration enforcement related to U visa applicants. Among other things, this new directive eliminates proactive victim identification, so ICE officers are no longer required to look for clues or evidence suggesting a foreign national is a victim of a crime when making enforcement decisions. “With the new Department of Homeland Security rules, these cases are being reopened. So people who were helping the police, who had suffered some type of crime, or were victims of a very serious crime are now in deportation proceedings,” immigration attorney Benjamín Osorio said. One such case is that of Fredy Hernández Cedillos, a Salvadoran immigrant who has lived in the U.S. since 2009. He was injured during a violent robbery in Virginia in 2010 and has been waiting for a U visa since 2020. Fredy Hernández Cedillos, seen here with his son. (Fredy Hernández Cedillos )"My lawyer received a letter from DHS saying they’re going to reopen our case, even though we’ve already gone to court. So our fear is that we can’t return to our country because gangs are after us. And we don’t know if we’ll have to leave our children,” said Cedillos. U.S. law allows migrants applying for this visa to continue the visa process in the countries to which they were deported. However, lawyers like Osorio warn of the difficulties involved in this process. “Yes, they can continue their procedures. But the problem is that if the waiting list is more than 10 years long, people have to spend that time in the country to which they were deported, and they are often in danger there. Furthermore, if they have American children, they will suffer without their parents, because deportation affects the entire family,” Osorio said. 'Harmed by these delays'The prosecution of these cases made headlines in January, when a Michigan court ruled that a group of crime survivors applying for U visas could move forward with a lawsuit against the Department of Homeland Security for unjustifiable delays in receiving initial good faith determinations, which, among other things, has prevented them from accessing work permits. "We have several clients who have waited nearly six years without any updates or news, not even an initial acknowledgment of the legitimacy of their case. The court ruled that our clients have been harmed by these delays,” Meredith Luneack, the plaintiffs’ attorney, said in a statement. This case is still being reviewed by the U.S. District Court for the Eastern District of Michigan. The Trump administration has demanded a drastic increase in the immigrant detentions and deportations, with a daily quota of 3,000 arrests. Shapiro, along with other experts, says this pressure has resulted in hundreds of people being detained while attending their immigration court appearances. "You want to do things right and work in this country, but what I see is that the government wants to remove as many people as possible. The fear is going to court and, once we’re there, they won’t let us out,” Cedillos said. Mendoza Méndez remains detained as he battles in court to stay in the U.S. With a broken voice, he said he hasn’t lost hope of returning to his family in Minnesota. Read the full story on The Auto Wire Street Racers Attack Firefighters After CrashA shocking attack on firefighters by an angry mob of street racers in Copiah County, Mississippi happened after a fatal car crash. Upset with what they believed to be an unreasonably slow response time, the group of 200 to 300 people assaulted the firefighters as they were trying to extricate crash victims from the cars. A sheriff who’s been cracking down on street racers has been caught on camera seemingly street racing. Injured, the volunteer firefighters had to leave the scene. One of them was so badly hurt, he had to be taken by ambulance to the hospital. The area is a well-known spot for drag racing. It was after midnight on August 3 when someone called 911 to report the crash. Since the firefighters are volunteers, they had to wake up at their houses, grab their gear, then come together in the firetruck. And since the accident wasn’t in the middle of a city, it took even longer to arrive. But the street racers didn’t seem to care. Perhaps they were upset because 18-year-old Ken Zavion Brown had been killed. It’s not clear if the crowd knew that or not. Now, the Copiah County Sheriff’s Office is investigating the assault on those first responders. The effort is focusing on identifying the suspects who attacked the firefighters, including body slamming one onto the road. At the moment, Heyward is on track to be the NFL's 36th highest-paid defensive lineman, and 18th highest-paid defensive tackle, this season, per ESPN. The 2023 Walter Payton NFL Man of the Year has two years left on his Steelers extension, which he signed last September. He's due to make $14.75 million this season, according to ESPN. Schefter reported Thursday that, although Heyward and the Steelers have discussed the matter privately, the two sides haven't made progress on a restructured deal.   21. A Trump-Putin meeting has been floated by both sides for some time. So why might either side want it to happen now? US President Donald Trump wants to bring the force of his personality to bear on forging a deal, believing that six months of intransigence from Moscow might be overcome by meeting the Kremlin head face to face. He seems still to cling to the idea the Kremlin can be cajoled into stopping the war, despite his Russian counterpart recently suggesting the maximalist position that the Russian and Ukrainian people are one, and wherever a Russian soldier steps is Russia. Russian leader Vladimir Putin wants to buy time, having already rejected a European, US and Ukrainian unconditional ceasefire proposal in May, offering instead two unilateral, short and inconsequential pauses. His forces are surging ahead on the front lines in a summer offensive that might bring him close enough to his goals that negotiations in the fall are over a very different status quo in the war. If the two men do meet, one apparent American objective is a trilateral summit with Ukrainian President Volodymyr Zelensky to discuss an end to the war – the very summit format Russia rejected in Istanbul in May. The Russian purpose is likely to allow Putin to drag Trump back into the orbit of Moscow’s narrative. Still, a summit – floated before, delayed before – may happen this time, and it raises the question of how the war might end. Here are five possible scenarios: Russian President Vladimir Putin attends a wreath-laying ceremony marking the 84th anniversary of the Nazi German invasion into the Soviet Union, in Moscow on June 22. - Alexander Zemlianichenko/Pool/AP1. Putin agrees to an unconditional ceasefireHighly unlikely. It’s improbable that Putin would agree to a ceasefire in which the front lines stay as they are – the United States, Europe and Ukraine already demanded such a pause in May, under the threat of sanctions, and Russia rejected it. Trump backed away from sanctions, preferring low-level talks in Istanbul which went nowhere. A 30-day ceasefire earlier this year against energy infrastructure met with limited adherence or success. The Kremlin is currently turning incremental gains on the front line into strategic advantages and would see no point in stopping this progress now, as it reaches its height. Not even the threat of secondary sanctions against China and India – who appear resistant to US pressure – will change that immediate military calculus for the remainder of the summer. Until October, at least, Putin will want to fight because he is winning. 2. Pragmatism and more talksThe talks could agree on more talks later, that seal in Russian gains when winter sets in, freezing the front lines militarily and literally around October. Putin may have taken the eastern towns of Pokrovsk, Kostiantynivka and Kupiansk by then, giving him a solid position to sit the winter out and regroup. Russia can then fight again in 2026, or use diplomacy to make these gains permanent. Putin might also raise the specter of elections in Ukraine – delayed because of the war, and briefly a Trump talking point – to question the legitimacy of Zelensky and even unseat him for a more pro-Russian candidate. Ukraine somehow weathers the two years aheadIn this scenario, US and European military aid to Ukraine helps them minimize concessions on the front line in the coming months, and leads Putin to seek to talk, as his military have yet again failed to deliver. Pokrovsk may fall and other eastern Ukrainian strongholds may be threatened, but Ukraine could see the Russian advance slow, as it has before, and the Kremlin could even feel the bite of sanctions and an overheating economy. European powers have already formulated advanced plans for a “reassurance force” to be deployed to Ukraine as part of security guarantees. These tens of thousands of European NATO troops could sit around Kyiv and other major cities, providing logistical and intelligence help to Ukraine as it rebuilds, and create a sufficient deterrent that Moscow decides to leave the front lines as they are. This is the very best Ukraine can hope for. And if Putin does not stop and diplomacy fails? The next options are not as clean: 4. Catastrophe for Ukraine and NATOPutin could correctly see the cracks in Western unity after a summit with Trump that improves US-Russian relations but leaves Ukraine to fend for itself. Europe could do their utmost to back Kyiv, but fail to tip the balance without American backup. Putin could see small gains in the east of Ukraine transform into the slow rout of Ukrainian forces in the flat, open terrain between the Donbass and the central cities of Dnipro, Zaporizhzhia and the capital. Ukrainian defenses could prove weak, and Kyiv’s military manpower crisis turns into a political disaster when Zelensky demands wider mobilization to prop up the country’s defense. Kyiv’s safety looks in peril again. Putin’s forces move forwards. Europe’s powers assess it would be better to fight Russia in Ukraine than later inside actual European Union territory. But Europe’s leaders ultimately lack the political mandate to join a war for land inside Ukraine. Putin moves forward. NATO fails to deliver a unified response. This is Europe’s nightmare, but is already the end of a sovereign Ukraine. Disaster for Putin: a repeat of the Soviets in AfghanistanRussia could blunder on, expending thousands of soldiers’ lives a week, for relatively small gains, and seeing sanctions erode his alliance with China, and revenue from India. Moscow’s sovereign wealth fund financial reserves could ebb, and its revenues dip. Dissent among the Moscow elite could rise at how the Kremlin has dismissed diplomatic off-ramps in its war of choice, in favor of military doggedness and an unsustainable proxy conflict with NATO. Trump becomes a lame duck, and the US focus after the mid-term elections returns to traditional foreign policy norms of opposing Moscow and its backer Beijing. In this scenario, the Kremlin could meet a moment where its resistance to the banal inconveniences of reality, and the economic hardship of its own people, turns toxic. Similar poor political calculus sustained the Soviets’ ultimately fruitless occupation of Afghanistan in another war of choice. Similar moments of unexpected Kremlin weakness have already emerged in the Ukraine war, as when Putin’s confidante, Yevgeny Prigozhin, appears to have stumbled into leading a shortlived revolt on the capital. Putin is strong on the surface, until he appears frail, and then he might be exposed as critically weak. It’s happened before to both an expansionist Soviet Russia, and Putin. The problem with this scenario is it remains the best hope of Western strategists who can neither entertain NATO’s full entry into the war to help Ukraine win, nor Kyiv’s ability to push Moscow back militarily. None of the options are good for Ukraine. Only one of them spells the actual defeat of Russia as a military power and threat to European security. The planned relaxation of France's neonicotinoid ban fuelled opposition to the legislation, with a petition against it gathering over 2 million signatures, a record for a petition on the website of France's National Assembly. The court's ruling is a setback for supporters, including most of France's farming unions and conservative politicians, including Senator Laurent Duplomb who gave his name to the bill. They had argued that acetamiprid is authorised elsewhere in Europe, as it does not pose the same risks as other neonicotinoids banned at EU level, and without it crops like sugar beets and hazelnuts face severe disease losses. However, the FNSEA and JA, two of France's main farmer unions, welcomed the court's approval of most of the legislation, including steps to simplify planning permission for livestock buildings and water reservoirs for irrigation. French President Emmanuel Macron, whose centrist allies in parliament were divided over the legislation, would sign the bill into law "as soon as possible" in line with the court's decision, the Elysee said.
