MENIFEE, Calif. - A police officer in Riverside County was arrested on Tuesday, after his department received a complaint alleging he sexually assaulted someone. What we know Juan Pesina, an officer with the Menifee Police Department, was booked Tuesday on four felony sex crime charges, including rape, according to county arrest records. The Menifee Police Department started their investigation in July, after they received the report. The report didn't name the officer. Investigations by the MPD and the Riverside County Sheriff's Office concluded that Pesina was connected to the allegations. The department put Pesina on administrative leave as they continue to investigate the allegations. LOS ANGELES - An intense week-long manhunt for a Washington murder suspect ended Tuesday afternoon in downtownLos Angeles, about a thousand miles from the crime scene. The backstory Last Tuesday, Alexander Lee Rogers is accused of brutally stabbing and killing 64-year-old Dawn Peters in Longview, Washington. Her husband, Leroy, was also stabbed and critically injured. She was a wonderful person, she really was. We just don’t understand why he would take her life like that." Police body camera photos from Washington show Rogers last Tuesday speaking with officers before the deadly attack. He was speaking with police about an unrelated incident. According to Butler, Rogers was recently hired by his aunt and uncle to do work on their property. "He was doing handyman work for them," said Butler. "To this very second, nobody knows what sparked him. He showed up the Friday before wanting to do side work to earn him some money. Come Tuesday, or whatever day, it happened." On Monday, the search focused on the Los Angeles area after the suspect’s getaway car was located in Calabasas. "Senior lead officers from Olympic division responded to the radio call," said LAPD Chief Jim McDonnell. "There were a number of efforts being undertaken in the region to be able to locate this suspect. Particularly of concern since he was deemed to be as dangerous as he is." According to online records, Rogers recently got out of prison after serving more than 20 years for attacking two people with a machete and stealing their car. It’s unknown if Rogers has any connection to the Los Angeles area. "We’re going to the trial," said Butler. "We’re going to make our family a well-known presence in that courtroom to know just show exactly how many people got affected by one action." Chỉ đạo của Chủ tịch UBND TPHCM được đưa ra dựa trên căn cứ Kết luận số 183 ngày 1/8/2025 của Bộ Chính trị, Ban Bí thư về tích cực triển khai vận hành mô hình chính quyền địa phương 2 cấp; trong đó yêu cầu giải quyết dứt điểm chế độ cho cán bộ, công chức trước thời điểm 31/8. Chủ tịch UBND TPHCM nhấn mạnh, đây là nhiệm vụ quan trọng, cấp bách, các đơn vị phải tập trung triển khai, chịu trách nhiệm toàn diện về tiến độ. Theo đó, thủ trưởng các sở, ban, ngành và chủ tịch UBND cấp xã, phường phải lập dự toán kinh phí chi trả cho cán bộ, công chức, viên chức và người lao động đã có quyết định giải quyết chế độ, gửi Sở Tài chính trước ngày 15/8. Sở Tài chính được giao bố trí nguồn kinh phí và hướng dẫn thực hiện, bảo đảm việc chi trả hoàn tất trước ngày 18/8. Các trường hợp đã có quyết định hưởng chế độ nhưng chưa được nhận kinh phí phải được chi trả xong trước ngày 31/8. Sở Nội vụ có trách nhiệm theo dõi, đôn đốc và kịp thời báo cáo Chủ tịch UBND TPHCM, đồng thời đề xuất xử lý trách nhiệm đối với tập thể, cá nhân chậm trễ, làm ảnh hưởng tiến độ. Trên cơ sở tổng kết thực tiễn thi hành, cơ quan soạn thảo cho rằng, việc sửa đổi, bổ sung Luật Đầu tư là cần thiết. Một trong số chính sách sửa đổi, đó là quy định về ngành, nghề đầu tư kinh doanh có điều kiện. Theo tờ trình, danh mục ngành, nghề đầu tư kinh doanh có điều kiện quy định tại phụ lục IV Luật Đầu tư 2014 gồm 267 ngành, nghề. Hiện nay, theo quy định tại Luật Đầu tư 2020 (được sửa đổi, bổ sung tại Luật số 90/2025/QH15), số lượng ngành nghề đầu tư, kinh doanh có điều kiện giảm còn 237 ngành, nghề. Một số điều kiện như yêu cầu phù hợp quy hoạch, có phương án kinh doanh hay yêu cầu về vốn đã được cắt giảm, tạo điều kiện thuận lợi hơn cho doanh nghiệp tham gia thị trường. Phương án 1: Luật chỉ quy định nguyên tắc xác định ngành, nghề đầu tư kinh doanh có điều kiện là ngành, nghề mà việc thực hiện hoạt động đầu tư kinh doanh trong ngành, nghề đó phải đáp ứng điều kiện cần thiết vì lý do quốc phòng, an ninh quốc gia, trật tự, an toàn xã hội, đạo đức xã hội, sức khỏe của cộng đồng. Giao Chính phủ quy định danh mục ngành, nghề đầu tư kinh doanh có điều kiện. Quy định nguyên tắc các luật chuyên ngành không được quy định về ngành, nghề đầu tư kinh doanh có điều kiện, chỉ được quy định tại Luật Đầu tư hoặc nghị định hướng dẫn Luật Đầu tư để đảm bảo thực hiện thống nhất quy định về hạn chế quyền kinh doanh của nhà đầu tư. Rà soát, đề xuất bãi bỏ các ngành, nghề không cần thiết, không hợp lý, gây cản trở hoạt động sản xuất kinh doanh. Chuyển từ tiền kiểm sang hậu kiểm. Đồng thời, bãi bỏ các ngành, nghề và/hoặc điều kiện đầu tư kinh doanh có thể quản lý bằng các tiêu chuẩn, quy chuẩn kỹ thuật như: Kinh doanh dịch vụ đóng mới, hoán cải, sửa chữa, phục hồi phương tiện thủy nội địa, tàu biển; kinh doanh dịch vụ kế toán... Phương án 2: Giữ nguyên quy định hiện hành về nguyên tắc xác định ngành, nghề đầu tư kinh doanh có điều kiện và quy định danh mục ngành, nghề đầu tư kinh doanh có điều kiện tại Luật Đầu tư. Rà soát, sửa đổi, bổ sung danh mục ngành, nghề đầu tư kinh doanh có điều kiện theo hướng đề xuất bãi bỏ các ngành, nghề không cần thiết, không đáp ứng nguyên tắc xác định điều kiện đầu tư kinh doanh theo quy định tại Điều 7 Luật Đầu tư. Phương án 3: Giữ nguyên quy định hiện hành. Trong số 3 phương án, Bộ Tài chính kiến nghị lựa chọn phương án 1. Lý do là tại Kết luận số 119, Bộ Chính trị đã chỉ đạo định hướng đổi mới và hoàn thiện quy trình xây dựng pháp luật. Theo đó, các quy định trong luật cần mang tính ổn định, có giá trị lâu dài; chỉ quy định những vấn đề khung, nguyên tắc thuộc thẩm quyền của Quốc hội. Những vấn đề thực tiễn thường xuyên thay đổi sẽ giao cho Chính phủ, bộ, ngành và địa phương quy định. Ngoài ra, luật cơ bản không quy định thủ tục hành chính, trình tự, hồ sơ, mà giao cho Chính phủ và các bộ ban hành theo thẩm quyền. Do vậy, việc hoàn thiện nguyên tắc xác định điều kiện đầu tư kinh doanh theo hướng Luật chỉ quy định nguyên tắc xác định điều kiện đầu tư kinh doanh; giao Chính phủ quy định danh mục ngành, nghề đầu tư kinh doanh có điều kiện là cần thiết. Đồng thời, việc sửa đổi quy định về danh mục ngành, nghề kinh doanh có điều kiện cần theo hướng bãi bỏ các ngành, nghề không cần thiết, không hợp lý; chuyển từ cơ chế “tiền kiểm” sang “hậu kiểm”. Những ngành, nghề hoặc điều kiện đầu tư kinh doanh có thể quản lý bằng tiêu chuẩn, quy chuẩn kỹ thuật sẽ được loại khỏi danh mục, nhằm cải thiện môi trường đầu tư, kinh doanh và bảo đảm quyền tự do kinh doanh của doanh nghiệp. Les auditions sont en cours après la mise en examen pour viols et agressions sur neuf enfants âgés de 3 à 4 ans d'une Atsem (agent territorial spécialisé des écoles maternelles), pour des faits commis à l'école maternelle Les Aresquiers de Vic-La-Gardiole, dans l'Hérault. Ces derniers jours, plusieurs enfants ont été ou sont entendus par les enquêteurs. Pour recueillir la parole des victimes, les gendarmes de l'Hérault utilisent le protocole Mélanie. Son objectif: "recueillir la parole des enfants sans suggestivité", selon l'adjudante Fabienne, gendarme sur la bridage de proximité de Guichen, officier de police judiciaire et enquêtrice formée aux auditions Mélanie. Les gendarmes posent "des questions ouvertes non orientées pour qu'en cas de procès nos auditions ne soient pas attaquables, notamment par les avocats de la défense". Un "récit libre" pour l'enfantCe protocole est utilisé dans des salles adaptées, épurées, avec des acteurs de la protection de l'enfance, comme des médecins, des psychologues ou des travailleurs sociaux. "Il y a une caméra qui enregistre, une table, des chaises, un canapé, l'enfant choisit de s'asseoir où il veut et nous on se met avec lui pour pouvoir recueillir sa parole", présente l'adjudante Fabienne. PUBLICITÉCette dernière insiste sur l'importance du contact entre l'enquêteur et l'enfant. Le protocole débute par "une phase d'accueil" qui permet au gendarme de "se présenter à l'enfant". "On lui explique que l'on est gendarme mais qu'on est là pour lui et pour le protéger. On lui présente la salle, on lui explique le déroulement de l'audition, de l'enregistrement, on lui fait visiter, accompagné de son représentant légal", liste l'adjudante Fabienne. Puis vient le temps de l'échange entre le gendarme et l'enfant, qui se déroule en plusieurs temps. "Il y a une phase de mise en confiance, une phase pré-déclarative, on va en apprendre un peu sur l'enfant (...) et on le prépare au type de questionnement que l'on avoir pour la suite", détaille la gendarme à BFMTV. "Ensuite, on entre dans la phase déclarative, on dit à l'enfant: 'maintenant que je te connais un peu mieux, je veux te parler des raisons pour lesquelles tu es ici aujourd'hui, je t'écoute'", poursuit-elle. Cela permet de "laisser un récit libre à l'enfant". "Il va nous dire ce que l'on appelle le "titre du film" c'est à dire qu'il va nous dire pourquoi il est là aujourd'hui", raconte l'adjudante Fabienne. Tout au long de l'audition, présentée comme "un recueil de la parole" plutôt qu'un "interrogatoire", ce sont des questions ouvertes, "non orientées" qui sont posées à l'enfant.
