President Donald Trump has often bragged about his warm relationship with Russia’s Vladimir Putin. But in the months leading up to the leaders’ first meeting in six years, Trump began asking Europeans and White House aides what’s changed about his counterpart. The line of questioning, described to CNN by three people familiar with the matter, speaks to Trump’s growing frustration with Putin leading up to their summit in Alaska Friday to discuss ending Russia’s years-long invasion of Ukraine. Trump promised to quickly broker a peace deal even before he took office. Not only has Putin resisted ceasefire proposals, but Russia has escalated its attacks on Ukraine this year. While there have been some indications that Putin’s short-term objectives in Ukraine may have shifted – underpinning an optimism within the White House that an agreement can be reached – the prevailing view of the US intelligence community is far more skeptical. Putin maintains the same maximalist territorial goals as he has throughout the war and would likely use a ceasefire to refit his forces and possibly even make another run at Kyiv, multiple people familiar with recent US intelligence reporting on Russia said. And despite European calls for security guarantees for Ukraine, Putin still wants to ensure that Ukraine never joins NATO and that foreign peacekeepers don’t enter the territory, the people said. “Putin thinks he is winning, so he has no reason to bend,” said one person familiar with the recent US intelligence assessments, who, like others in this story, spoke on the condition of anonymity to discuss sensitive matters. “His thinking is he might as well pocket the wins he has now, including the Ukrainian territory he has already taken by force, and then make another run to take more later,” the person said. Trump on Wednesday warned that Russia would face “very severe consequences” if he determines that Putin is still not serious about ending the war with Ukraine. Trump didn’t specify what those consequences might be, but he has previously threatened Moscow with stiffer economic sanctions or tariffs. CNN reached out to the White House for comment. Putin intelligence remains a ‘hard target’Discerning Putin’s intentions has been historically difficult. A former officer in the KGB, the Soviet Union’s main security service, Putin keeps an extremely tight circle of confidants and it’s unclear who he is listening to at any given time, according to a person familiar with recent US intelligence reports. Decades spent trying to decode Putin have given the US tremendous institutional knowledge of the man. Still, US spy agencies have a notoriously poor view of his day-to-day decision-making, multiple officials told CNN. The Kremlin remains what intelligence officials call a “hard target” – incredibly difficult to penetrate through traditional espionage. But the US has at times successfully gained insight into Putin’s plans, such as his decision to invade Ukraine in 2022. Other foreign intelligence services at the time cast doubt on American warnings that the Russian leader was about to start a war. One US official familiar with recent intelligence analysis questioned whether Trump’s briefers were laying out the hard truths of the situation, including the widely-held view that Putin believes it’s in his best interest to continue the war. Trump remains confident he can personally and rapidly assess Putin, saying on Tuesday that he’ll know after “probably the first two minutes” of their sit-down if an agreement can be reached to end the war. “I got along very well with President Putin,” Trump said of his first term, adding that Friday’s summit would be a “feel-out” meeting. But while Trump has questioned if Putin has changed, others have noticed an evolution in Trump when it comes to his thinking about the Russian. “European allies say the one who changed is Trump, both in his comfort level in his job and in his understanding of who Putin is,” said one US official, adding that Trump has continued altering his thinking on Russia since he took office earlier this year. “His approach in early January was naïve … Now Europeans say he finally gets it that Putin is a murderous leader,” the US official said. ‘His anger was palpable’Trump’s rising anger with Putin began earlier this summer, coming as Special Envoy Steve Witkoff, Trump’s primary interlocutor with Russia, was also expressing frustration with the Kremlin, said a person familiar with the matter. Witkoff privately commented that the Russians were “tapping us along,” the person said. Trump also began using frequent expletives when talking about Putin in private meetings, said people in those meetings. It was clear that Trump’s perspective was changing, they said. “His anger was palpable,” said one person privy to a private meeting between Trump and a European leader. But it is unlikely that Putin would take that position early-on in any negotiation. In the final weeks of the Biden administration, US intelligence officials cautioned now-senior advisers to Trump that controlling Ukraine remained Putin’s top priority next to his own regime’s survival, according to a person familiar with the conversations. The officials also warned that the Russian president was eager to exploit any perceived rush to negotiations, the person added. Putin had bet all his chips on Ukraine and showed no sign of relenting, no matter the costs, the intelligence officials told Trump’s advisors, according to the person familiar with the discussions. Though analysts have said that Putin’s imperial ambitions regarding Ukraine were long-established, Trump’s aides have told the president that the coronavirus pandemic is at least partly responsible for any change in Putin since he last met Trump in 2019, according to three people familiar with the matter. The discussion about Putin’s possible shift came as Trump was perplexed about why he had been unable to get Putin to agree to end the Ukraine war. “Many around Trump are now trying to give him the idea that Putin changed so he has a reason to say that he wasn’t wrong in his initial impression coming into office that Putin is a good guy,” said a person familiar with the matter. Putin’s pandemic isolationLeading up to the Russian invasion of Ukraine in 2022, some US intelligence officials believed that Putin was becoming more paranoid – perhaps due to protracted isolation during the pandemic. He rarely left his palatial residence outside Moscow during the pandemic. His public appearances were largely limited to televised video conference meetings with Russian cabinet officials. Anyone Putin met with in person had to first quarantine for two weeks, including World War II veterans who shared an outdoor stage with Putin on Red Square during a military parade. The extreme precautions to protect the leader’s health – Putin was 68 during the pandemic’s first year – ultimately narrowed his social circle. Russian technocrats who would’ve been against war had less contact with Putin than hardliners, Russian analysts have said. One US intelligence report circulated to more than a dozen agencies in early 2022 cited a source who relayed that Putin’s behavior had become “highly concerning and unpredictable,” CNN reported at the time. Today, Putin is certainly no longer as isolated as he was during the pandemic, but he remains difficult to decipher even for the countries closest in proximity to the Kremlin. Ukrainian intelligence assessments of Putin in recent years have been bolder – sometimes beyond belief – than those of their US and European counterparts. Lt. Gen. Kyrylo Budanov, Ukraine’s top spy, has claimed that Putin has multiple body doubles who often appear in public instead of the actual president. Budanov has also questioned if the “real Putin” is still alive. Putin believes he must winAs the war has dragged into a fourth year, Putin’s determination to conquer Ukraine has arguably only intensified – making him an even more challenging interlocutor to come to an agreement with than in the past, said US officials and experts. Zelensky warned this week that Putin will try to deceive Trump when they meet. The Ukrainian president said on Monday that his intelligence agencies reported that Putin “is definitely not preparing for a ceasefire or an end to the war.” “Putin is determined only to present a meeting with America as his personal victory and then continue acting exactly as before, applying the same pressure on Ukraine as before,” Zelensky said in a post on X. Last week, Witkoff left European allies “confused and uneasy” after Europeans were told he discussed Russian control over Ukrainians territories in exchange for a ceasefire, a European diplomat said. But Trump appeared to agree on a call with Europeans ahead of the Putin summit that Ukrainian territory is not for him to negotiate – it is for Zelensky, European diplomats said. The jump in cases can only be described as “explosive”, said Dr Kesaia Tuidraki. In hospitals and clinics across Fiji, doctors used to diagnosing a trickle of HIV infections are now confronting a flood. Just three years ago the archipelago reported 245 new cases. But by 2024, the government said that figure had jumped 550 per cent to 1,583, earning Fiji a grim new title: after decades of minimal spread, the tropical paradise now has the world’s fastest growing HIV epidemic. “By the time we realised what was happening, boom, the explosive numbers came in,” said Dr Tuidraki, acting country director at Medical Services Pacific (MSP), which runs sexual health clinics in Fiji. “Honestly, I think we became complacent… now we’re left racing to just catch up.” The sudden spiral is linked to a boom in methamphetamines. The archipelago, home to some 900,000 people across hundreds of islands, has for years been a transit point on the ‘Pacific drug highway’. But since 2020 domestic consumption has surged, as the pandemic disrupted illicit trade routes. “The big impact here was Covid,” said Eamonn Murphy, the Asia-Pacific region director of UNAIDS. “Drug supply used to transit through Fiji, it wasn’t really a domestic market. But during Covid, the drug trade got stuck there. That’s when increasing use of injecting drugs met a background epidemic that had been neglected.” Experts have since reported children as young as 10 taking meth, while drug-related deaths – both from addiction and suspected gang activities – are rising. Meanwhile, HIV is being widely transmitted through needle sharing, chemsex and ‘bluetoothing’. This third factor refers to a group of people pooling money to buy meth, before one person uses a syringe to inject the drug. Once they’re high, another person draws their blood and injects themselves, chasing a secondary rush from the traces of meth in their bloodstream. “We’re gathering from patients that this is now common, and this is part of what’s fuelling [the outbreak],” said Dr Tuidraki. “But because of HIV’s long incubation, we’re only just seeing the rippling effects of Covid disruption now.” And the ripples are “startling”. In the MSP clinic in the capital Suva, Dr Tuidraki has seen a steady flow of new HIV patients in the last 18 months – and unlike the past, many are very young. Too often, they seek care only when their condition is severe, and too often they drop off the radar and stop taking antiretroviral drugs. “Trends have really changed from what we were seeing before,” Dr Tuidraki said. “Patients are getting sicker more quickly – perhaps because of the mode of the transmission. The viral load is so high when people share drugs and needles. “We’re also seeing a much younger generation – before, most of the cases [were aged] 29 and above. But it’s changed to the point that in our 10 to 19 year-olds, that’s where we’re having a lot of new cases.” Dr Tuidraki’s observations are reflected in UNAIDS data published last month. Of new cases in 2024, 60 per cent of cases are among young people aged 10 to 29. Some 48 per cent were linked to injecting drug use – narrowly overtaking sexual transmission, the cause of 43 per cent of known infections, as the main source of spread. Meanwhile UNAIDS estimates that only a third of roughly 6,000 people living with HIV are aware of their status, pointing to widespread undetected transmission. What’s more, just 24 per cent of those affected are currently receiving treatment; without the antivirals, they will almost certainly die. “This shows there’s a hell of a lot of work that needs to be done to get on top of the outbreak, and it needs a different response to the past,” Mr Murphy said. “[The country] never needed a drug-related response before… but if Fiji doesn’t challenge community perceptions around drug use and how to respond to injecting drug use, this epidemic is going to blow up even more.” Shame and stigmaYet, even before the current wave of cases, stigma and stereotypes complicated both treatment and prevention efforts in the island nation. “Fiji is a close knit, faith-based society where privacy is difficult and people fear being judged,” said Mark Shaheel Lal, who founded the awareness group Living Positive Fiji after testing positive for HIV. He’s one of a small group of people living with the virus who have been willing to speak openly about their diagnosis and experience. “It was a huge shock [to test positive]. But I had a few friends who had passed away from Aids, sadly, because they didn’t begin treatment because of the stigma and shame and fear of going to the clinics to get the meds. “So I felt I had a responsibility to actually come out and help other people living with HIV,” Mr Lal said. “Conversations about same sex relationships, sex work and sexual health in general remains a taboo here – and this silence keeps HIV hidden, and makes prevention and support so much harder. If Fiji wants to reverse the trend, we must break the silence.” The government has taken some steps to tackle HIV – including designating the situation as a national outbreak in January. This allowed for the mobilisation of more resources, including $10 million Fijian (£3m) of new funding, the creation of a dedicated HIV unit in the ministry of health, expanded testing and an awareness campaign. Australia and New Zealand have also pledged support. But experts have called for drug harm reduction policies, including a needle exchange programme, and warned that a public health response to the meth crisis is needed alongside policing. They say Fiji should also expand sexual education in schools, ensure the wider availability of pre pre-exposure prophylaxis drugs, and introduce a peer counselling programme in clinics, to offer extra support to those who test positive. “I’m supportive of the ministry [of health], but there’s not been enough implementation yet – there’s still a lot of talk,” said Dr Tuidraki. “The outbreak was declared in January, it’s now July. At the end of the day we’re trying, but we’re not moving with the speed the crisis requires.” She added that better training for health workers must also be prioritised within efforts to curb transmission, as too many have “judgemental” mindsets and are “not well informed on preventative measures”. “This has been feedback from patients as one of the reasons they stop going in for treatment,” said Dr Tuidraki. “HIV is too often associated with death, with something that’s disgusting… I’ve been surprised that this is even true among healthcare workers.” Whether or not Fiji successfully tackles these challenges and reigns in HIV will have ramifications not just for the archipelago, but its neighbours across the region. “Our big concern with Fiji is both the domestic epidemic, but it’s also the gateway to the Pacific,” said Mr Murphy. “Back in 2001, everyone was expecting an explosion in the Pacific because the background STI [sexually transmitted disease] rates were very high. “It didn’t happen then. California Gov. Gavin Newsom (D) on Tuesday urged Illinois and New York to press ahead with redistricting efforts as GOP lawmakers push to pick up five additional House seats in Texas. “Right now forget the talking; it’s not about press. Greg Abbott (R) for advocating for the arrest of Democratic lawmakers who fled the state in an effort to block a vote advancing redistricting efforts in the Lone Star State. Lawmakers in New York and Illinois have launched redistricting efforts in response to Texas. National Institutes of Health (NIH) Director Jay Bhattacharya claims the federal government recently canceled millions of dollars’ worth of mRNA research contracts because the general public does not trust the technology. Bhattacharya explained the reason behind the abrupt contract cancellations during an episode of Republican political strategist Steve Bannon’s podcast “War Room” last week and again in an op-ed recently published in The Washington Post. In the article, Bhattacharya called the mRNA platform a “promising technology” and acknowledged that it may lead to breakthroughs in treatment for diseases like cancer. “But as a vaccine intended for broad public use, especially during a public health emergency, the platform has failed a crucial test: earning public trust,” he wrote. “No matter how elegant the science, a platform that lacks credibility among the people it seeks to protect cannot fulfill its public health mission.” Bhattacharya’s explanation for the administration’s pivot away from mRNA technology differs from that of his boss, Health and Human Services Secretary Robert F. Kennedy Jr. Kennedy announced last week the agency would wind down its mRNA vaccine development activities under the Biomedical Advanced Research and Development Authority (BARDA) and cancel $500 million worth of contracts related to the technology. He said mRNA technologies funded during the pandemic failed to meet current scientific standards and that the federal government would shift its focus to whole-virus vaccines and novel platforms. Bhattacharya expressed concern in the article about mRNA vaccines’ ability to direct human cells to produce spike proteins to trigger an immune response. He argues the scientific community does not have a clear understanding of where mRNA product stays in the body, for how long, and whether other proteins are created in the process. Scott Hensley, a microbiology professor at the University of Pennsylvania’s Perelman School of Medicine, told Stat news that these are also issues with vaccines that use live but weakened viruses like the measles, mumps and rubella vaccine, which federal health agencies have deemed safe and effective. “This is why we complete human clinical studies before vaccines are widely used in humans,” he told the outlet. “The mRNA and live attenuated vaccine platforms have both proven to be safe and effective in clinical trials.” He blamed public distrust in mRNA on the Biden administration’s COVID-19 vaccine mandates during the pandemic. “Science isn’t propaganda,” Bhattacharya wrote in the op-ed. “It’s humility.
