Ngân hàng Nhà nước (NHNN) vừa ban hành Thông tư số 23/2025/TT-NHNN sửa đổi, bổ sung một số điều của Thông tư số 30/2019/TT-NHNN của Thống đốc NHNN quy định về thực hiện dự trữ bắt buộc của các tổ chức tín dụng, chi nhánh ngân hàng nước ngoài. Theo đó, các tổ chức tín dụng thực hiện dự trữ bắt buộc 3% đối với khoản tiền gửi không kỳ hạn và dưới 12 tháng; 1% đối với khoản tiền gửi trên 12 tháng. Tuy nhiên, từ 1/10, ngân hàng nhận chuyển giao bắt buộc được giảm 50% tỷ lệ dự trữ bắt buộc. Như vậy, các ngân hàng Vietcombank (VCB), MBBank (MBB), VPBank (VPB), HDBank (HDB) sẽ được ưu đãi hơn về tỷ lệ dự trữ bắt buộc nhờ nhận chuyển giao bắt buộc các ngân hàng yếu kém. Các ngân hàng này có tiền gửi không kỳ hạn (CASA) khá cao, có ngân hàng lên tới 550 nghìn tỷ đồng. Với tỷ lệ dự trữ bắt buộc 3% hiện tại, tương đương 16.500 tỷ đồng. Nếu được giảm 50%, ngân hàng sẽ có thêm 8.250 tỷ đồng để cho vay. Các khoản tiền gửi trên 12 tháng tại Vietcombank lên tới hơn 1,2 triệu tỷ. Với tỷ lệ dự trữ bắt buộc 1% hiện tại, ngân hàng phải dự trữ 12.000 tỷ đồng. Nếu được giảm 50%, VCB sẽ có thêm 6.000 tỷ đồng. Thị trường chứng khoán tăng điểm mạnh. Ảnh: HH Cả 4 ngân hàng nói trên đều có CASA và huy động vốn lớn. Do vậy, các ngân hàng sẽ có thêm vài tỷ USD để tăng cường cho vay, bơm ra nền kinh tế. Thị trường chứng khoán gần đây tăng trưởng mạnh nhờ kỳ vọng kinh tế tăng trưởng cao, doanh nghiệp/ngân hàng có kết quả kinh doanh tốt, lãi suất huy động/cho vay đang ở mức thấp, tăng trưởng tín dụng cao, kỳ vọng thị trường được nâng hạng... Các công ty chứng khoán cũng gia tăng hoạt động cho vay. Ước tính, tổng dư nợ cho vay chứng khoán của 40 công ty lớn nhất tính đến cuối quý II đạt khoảng 285 nghìn tỷ đồng. Nếu tính cả toàn bộ hệ thống, dư nợ cho vay ký quỹ (margin) và ứng trước có thể vượt 300 nghìn tỷ đồng, tương đương khoảng 11,4 tỷ USD - mức cao kỷ lục. Việc các ngân hàng thương mại có thêm nguồn vốn cho vay không chỉ hỗ trợ nền kinh tế thực mà còn tạo hiệu ứng lan tỏa sang thị trường chứng khoán. Ông Lưu Chí Kháng, Giám đốc Trung tâm Nghiên cứu Công ty Chứng khoán Kiến Thiết CSI, nhận định, việc giảm tỷ lệ dự trữ bắt buộc là thông tin tác động rất tích cực tới thị trường. Hưởng lợi trước hết là nhóm chứng khoán, tiếp theo là nhóm cổ phiếu xây dựng, bất động sản. Về thị trường chứng khoán nói chung, ông Kháng cho rằng trong dài hạn, thị trường sẽ tiếp tục đi lên. Chứng khoán CSI kỳ vọng chỉ số VN-Index sẽ đạt 1.720 điểm cho con sóng này. Tuy nhiên, về ngắn hạn, khó có thể đưa ra dự báo. Lý do, VN-Index đã tăng rất mạnh trong thời gian qua nên rất có thể thị trường sẽ ghi nhận một nhịp chỉnh bất ngờ nào đó trước áp lực chốt lời. Ông Kháng khuyến nghị, ở các mốc 1.620-1.625 điểm, nhà đầu tư không nên mua đuổi, thay vào đó hạ bớt tỷ trọng. Gần đây, nhiều tổ chức vẫn đưa ra các dự báo tích cực. Maybank Investment Bank vừa nâng dự báo tăng trưởng lợi nhuận toàn thị trường chứng khoán năm 2025 lên 18,5%. Tổ chức này cũng đưa ra kịch bản tích cực, trong đó VN-Index có thể lên 1.800 điểm. Trong quý II, theo Maybank, thị trường chứng khoán khả quan với lợi nhuận tăng 34% so với cùng kỳ, nhờ tăng trưởng mạnh ở hầu hết các nhóm ngành, nổi bật như logistics hàng hải. Trong nước, các ngành hưởng lợi từ đầu tư hạ tầng như thép, bất động sản được thúc đẩy bởi chính sách đẩy mạnh hạ tầng của Chính phủ. Mở cửa phiên giao dịch 14/8, TTCK tiếp tục tăng điểm. Wildfires have burned hundreds of thousands of acres across Arizona this season and destroyed notable landmarks in the Grand Canyon State. Several fires throughout Arizona continued to burn as officials worked to contain the largest, the Dragon Bravo Fire, which was burning on the Grand Canyon's North Rim. Another fire near Sedona, the Woods Fire that started Aug. 13, had residents prepared for the possibility of an evacuation. Officials cautioned that the Washington Fire burning near Payson could also prompt evacuations. Several other fires were largely uncontained in the central and eastern parts of the state, including the Billy Fire, Bronco Fire and Indian Creek Fires. Meanwhile, the White Sage Fire burning farther north on the Kaibab Plateau has remained at 95% containment. Billy FireThe Billy Fire south of Young in Gila County in central Arizona had scorched 19,750 acres as of the evening of Aug. 13, according to federal tracker InciWeb. It was 21% contained and was originally caused by a lightning strike. Scattered showers were expected Aug. 14 with gusty winds that could move from north to east, according to InciWeb. Continued growth was anticipated to the south and west toward Carr Mountain. Bronco FireUnexpected rain tempered some of the Bronco Fire northeast of San Carlos, according to InciWeb. After 0% containment just days ago, the fire had burned 18,131 acres and was 16% contained. It's been fueled by a mix of timber, chaparral and brush. Officials did not expect the fire to grow significantly, given the upcoming chances for rain and the lack of strong winds, InciWeb said. Dragon Bravo FireAs of Aug. 13, the more than 144,000-acre fire on the Grand Canyon's North Rim has been 44% contained, according to InciWeb. Originally caused by lightning on July 4, the wildfire was currently staffed by more than 1,000 personnel. Weather was dry and warm in the area, and officials noted that winds will "challenge containment lines near Hindu Point and on the Walhalla Plateau, which have remained static for two days," according to InciWeb. Indian Creek FireStarting on Aug. 5 on the Fort Apache Reservation, the Indian Creek Fire was now 2,513 acres, InciWeb said. It was 25% contained as of Aug. 13, and officials said potential thunderstorm buildup was threatening erratic winds. The fire was burning in "steep and rugged terrain," making it difficult for firefighters to get to, InciWeb said. Washington FireThe Washington Fire started Aug. 13 northwest of Washington Park in the Payson Ranger District, according to the U.S. Forest Service Tonto National Forest. Ten to 15 acres had burned as of 3:07 p.m. Residents near Bray Creek Ranch, Shadow Rim Ranch, Rim Trail Estates, Verde Glen and Washington Park were in "set" status, according to the Gila County Sheriff's Office. "SET means be prepared to evacuate at a moment’s notice," the Sheriff's Office said. "Gather your essentials, plan where you will go, and stay alert for further instructions." Engines and helicopters from the Billy Fire were helping with fire suppression efforts, the forest service said. Additional resources ordered included airtankers. The cause of the fire was under investigation. Residents of Jacks Canyon Road and Pine Valley were asked to be prepared to leave their homes, according to the Yavapai County Sheriff's Office. They posted a map of possible evacuations Aug. 13, 2025.Woods FireResidents living in parts of the Village of Oak Creek were being asked to prepare to evacuate on short notice as of Aug. 13. The "set" evacuation order from Yavapai County Sheriff's Office was issued for people living east of State Route 179, according to a Facebook post from the Sheriff's Office. That included parts of Jacks Canyon Road and Pine Valley. Residents should gather important documents, medicine and personal items, the Sheriff's Office said. The fire was first reported around noon Aug. 13, according to the Sedona Fire Department. Firefighters found the blaze on Horse Mesa about two miles east of Village of Oak Creek and six miles southeast of Sedona. Officials don't know what caused the fire or how large it is, but said the smoke was noticeable to people in the surrounding neighborhoods and those driving along Interstate 17, said the U.S. Forest Service Coconino National Forest. Smoke will remain visible as firefighters work to contain it. The public was asked to avoid the area until further notice, according to the forest service. Fifty acres had burned just before 5 pm.
