Timelapse video captured the dramatic increase in water level at a glacial lake near Alaska's capital city of Juneau, which was bracing for flooding after a "glacial outburst" inundated a nearby river. It's the third consecutive year that significant summer glacial flooding has threatened parts of the city of more than 30,000, as authorities warned Wednesday morning, Aug. 13, that the Juneau area would remain in "major flood stage area for several more hours." Scientists say each flood, including the current one, were all due to climate change. Alaska is warming faster than any other state, and its many glaciers are among the fastest melting, or retreating, glaciers on Earth, according to the National Oceanic and Atmospheric Administration. As of the latest updates from the National Weather Service, Mendenhall River levels surpassed what was seen in 2023 and 2024, when a similiar glacial lake outburst flood, or GLOF, events set records and damaged dozens of homes and structures. As of 8:30 a.m. local time, the river stood at 15.92 feet and was falling after reaching 16.65 feet about an hour prior, according to monitors at the National Weather Service. City officials said in a statement that affected areas downriver would remain in major flood stage area for several more hours. City officials said in statements to social media that power has been cut to swaths of the city and said it will be restored once flood waters recede. During the 2023 flood, Mendenhall Lake reached a peak water level of 15 feet, and in 2024, it rose a foot higher to 16 feet. In the 2024 flood, which broke records at the time, scientists with the the University of Alaska and the U.S. Geological Survey said river flow jumped to 42,000 cubic feet per second − a 25% increase − about half the flow rate of Niagara Falls. Gov. Mike Dunleavy issued a preemptive disaster declaration on Aug. 10, citing the devastation caused by "glacial outbursts" in 2023 and 2024. Juneau city officials, with federal assistance, installed emergency flood barriers over the past year along more than two miles of riverbanks in areas considered most at risk of overflowing from these glacial lake outburst floods. Although the new barriers are designed to hold back a flood of this potential magnitude, officials asked some residents to evacuate as a precaution. Tiến sĩ, bác sĩ Trương Hồng Sơn - Viện trưởng Viện Y học ứng dụng Việt Nam tư vấn: Xôi là một loại thực phẩm giàu năng lượng và dinh dưỡng, tuy nhiên, nếu bạn đang cố gắng giảm cân thì nên hạn chế ăn xôi. Amylopectin là carbohydrate không hòa tan và có rất nhiều trong xôi. Chất này khiến lượng đường trong máu tăng lên. Ăn nhiều sẽ không tốt và có thể dẫn đến tăng lượng đường trong máu. Hiện tượng dễ thấy nhất khi ăn nhiều xôi là táo bón, chướng bụng, khó tiêu, ợ chua... Trung bình một gói xôi có thể cung cấp khoảng 600 calo, trong khi 1 chén cơm chỉ có 130 calo, một bát phở chứa khoảng 400 calo. Vì vậy, bạn cần hạn chế số lần ăn xôi trong tuần. Chỉ nên ăn xôi không quá 2 lần/tuần và mỗi lần chỉ ăn với lượng vừa đủ. Để đảm bảo đủ dinh dưỡng, mọi người nên kết hợp xôi với các loại thực phẩm khác như thịt, đậu, trứng, rau cải để cung cấp đầy đủ các dưỡng chất cho cơ thể. Những người nên hạn chế ăn xôi: - Người muốn giảm cân: Hàm lượng calo của xôi rất lớn, nhiều tinh bột nên việc dung nạp nhiều chất này vào cơ thể, nhất là trong những món ăn làm từ gạo, nếp như xôi hay cơm khó giảm cân hơn. Người cần giảm cân được khuyến cáo ăn những bữa sáng nhẹ nhàng và thêm một cốc nước ấm để giúp no bụng và đủ năng lượng cho cả một ngày. - Người đang có vấn đề dạ dày vì ăn xôi vào buổi sáng càng khiến cho tình trạng tiêu hóa trở nên khó khăn hơn. "Vua khỉ" miền Tây Đoạn video ghi lại cảnh một chàng trai miền Tây leo cây, hái cau nhanh thoăn thoắt đã thu hút 1,5 triệu lượt xem trên TikTok chỉ sau 5 ngày đăng tải. Chàng trai Cần Thơ leo cau nhanh thoăn thoắt. Video: Vườn cau Quốc Hải Trước một cây cau cao hơn 10m, anh chỉ mất vài chục giây để leo lên, leo xuống và hạ gọn một buồng cau. Vật dụng duy nhất hỗ trợ anh là chiếc dây làm từ bao tải, quấn quanh hai bàn chân để thuận tiện khi tụt xuống. Ở một khoảnh khắc khác, khi hai cây cau mọc sát nhau, chàng trai còn tự tin chuyền từ ngọn này sang ngọn khác, tiết kiệm đáng kể thời gian. Sự khéo léo và nhanh nhẹn này khiến người xem vừa nể phục, vừa “thót tim”. Theo tìm hiểu, anh thợ hái cau trong đoạn video là Nguyễn Hoàng Bảo (SN 1992, quê ở Sóc Trăng, nay là TP Cần Thơ). "Ăn cơm dưới đất, làm việc trên trời" Chia sẻ với PV, anh Bảo cho biết đã gắn bó với nghề hái cau suốt 17 năm. Đây là công việc thường nhật giúp anh lo cho bản thân và gia đình. Anh Bảo đã làm nghề hái cau được 17 năm Bố mẹ anh vốn làm nghề này. Từ nhỏ, anh đã theo họ rong ruổi khắp các vườn cau miền Tây. Năm 16 tuổi, anh chính thức vào nghề, ban đầu đi hái cau thuê, sau đó chuyển sang thu mua và buôn bán cau tươi khi tìm được nguồn hàng ổn định. “Tôi không phải học gì, cứ nhìn bố làm thế nào thì làm theo thế đó. Còn rèn luyện thì mỗi ngày đi làm là một ngày được rèn luyện, ban đầu bỡ ngỡ nhưng dần dần thành thói quen, kỹ năng cứ thế phát triển”, anh Bảo chia sẻ. Những cây cau anh leo cao từ 7–15m, thậm chí có cây tới 18m. Dụng cụ hỗ trợ duy nhất là một vòng dây làm từ bao tải. “Tôi tròng dây vào 2 chân rồi leo lên, tụt xuống và hái cau. Mỗi buồng cau nặng từ 5-20kg, tôi một tay ôm cây, một tay vác cau tụt xuống”, anh Bảo kể. Anh Bảo leo cau nhanh thoăn thoắt Anh mất khoảng 40 giây để hoàn thành một buồng cau. Mỗi ngày, anh leo khoảng 100 cây, thu được trung bình 1 tấn cau. Ở vườn cau có cây mọc gần nhau, anh thường đu từ cây này sang cây khác để tiết kiệm sức. “Chính xác thì tôi chỉ hái cau từ 6h đến 11-12h mỗi ngày, thời gian còn lại tôi làm việc khác như tìm vườn cau thu mua, chở cau cho lái buôn...”, anh Bảo nói. Tiền công hái thuê khoảng 2.000–3.000 đồng/kg. Với 1 tấn cau, thu nhập từ 2–3 triệu đồng/ngày. Khi chuyển sang buôn bán, thu nhập ổn định hơn nhờ chênh lệch giá mua – bán, nhưng cũng phụ thuộc nhiều vào thị trường. “Có năm cau đắt, giá chừng 70-80.000 đồng/kg, cũng có năm cau rẻ, giá mỗi kg chỉ mười mấy nghìn đồng. Làm nghề này kiếm được ít hay nhiều cũng phụ thuộc vào nhiều thứ”, anh Bảo chia sẻ. Đổi lại, công việc này khá đều đặn. Theo anh Bảo, mùa cau rộ từ tháng 7 đến tháng 9. A Step Toward A RecallThe Ford Flex—an unusual crossover with retro, wagon-like styling that Ford sold in the United States from model years 2009 to 2019—is back in the news for the wrong reasons. The National Highway Traffic Safety Administration (NHTSA) is investigating 2019 Flex models after consumer complaints that B-pillar trim may detach, presenting a potential hazard to other road users. One complaint alleges that a detached trim pieces struck a trailing vehicle, for example, according to a statement on the NHTSA website. Conducted by the safety agency's Office of Defects Investigation (ODI), the probe of 35,950 vehicles is one of the steps toward a formal recall, which will be issued later depending on the ODI's findings. The ODI is aware of similar complaints with 2016-2018 Flex models, but is focusing on 2019 models for now because the rate of allegations is much higher, according to the NHTSA statement. Vehicles from those model years will also be assessed for any similarities or differences that might account for their lower rate of alleged trim-detachment issues. A Weird Flex2013 Ford Flex side viewWhile the crossover status quo eventually formed around vehicles with the rugged looks of the traditional body-on-frame SUVs they largely replaced in automaker lineups, the three-row Flex took a different design approach. That approach didn't win over many customers; Ford targeted sales of 100,000 units a year, but in its best year (2009), the Flex only managed 38,717 sales. That declined to just 4,848 units in its final sales year, 2020. (Courtesy of South Dakota Department of Corrections) A state board has approved the parole transfer of 10 inmates who are in the country without legal permission, according to South Dakota Gov. Larry Rhoden. The governor said Wednesday that the inmates will be transferred to federal custody for deportation proceedings. “South Dakota taxpayers should not have to foot the bill for illegal alien criminals,” Rhoden said in a news release. The inmates were chosen by the Department of Corrections based on their immigration status, low-risk classification and closeness to the end of their sentence, the news release said. Each case was reviewed by the South Dakota Board of Pardons and Paroles. The inmates came from Mexico, Sudan, Liberia, Canada, Somalia, Cuba and Ethiopia. Their crimes included burglary, possession of controlled substances, theft, assault and rape, among others. The action comes on the heels of the Department of Corrections pursuing an agreement to assist the federal government with immigration enforcement, as part of an initiative Rhoden has dubbed Operation Prairie Thunder. TALLAHASSEE — The head of the state’s hospital association warned Wednesday that a large number of Floridianscould become uninsured if Congress doesn’t take action soon to protect Affordable Care Act tax credits. Since 2021, enhanced premium tax credits have offered millions of Floridians cheaper health care when they get their coverage through the federal marketplace. Those tax credits are set to expire at the end of the year unless Congress acts. “It is going to make the difference between having access to care and not having access to care,” said Mary Mayhew, the head of the Florida Hospital Association. “It is that simple.” Mayhew spoke as part of a panel hosted by Florida Conservatives For Affordable Health Care, which was formed by the right-leaning consulting group Red Hills Strategies. The group warned that people across the state, both low-income and middle-class, could see their costs increase by potentially thousands of dollars if the credits expire. And that could lead to Florida taxpayers shouldering more of the burden, the group warned, saying insurers could increase prices or hospitals may have to turn to state government for more funding. If people become uninsured, more would turn to emergency departments as a first point of care, Mayhew said, which would increase hospitals’ costsand the amount of unpaid services they provide. Mayhew said whenhospitals see more unpaid expenses, theymay, for financial reasons, opt to “return to their core mission” and stop or reduce subsidizing programs like labor and delivery or psychiatric care. “Republicans need to look at the federal marketplace as absolutely supporting their philosophy,” Mayhew said. She said that making sure people are insured helps support small businesses and gives people economic mobility. Florida’s uninsured rate could double if the tax credits expire, according to projections from the Florida Policy Institute, a nonprofit think tank. About 4.6million Floridians rely on health care plans purchased through the Affordable Care Act marketplace, far more than similarly-sized states like California, New York or Texas. According to the health policy research groupKFF, in 2024, Floridians received about$27 billion in advanced premium tax credits for the4 million beneficiaries. So far, members of Florida’s Republican congressional delegation have been largely quiet about their thoughts on the tax credits expiring. Brewster Bevis, the head of the business group Associated Industries of Florida, said he and others are focused on letting Florida’s delegation know about the risk. “I worked in D.C., I worked on Capitol Hill,” Bevis said. “It’s not until it’s in front of your face, in a burning dumpster fire, that you really start paying attention to these issues.” Bevis said it’s bad for business if the workforce doesn’t have reliable health care, and noted that small businesses and self-employed people could be impacted. Because many people may not know they’re receiving the subsidy, Bevis said they may blame health insurers when their premiums increase. Simpson College and Grand View University will use grant funding from Prairie Meadows to expand their medical education technology. (Photo via Getty Images) Iowa colleges are using grant funds from Prairie Meadows for medical education and more, with the casino providing dollars to organizations for their work in areas like arts and culture, economic development and education. Building off a nearly $80,000 grant from 2024, Grand View University in Des Moines announced in a news release it received $30,000 this year to once again expand its educational equipment for nursing students. While the 2024 grant helped the university purchase a “patient manikin” for its nursing simulation suite, according to the release, this year’s funding will go toward the purchase of a “simulated medication distribution cart” to show students how to use the equipment they’ll most likely see in hospitals once they start their career. The release stated funds will also be used to support an annual event for student athletes and their supporters held by Grand View. Grand View University President Rachelle Keck said in the news release grant funding from Prairie Meadows is helping the university instill in students “the skills needed to provide exceptional patient care.” “As Iowa experiences a shortage of nurses, Grand View is proud to partner with Prairie Meadows to ensure our nursing graduates are well-prepared to meet patient and community needs,” Keck said in the release. According to a list of grant recipients for the Prairie Meadows Legacy Grant program, Mercy College of Health Sciences also received a $650,000 grant for its school of nursing. Drake University received a legacy grant worth $600,000 for stadium renovations and another grant through the company’s Community Betterment Grant program. Other institutions that received community betterment grants include the Des Moines Area Community College Foundation and Des Moines University. According to a news release from Prairie Meadows, the nonprofit organization dispensed more than $13 million through just over 400 grants, of which hundreds of thousands of dollars were allocated to colleges for capital projects and academic programs. “It’s an honor to invest in our community through these grant dollars,” said Gary Palmer, president and CEO of Prairie Meadows, in the news release. “We’re committed to empowering local nonprofits that drive meaningful change and strengthen our communities. Senate Minority Leader Kathy Hogan, D-Fargo, recommended during a committee discussion Wednesday that legislators adopt an official process to report threats. “I’ve been threatened many times, and it rolls off me, but for some people, the first time they get threatened, it’s very frightening,” Hogan said. She said some lawmakers have “thick skin” and don’t report those incidents, but she suggested that should change after the killings in Minnesota. “Then, if we get a pattern, we’re sensitive about it,” Hogan said during the Legislative Procedure and Arrangements Committee. “We’ve had to think differently than we’re ever had to think, and that’s the sad part.” The discussion Wednesday came in response to the June 14 assassination of Minnesota House Speaker Melissa Hortman and her husband, Mark, who were killed in their Brooklyn Park home. Another state lawmaker, Sen. John Hoffman and his wife, Yvette, were shot multiple times but survived. Vance Boelter was apprehended after a 42-hour manhunt and faces six felony charges. In the aftermath of those attacks, a North Dakota man was charged with sending threatening messages to at least one U.S. official and other state officials. The threats by Charles Dalzell of St. Thomas referenced the Minnesota shootings, court records say. A jury trial is set for this fall. Weisz said he didn’t report the matter to law enforcement, but said he should have followed up with the governor. Separately, Weisz said he’s received emails threatening his children. “I’ve even had an email where a lady said, ‘I just want you to know, I know where you live,’ and so I emailed her back and said, ‘Great, when can I expect you.’ Never heard from her again,” he said. Weisz said he will not be intimidated or bullied for representing his district in the Legislature. Any reports of threats against lawmakers received by Legislative Council are reported to the North Dakota Highway Patrol, Bjornson said. Emily Thompson, director of the legal division for Legislative Council, said a more in-depth discussion on lawmaker security will continue at the next committee meeting. Each summer in the mountains above Juneau, Alaska, meltwater from the massive Mendenhall Glacier flows into mountain lakes and into the Mendenhall River, which runs through town. Since 2011, scientists and local officials have kept a close eye on one lake in particular: Suicide Basin, an ice-dammed bowl on an arm of the glacier. Glacier ice once covered this area, but as the ice retreated in recent decades, it left behind a large, deep depression. In the summers of 2023 and 2024, meltwater filled Suicide Basin, overflowed its rim and escaped through tunnels in the ice, sending surges of water downstream that flooded neighborhoods along the river. On Aug. 12-13, 2025, the basin flooded again. The surge of water from Suicide Basin reached record levels at Mendenhall Lake on Aug. 13 on its way toward Juneau, the state capital. Officials urged some neighborhoods to evacuate ahead of the surge. As the water rose, new emergency flood barriers appeared to have limited the damage. The glacial flood risks that Juneau is now experiencing each summer are becoming a growing problem in communities around the world. As an Earth scientist and a mountain geographer, we study the impact that ice loss can have on the stability of the surrounding mountain slopes and glacial lakes, and we see several reasons for increasing concern. Europe’s Alps and Pyrenees lost 40% of their glacier volume from 2000 to 2023. These and other icy regions have provided freshwater for people living downstream for centuries – almost 2 billion people rely on glaciers today. But as glaciers melt faster, they also pose potentially lethal risks. Water from the melting ice often drains into depressions once occupied by the glacier, creating large lakes. Many of these expanding lakes are held in place by precarious ice dams or rock moraines deposited by the glacier over centuries. Imja Lake, a glacial lake in the Mount Everest region of Nepal, began as meltwater ponds in 1962 and now contains 90 million cubic meters of water. Its water level was lowered to protect downstream communities. Alton ByersToo much water behind these dams or a landslide or large ice discharge into the lake can break the dam, sending huge volumes of water and debris sweeping down the mountain valleys, wiping out everything in the way. The Mendenhall Glacier floods, where glacial ice holds back the water, are classic jökulhlaup, or “glacier leap” floods, first described in Iceland and now characteristic of Alaska and other northern latitude regions. Erupting ice dams and landslidesMost glacial lakes began forming over a century ago as a result of warming trends since the 1860s, but their abundance and rates of growth have risen rapidly since the 1960s. Many people living in the Himalayas, Andes, Alps, Rocky Mountains, Iceland and Alaska have experienced glacial lake outburst floods of one type or another. A glacial lake outburst flood in the Sikkim Himalayas in October 2023 damaged more than 30 bridges and destroyed a 200-foot-high (60 meters) hydropower plant. Residents had little warning. By the time the disaster was over, more than 50 people had died. Avalanches, rockfalls and slope failures can also trigger glacial lake outburst floods. These are growing more common as frozen ground known as permafrost thaws, robbing mountain landscapes of the cryospheric glue that formerly held them together. These slides can create massive waves when they plummet into a lake. The waves can then rupture the ice dam or moraine, unleashing a flood of water, sediment and debris. That dangerous mix can rush downstream at speeds of 20-60 mph (30-100 kph), destroying homes and anything else in its path. The casualties of such an event can be staggering. In 1941, a huge wave caused by a snow and ice avalanche that fell into Laguna Palcacocha, a glacial lake in the Peruvian Andes, overtopped the moraine dam that had contained the lake for decades. The resulting flood destroyed one-third of the downstream city of Huaraz and killed between 1,800 and 5,000 people. Google Earth, data from Airbus Data SIO, NOAA, U.S. Navy, NGA, GEBCOIn the years since, the danger there has only increased. Laguna Palcacocha has grown to more than 14 times its size in 1941. At the same time, the population of Huaraz has risen to over 120,000 inhabitants. A glacial lake outburst flood today could threaten the lives of an estimated 35,000 people living in the water’s path. Governments have responded to this widespread and growing threat by developing early warning systems and programs to identify potentially dangerous glacial lakes. In Juneau, the U.S. Geological Survey starts monitoring Suicide Basin closely when it begins to fill. Some governments have taken steps to lower water levels in the lakes or built flood-diversion structures, such as walls of rock-filled wire cages, known as gabions, that divert floodwaters from villages, infrastructure or agricultural fields. Where the risks can’t be managed, communities have been encouraged to use zoning that prohibits building in flood-prone areas. Public education has helped build awareness of the flood risk, but the disasters continue. Flooding from inside and thawing permafrostThe dramatic nature of glacial lake outburst floods captures headlines, but those aren’t the only risks. Englacial conduit floods originate inside of glaciers, commonly on steep slopes. Meltwater can collect inside massive systems of ice caves, or conduits. A sudden surge of water from one cave to another, perhaps triggered by the rapid drainage of a surface pond, can set off a chain reaction that bursts out of the ice as a full-fledged flood. Thawing mountain permafrost can also trigger floods. This permanently frozen mass of rock, ice and soil has been a fixture at altitudes above 19,685 feet (6,000 meters) for millennia. As permafrost thaws, even solid rock becomes less stable and is more prone to breaking, while ice and debris are more likely to become detached and turn into destructive and dangerous debris flows. Thawing permafrost has been increasingly implicated in glacial lake outburst floods because of these new sources of potential triggers. To help prepare and protect communities, our research points to some key lessons: Some of the most effective early warning systems have proven to be cellphone alerts. If combined with apps showing real-time water levels at a dangerous glacial lake, residents could more easily assess the danger. Projects to lower glacier lakes aren’t always effective. In the past, at least two glacial lakes in the Himalayas have been lowered by about 10 feet (3 meters) when studies indicated that closer to 65 feet (20 meters) was needed. In some cases, draining small, emerging lakes before they develop could be more cost effective than waiting until a large and dangerous lake threatens downstream communities. People living in remote mountain regions threatened by glacial lakes need a reliable source of information that can provide regular updates with monitoring technology. Recently it has become clear that even tiny glacial lakes can be dangerous given the right combination of cascading events. These need to be included in any list of potentially dangerous glacial lakes to warn communities downstream. The U.N. declared 2025 the International Year of Glaciers’ Preservation and 2025-2034 the decade of action in cryospheric sciences. Scientists on several continents will be working to understand the risks and find ways to help communities respond to and mitigate the dangers. Liên quan đến việc ông Thái Khắc Thành (SN 1980, trú xã Đô Lương, tỉnh Nghệ An) vừa bị kết án 6 năm tù do nuôi 3 con gà lôi trắng và nhân giống 10 gà lôi con rồi đưa đi bán lấy tiền, xem xét dưới góc độ pháp lý, luật sư Dương Lê Ước An (Đoàn Luật sư Hà Nội) cho rằng cần có bản án nhân văn hơn. Theo quan điểm góc nhìn pháp lý của luật sư Dương Lê Ước An, Tòa án nhân dân khu vực 5 – Hưng Yên xét xử sơ thẩm, căn cứ vào các quy định pháp luật hiện hành, chưa áp dụng Thông tư số 27/2025/TT-BNNMT ngày 24/6/2025 của Bộ Nông nghiệp và Môi trường quy định về quản lý loài nguy cấp, quý, hiếm; nuôi động vật rừng thông thường và thực thi Công ước CITES, có hiệu lực từ ngày 1/7/2025. Tại phụ lục danh mục loài nguy cấp, quý, hiếm ban hành kèm theo Thông tư này, gà lôi trắng (tên khoa học: Lophura nycthemera, thuộc lớp chim – Aves, bộ gà – Galliformes, họ trĩ – Phasianidae) được xếp vào nhóm IIB, không còn thuộc nhóm IB như quy định tại Nghị định số 84/2021/NĐ-CP của Chính phủ tại thời điểm khởi tố, điều tra và truy tố. Tuy nhiên, bản án sơ thẩm ban hành tại thời điểm tháng 8/2025 vẫn xác định 13 cá thể gà thu giữ của bị cáo Thái Khắc Thành thuộc nhóm IB theo Nghị định số 84/2021/NĐ-CP và tuyên bố bị cáo phạm tội “Vi phạm quy định về bảo vệ động vật nguy cấp, quý, hiếm” theo điểm b khoản 2 Điều 244 BLHS là không phù hợp với sự thay đổi của chính sách, pháp luật. Chiếu theo quy định trên thì hành vi mua, nhân giống và bán gà lôi trắng của anh Thành xảy ra trước 01/7/2025 nên việc CQĐT và VKS khởi tố là đúng luật ở thời điểm đó. Tuy nhiên, khi vụ án được xét xử ngày 8/8/2025 (tức là sau 1/7/2025), cần áp dụng Điều 25 và Điều 29 BLHS 2025. Điều 29 BLHS quy định miễn TNHS nếu: “Khi tiến hành điều tra, truy tố hoặc xét xử, do có sự thay đổi chính sách, pháp luật làm cho hành vi phạm tội không còn nguy hiểm cho xã hội nữa”. Đáng chú ý, luật sư cho rằng, theo cáo trạng của VKSND huyện Vũ Thư, tỉnh Thái Bình (cũ), hành vi của bị cáo Thái Khắc Thành có nhiều tình tiết giảm nhẹ đáng kể. Cụ thể: Trong suốt quá trình điều tra, truy tố, bị cáo luôn thành khẩn khai báo, ăn năn hối cải, đồng thời tự nguyện nộp lại toàn bộ số tiền thu lợi bất chính. Đây là tình tiết giảm nhẹ được quy định tại điểm s khoản 1 Điều 51 Bộ luật Hình sự. Bị cáo tích cực hợp tác với cơ quan có trách nhiệm trong việc phát hiện tội phạm và giải quyết vụ án, thuộc tình tiết giảm nhẹ tại điểm t khoản 1 Điều 51 Bộ luật Hình sự. Ngoài ra, bố mẹ bị cáo được Chủ tịch nước tặng huân, huy chương kháng chiến, là tình tiết giảm nhẹ khác được quy định tại khoản 2 Điều 51 Bộ luật Hình sự. Ảnh: NVCC "Như vậy, bị cáo có ít nhất 2 tình tiết giảm nhẹ theo khoản 1 Điều 51, đồng thời có thêm tình tiết giảm nhẹ theo khoản 2 Điều 51", luật sư Dương Lê Ước An nói. Luật sư An cũng trích Điều 54 Bộ luật Hình sự về quyết định hình phạt dưới mức thấp nhất của khung hình phạt: "Tòa án có thể quyết định một hình phạt dưới mức thấp nhất của khung hình phạt được áp dụng nhưng phải trong khung hình phạt liền kề nhẹ hơn của điều luật khi người phạm tội có ít nhất hai tình tiết giảm nhẹ quy định tại khoản 1 Điều 51 của Bộ luật này. Tòa án có thể quyết định một hình phạt dưới mức thấp nhất của khung hình phạt được áp dụng nhưng không bắt buộc phải trong khung hình phạt liền kề nhẹ hơn của điều luật đối với người phạm tội lần đầu là người giúp sức trong vụ án đồng phạm nhưng có vai trò không đáng kể”, luật sư An viện dẫn. "Căn cứ các quy định nêu trên, Hội đồng xét xử hoàn toàn có đủ cơ sở để xem xét áp dụng hình phạt thuộc khoản 1 Điều 234 với mức phạt tiền, án treo hoặc cải tạo không giam giữ, bởi hành vi của bị cáo không gây nguy hiểm đáng kể cho xã hội. Và pháp luật không chỉ tồn tại để trừng phạt. Mục tiêu tối thượng của pháp luật là giúp con người nhận ra lỗi lầm, để sửa sai", luật sư Dương Lê Ước An nói. Luật sư Dương Lê Ước An cũng cho rằng, khi lượng hình, tòa án có trách nhiệm đánh giá toàn diện các yếu tố liên quan đến nhân thân, hoàn cảnh, động cơ, mục đích và tính chất hành vi phạm tội nhằm bảo đảm mức án vừa đúng quy định pháp luật, vừa công bằng và nhân văn. "Đối với vụ án này, cần đặc biệt xem xét các yếu tố khách quan tác động đến hành vi của bị cáo Thái Khắc Thành, bao gồm: Hoàn cảnh gia đình khó khăn, vợ chồng làm nông, thu nhập bấp bênh, chịu áp lực mưu sinh. Nhận thức pháp luật còn hạn chế, không ý thức đầy đủ về tính chất pháp lý của loài vật nuôi. Hành vi phạm tội không xuất phát từ động cơ xấu, không nhằm mục đích gây hại cho xã hội, mà bắt nguồn từ đam mê và mong muốn nhân giống một loài gà quý hiếm. Những tình tiết này phải được tòa án xem xét đầy đủ khi lượng hình để bảo đảm nguyên tắc cá thể hóa hình phạt, tránh việc áp dụng một mức án quá nghiêm khắc, trong khi mức độ nguy hiểm của hành vi đối với xã hội là không lớn", luật sư An nói. Vì vậy tòa án cấp phúc thẩm có thể xem xét hủy bản án sơ thẩm để điều tra lại hoặc xem xét sửa bản án theo hướng nêu trên để có lợi cho bị cáo. Ngày 13/8, VKSND tỉnh Hưng Yên cho biết, bản án sơ thẩm tuyên án bị cáo Thái Khắc Thành là không đúng với sự thay đổi của chính sách, pháp luật. Bị cáo Thái Khắc Thành được thay đổi biện pháp ngăn chặn từ tạm giam sang cấm đi khỏi nơi cư trú, chờ xét xử phúc thẩm. Việc bản án hình sự sơ thẩm số 35/2025/HS-ST ngày 08/8/2025 của TAND khu vực 5, tỉnh Hưng Yên xác định: 13 cá thể thu giữ của Thái Khắc Thành là “Gà lôi trắng là loài chim hiện được ghi nhận trong phụ lục I- nhóm IB, Nghị định số 84/2021/NĐ-CP của Chính phủ, sửa đổi, bổ sung một số điều của Nghị định số 06/2019/NĐ-CP ngày 22/01/2019 của Chính phủ về quản lý thực vật rừng, động vật rừng nguy cấp, quý, hiếm và thực thi Công ước về buôn bán quốc tế các loài động vật, thực vật hoang dã nguy cấp (CITES)” và tuyên bố bị cáo Thái Khắc Thành phạm tội “Vi phạm quy định về bảo vệ động vật nguy cấp, quý, hiếm”, theo quy định tại điểm b khoản 2 Điều 244 Bộ luật Hình sự là không đúng với sự thay đổi của chính sách, pháp luật. Hành vi nêu trên của Thái Khắc Thành có dấu hiệu của tội “Vi phạm quy định về bảo vệ động vật hoang dã” quy định tại Điều 234 Bộ luật Hình sự, tuy nhiên cần phải điều tra lại, xác định giá trị các cá thể gà lôi thu giữ của Thái Khắc Thành để làm căn cứ giải quyết vụ án theo quy định của pháp luật. Khu trung tâm đạt 96% xây thô, mái đã hoàn thiện và chống thấm xong; ba cánh nhà ga đạt trên 93% xây thô, toàn bộ khung thép và mái hoàn tất. Tại nhà ga hành khách, hàng trăm công nhân miệt mài lắp đặt hệ thống phòng cháy chữa cháy, điều hòa, chiếu sáng, thang máy, thang cuốn… Song song với việc lắp đặt hệ thống kỹ thuật, các đơn vị đang hoàn thiện trần, sàn, tường và lắp cửa kính. Tính đến đầu tháng 8, công tác lắp đặt hệ thống đường ống chữa cháy đạt khoảng 75%. Các công nhân cũng đang thi công hệ thống xử lý hành lý tự động (BHS). Máy móc và công nhân đang thi công hạng mục cầu ống lồng, bao gồm 32 cầu và 40 vị trí đỗ gần dành cho các loại tàu bay Code C, E và F. Trời sẩm tối, không khí làm việc hối hả vẫn bao trùm toàn bộ đại công trường sân bay quốc tế Long Thành. Tiếng động cơ máy móc vang vọng, hàng nghìn kỹ sư, thợ lành nghề chia thành nhiều mũi miệt mài triển khai các hạng mục. Tại khu vực đường cất hạ cánh số 2, liên doanh nhà thầu tổ chức thi công không ngừng nghỉ với nhiều thiết bị hạng nặng, máy rải bê tông công suất cùng nhiều nhân lực. Trong ánh đèn cao áp, từng lớp bê tông được san phẳng, ép chặt, bảo đảm tiêu chuẩn kỹ thuật. Ca đêm trên công trường vất vả, song với nhiều công nhân, niềm tự hào khi góp sức cho công trình tầm quốc gia khiến mọi mệt mỏi tan biến. Đường băng số 2, dài 4.000 m, rộng 45m, khởi công cuối tháng 5, đang đồng loạt triển khai phần nền, móng, hệ thống thoát nước và lớp bê tông xi măng M150. Để đảm bảo chất lượng công trình, mọi vật liệu đầu vào đều được kiểm định kỹ lưỡng trước khi sử dụng. Mục tiêu đặt ra là hoàn thành cơ bản công tác nền, móng và BTXM150 trước ngày 19/12/2025; tiếp đó hoàn tất BTXM350 mặt đường trước tháng 3/2026, bảo đảm đồng bộ với tiến độ nhà ga hành khách để đưa toàn bộ hạng mục vào khai thác trong tháng 6/2026 theo yêu cầu. Song song, đường cất hạ cánh số 1 đã hoàn thành vượt tiến độ ba tháng, sẵn sàng cho bay hiệu chuẩn. Cũng theo ACV, đại công trường sân bay Long Thành hiện huy động gần 13.000 chuyên gia, kỹ sư, công nhân cùng khoảng 3.000 thiết bị máy móc để triển khai các hạng mục. Riêng gói thầu 5.10 – thi công nhà ga hành khách, liên danh nhà thầu bố trí 4.428 nhân sự và hơn 1.000 thiết bị, bảo đảm tiến độ. Sân bay quốc tế Long Thành được định hướng trở thành cảng hàng không lớn nhất Việt Nam, với công suất thiết kế 100 triệu hành khách mỗi năm. Một người đàn ông 60 tuổi sống tại Anh, không có tiền sử bệnh tâm thần, đã phải nhập viện sau khi tự gây ra tình trạng hiếm gặp mang tên bromism, xuất phát từ việc thay thế hoàn toàn muối ăn (natri clorua) bằng sodium bromide theo lời khuyên từ ChatGPT. Ảnh: Pexels Ban đầu, ông tìm cách loại bỏ muối khỏi khẩu phần vì lo ngại tác hại tới sức khỏe. Sau khi trò chuyện với chatbot, ông quyết định tiến hành “thử nghiệm cá nhân” bằng cách đặt mua sodium bromide trên mạng. Đây là hợp chất từng được sử dụng đầu thế kỷ 20 để sản xuất thuốc an thần. Không lâu sau, ông xuất hiện các triệu chứng: hoang tưởng rằng hàng xóm đầu độc mình, ảo giác cả thính giác lẫn thị giác, mất ngủ, mệt mỏi, mất điều hòa vận động và khát nước dữ dội. Trong 24 giờ đầu nhập viện, tình trạng hoang tưởng tăng mạnh, ông tìm cách bỏ trốn và bị giữ lại điều trị tâm thần bắt buộc. Các bác sĩ xác định ông mắc bromism - ngộ độc bromide do phơi nhiễm quá mức. Sau vài tuần điều trị, bệnh nhân hồi phục và được xuất viện. Tác giả báo cáo cho biết họ không thể truy cập lịch sử trò chuyện nên chưa rõ chính xác chatbot đã nói gì. Tuy nhiên, khi hỏi ChatGPT về việc thay thế muối, sodium bromide xuất hiện trong danh sách gợi ý, kèm lưu ý “tùy bối cảnh” nhưng không cảnh báo an toàn như bác sĩ sẽ làm. Theo Metro, hiện tại, câu trả lời của ChatGPT đã thay đổi, bổ sung cảnh báo “Tránh các chất thay thế độc hại” và khuyến nghị chỉ sử dụng lựa chọn an toàn, có uy tín. Dù natri clorua có thể làm tăng huyết áp, các chuyên gia y tế nhấn mạnh nó vẫn là một phần của chế độ ăn cân bằng. Trong khi đó, bromide thường dùng để khử trùng nước hồ bơi hoặc spa và phơi nhiễm ở mức thấp hiếm khi gây hại. Việc sử dụng AI để xin lời khuyên y tế ngày càng phổ biến: khoảng 1/6 người Mỹ từng hỏi ChatGPT về sức khỏe, còn ở Anh, 1/5 bác sĩ gia đình dùng công cụ AI. Tuy nhiên, nhiều nghiên cứu cảnh báo chatbot có thể đưa ra thông tin sai hoặc trích dẫn các tài liệu y khoa không tồn tại. Các tác giả báo cáo kết luận: “AI có tiềm năng kết nối các nhà khoa học với công chúng nhưng cũng tiềm ẩn rủi ro lan truyền thông tin thiếu ngữ cảnh. Một chuyên gia y tế khó có thể gợi ý sodium bromide khi bệnh nhân chỉ muốn thay thế muối ăn”. OpenAI, công ty sở hữu ChatGPT, đã nhấn mạnh trong điều khoản sử dụng rằng công cụ này không nhằm chẩn đoán hoặc điều trị bệnh. Phiên bản mới nhất GPT-5 được quảng bá là “tốt nhất cho các câu hỏi liên quan sức khỏe” nhưng vẫn không thay thế được bác sĩ, chỉ đóng vai trò hỗ trợ hiểu kết quả và đưa ra câu hỏi đúng khi gặp chuyên gia.
