  1. ATLANTA (WJBF) – It’s been nearly a year since Hurricane Helene tore through Georgia, leaving behind catastrophic damage to farms across the state. Now, Georgia leaders are pushing for federal block grants to help farmers still reeling from the disaster. State Agriculture Commissioner Tyler Harper says the storm caused $5.5 billion in damage, devastating farm families like his own. “It impacted farm families in a way we’ve never seen before,” Harper said. “My own family farm was impacted. The eye of the storm went over my home.” Georgia’s agriculture industry, which is valued at $91 billion, employs thousands and supports communities statewide. Of the state’s 40,000 farms, about 25,000 were damaged by Helene. To date, Georgia has distributed $300 million in state funds to help farmers recover lost income, crops, and property. But state leaders say that’s not enough. Harper said they’re in the final stages of negotiations with the U.S. Department of Agriculture to secure more federal disaster funding. “We are at the one-yard line,” Harper said. “Every dollar from this block grant will go directly to Georgia producers.” The state is also creating new relief programs to fill gaps where traditional federal disaster aid doesn’t apply, ensuring farmers get support even if they fall outside standard USDA and FSA programs. Michelle Lujan Grisham issued an emergency declaration for the small city of Española and the surrounding area Wednesday, saying local police are overwhelmed with rising crime and drug overdose deaths. In an executive order, the governor authorized state resources, including the National Guard, to help after city, county and Pueblo leaders requested the assistance. According to the executive order, police calls in Española and surrounding areas have doubled in the last two years, and police dispatches to businesses have quadrupled in that same period. She also cited Rio Arriba County’s high overdose death rate, “with residents struggling with addiction to fentanyl and other illicit substances.” Lujan Grisham’s order also authorized $750,000 in emergency spending. “When our local leaders called for help to protect their communities, we responded immediately with decisive action,” Lujan Grisham said in a news release announcing the executive order. “We are making every resource available to support our local partners on the ground and restore public safety and stability to these areas that have been hardest hit by this crisis.” Lauren Thorp, a spokesperson for the governor’s office, told Source NM the order is meant to help local, county and tribal police pay for “officer overtime, public safety equipment, and multi-agency interventions to address the surge in violent crime and drug trafficking.” “This coordinated approach addresses the interconnected challenges of crime, overdoses, and community instability that have strained local capacity beyond their limits,” Thorp said in an email. There is no “immediate” assignment to deploy the National Guard, Thorp said, but that standard language in the governor’s executive order “is there if needed.” Guard spokesperson Hank Minitrez also confirmed that. “Guard hasn’t been tasked with any mission,” he said in a text message. The governor signed a similar executive order in April that authorized National Guard troops to assist law enforcement in Albuquerque, the state’s biggest city. The governor’s April declaration in Albuquerque drew denunciations from the American Civil Liberties Union of New Mexico. In that order, she also authorized $750,000 in emergency spending because she said Albuquerque was “experiencing a significant increase in crime” and requested help because it, too, did not have adequate resources to respond. But unlike the Albuquerque executive order that directed the emergency funding directly to the National Guard, the Española order directs the funds to the state Department of Homeland Security and Emergency Management, an agency that typically helps residents respond to wildfires, floods or other natural disasters. Thorp provided Source recent letters from the Santa Clara and Ohkay Owingeh pueblos, along with Española and Rio Arriba County officials, asking the state to assist. She also forwarded along a series of charts from the Española Social Services Department director, Michelle Fraire, who said that the city has already seen 49 overdoses, compared with 40 in all of 2024. “I predict this number will continue to increase and more than double,” Fraire wrote, according to the materials the governor’s office provided. Danielle Silva, a spokesperson for Homeland Security, told Source that the department is receiving the funding to coordinate various state agencies, like it does after a natural disaster, to assist local officials dealing with the increased crime. “We’re kind of dealing with the state as a whole trying to figure out a multi-faceted response,” she said. “The details on that need to be fleshed out with the locals, but they asked for help so we’ll figure out how to do it.” Silva said “housing and other public safety” are examples of how the state’s various agencies might be able to assist the communities. Española Police Chief Mizel Garcia told Source the reason why the city asked for help is because it doesn’t have enough police officers to respond to a spike in crimes committed by young people and crimes involving guns. “We lose a lot of officers to bigger agencies that pay more and offer more benefits,” Garcia said in an interview. “The issue for us is the availability of resources.” The city of just over 10,000 people cannot generate as much in tax revenue as larger cities, he said. Española borders the Pueblos of Ohkay Owingeh to the north and Santa Clara to the south, which the order says are also experiencing “a significant increase in crime.” Garcia said it is premature to say what the funding will be used for, and that will be determined once his agency can have a meeting with the Rio Arriba County Sheriff’s Office and the Ohkay Owingeh and Santa Clara tribal police departments to develop a plan of action. “Many parts within the city of Española are within the jurisdiction of our tribal agencies, so this isn’t just for my department, this is something that’s joint,” Garcia said. Including the New Mexico State Police, there are five different police agencies that can respond to calls in the city, he said. Española officials said at a town hall meeting on crime and organized by the governor last summer that they were having trouble recruiting local police officers, given that Los Alamos National Laboratories offered similar candidates much higher pay. At the same town hall, residents were divided about what the city should do about an unhoused encampment that grew alongside the Rio Grande in town. City officials cleared the encampment shortly after the meeting, drawing an outcry. In the Albuquerque executive order, the governor authorized up to 70 National Guard soldiers to arrive in the city of about 560,000. They were dressed in plain clothes and were instructed to help APD with “non-law enforcement” activities including traffic control, administrative duties, transporting incarcerated people, court security, emergency response and “other critical functions that allow local law enforcement to focus on crime reduction efforts.” The National Guard remains in Albuquerque, since the governor reauthorized its presence.   7. Chicago Cubs catcher Miguel Amaya had to be carted off the field in Toronto on Wednesday night after he went down with a brutal fall trying to make it to first base. Amaya hit a short ground ball in the eighth inning of their 4-1 win over the Blue Jays at Rogers Centre on Wednesday night and took off toward first. Amaya actually beat the throw to first and was called safe in the moment, but he appeared to trip over the bag and went flying into the dirt. He immediately curled up into a ball and remained on the ground for quite some time, clearly in a lot of pain. He was eventually carted off the field while holding a towel over his face, clearly extremely emotional. Further specifics of his injury are not yet known. Amaya had just made it back to the field after a long stint on the injured list with an oblique strain. He had been there since May 25, but was reinstated officially on Tuesday. He entered Wednesday’s game holding a .280 batting average with four home runs and 25 RBIs this season. He had one hit in three at-bats on Wednesday night, which marked his first game back. Though they lost Amaya, the Cubs held on to grab the three-run win on Wednesday. Cubs rookie pitcher Cade Horton carried a no-hitter into the sixth inning, too. That gave him 29 consecutive shutout innings, which gave him the longest streak of the season. The Blue Jays spoiled his no-hit bid in the sixth and scored, too, which ended that run. The win snapped a two-game losing skid, but marked just their third win in eight outings. The Cubs hold a 68-57 record and sit in second in the NL Central, but trail the Milwaukee Brewers — who won their 12th straight earlier on Wednesday — in the division. The Cubs and Blue Jays will wrap their three-game series on Thursday afternoon in Toronto. The Cubs will then return home for a three-game series with the Pittsburgh Pirates before a five-game run with the Brewers at Wrigley Field, where they can really make a dent in the NL Central deficit.   8. Shedeur Sanders entered the NFL with a built-in audience, and it definitely showed up for his first action on an NFL field. The Cleveland Browns' preseason opener against the Carolina Panthers, in which Sanders made a successful debut, drew an average of 2.237 million viewers on Friday. Per the NFL, that was enough to make it NFL Network's most-watched preseason game since 2015. The league also noted it was NFL Network's most-watched first week of preseason ever. He also landed in a highly volatile Browns quarterback room, where Sanders and fellow rookie Dillon Gabriel are on the depth chart behind veterans Joe Flacco and Kenny Pickett. With the Browns holding Flacco out of the preseason opener, injuries to Pickett and Gabriel opened the door for Sanders to get the start last week. He made the most of it, completing 14 of 23 passes for 138 yards, two touchdowns, no interceptions and a 113.9 passer rating. Shedeur Sanders already looks like a big ratings draw for the NFL. More than 1.3 million people were watching concurrently at one point in the episode, in which Swift unveiled the cover art of her new album, "The Life of a Showgirl," which comes out Oct. 3. The appearance was a long time coming.   12. ST. LOUIS – A 40-year-old St. Louis County man was sentenced in court Wednesday for possessing child pornography. According to court records, James Storian had over 6,110 images and 728 videos of child sexual abuse material (CSAM). Ferguson Imo’s employee stabs man asking for food: Police An undercover officer with the St. Louis Metropolitan Police Department (SLMPD) investigating the case contacted Storian through a peer-to-peer network. Prosecutors say Storian ended up sharing the disturbing videos and photos containing CSAM with the officer. Astorian pleaded guilty in March to one count of possession of child pornography, and according to a government sentencing memorandum, the 40-year-old admitted to trafficking CSAM for over two years. The memorandum also stated that some of the CSAM was “notably violent.” Astorian will spend the next eight years in prison and the judge ordered him to pay $10,000 to the victims who were identified in the videos/photos.   13. KANSAS CITY, Mo. — An arrest warrant has been issued for a Mobile, Alabama man who is facing charges in connection to a deadly shooting and crash on Highway 210 in North Kansas City. Clay County prosecutors on Wednesday charged Ray Von McCall Jr., with second-degree murder, aiding or abetting a person discharging or shooting a firearm at/from a motor vehicle and two counts of armed criminal action. Woman charged with murder after husband found shot inside Clinton home According to court documents, just before 3 p.m. on Monday, North Kansas City police officers responded to a reported injury crash at I-35 and 210 Highway. When officers arrived, they confirmed there had been a shooting and reported they found a victim. He was pronounced dead after being taken to North Kansas City Health and identified as 33-year-old Deandre Ferguson. Detectives recovered six 9mm shell casings at the scene and located the victim’s phone inside of his car, according to court documents. Court documents also say North Kansas City cameras show the suspect car traveling from the Econo Lodge area to the parking lot on the west side of the Subway located on Taney Street. A short time later, the victim’s car arrived and it appeared the two had some type of talk while remaining in their cars. The victim then leaves the Subway parking lot and goes to a gas station with the suspect moving the exit when the victim leaves onto Armour Road and the suspect immediately pulls onto the road slightly in front front of the victim, blocking his path, court documents say. Cameras captured the shooting and the suspect driver can be seen leaning out of the driver window holding what appears to be a firearm, pointing it at the victim’s car and firing it with his left hand, according to court documents. Court documents say the victim then attempts to leave the scene and drives onto the median, strikes a traffic sign, then crashes into the I-35 overpass supports. His car was last seen Tuesday morning in Tupelo, Mississippi, according to court documents. He is believed to be armed and dangerous.   14. For the second time in just over three months, an inmate has escaped custody at Seattle-Tacoma International Airport. Surveillance footage shows 20-year-old John Nino "appears to have removed his wrist restraints" before bolting toward Highway 99, according to a Facebook update Wednesday morning from the Washington Department of Corrections (DOC). The breakout happened shortly before 8 p.m. Tuesday, Aug. 12, while Nino was being transported through Sea-Tac. The DOC said he was last seen wearing a red coat and dark gray or black sweatpants before fleeing across the light rail tracks on the east side of the airport and heading toward International Boulevard and Highway 99. This is not something we can police our way out of. … Salt Lake City is taking enforcement as far as we can, and to little avail.” The mayor said Salt Lake City police are on pace to set records for total arrests this year, “thanks in part to increased proactive policing by our officers.” She also noted that overall citywide crime remains at or below a 16-year low. “We are enforcing our laws,” she said, “but the sad reality is that without more mental health treatment, more shelter beds, more permanent supportive housing and more capacity in our jails, too many people remain on our streets.” Mendenhall said it should come as no surprise that the state’s homeless population is increasing “due to financial and economic pressures” along with a longstanding housing shortage and home and rental prices that have skyrocketed over the past five years. “There are simply not enough options for housing, shelter beds, treatment centers or social services to meet the demand in this state,” she said. The 2026 Utah Legislature’s general session is scheduled to convene on Jan. 20. Acknowledging that’s months away, Mendenhall said the need is “startling,” so she’s issuing the call now. “I’m telling you now, in the middle of our warmest months, that the situation is dire,” she said. So we almost assuredly will have people on the streets with no option of space to go.” Mendenhall, who sits as a voting member on the Utah Homeless Services Board, said the Utah Office of Homeless Services “does not have funding to continue those beds” beyond April, though that office has kept about 900 winter shelter beds open into this summer “because they had the funding from the Legislature to do so.” But beyond this coming winter season, the money will dry up — unless lawmakers approve more. “So come the end of the winter shelter season, everyone who’s in one of the 900-plus beds that were created this year would be out on the streets,” she said. “And the impact in our downtown core, throughout our neighborhoods and parks and trail system, of 1,000-plus people flooding out with no option of places to go is very alarming.” There’s not enough money to build homeless campus, mayor saysMendenhall also reiterated her warning last month that “progress has stalled” in the effort to create a 1,200- to 1,600-bed homeless campus “due to inadequate funding to build and non-existent funding to operate a new campus shelter.” State can officially use eminent domain to site a new homeless campus. What now? “This is unacceptable,” she said. “I’m calling on our state leaders to recognize the crisis at hand. Step in to join your willing partners in local government, and lead the passage of legislation that will invest both the capital and ongoing operational funding for a new shelter space.” Efforts to site and build that homeless campus are still ongoing, but state officials don’t expect it to be built in time for the coming winter. Last fall, the Utah Homeless Services Board set a deadline of Oct. 1, 2025 for the campus to be built, but State Homeless Coordinator Wayne Niederhauser said the siting process is taking longer than expected. “We are working hard,” Niederhauser told Utah News Dispatch earlier this week, but he said it could be a matter of months before state leaders can finish environmental evaluations on properties they are considering — something he said must be done before state leaders decide whether to move forward with eminent domain powers granted by the 2025 Utah Legislature specifically to site the homeless campus. Niederhauser, however, acknowledged the “need is huge.” “We appreciate the acute need, the serious need of this,” he said. “So we’re not letting grass grow under our feet. We’re working hard to find a pathway.” The Utah Office of Homeless Services is also working on drafting funding recommendations to include in Gov. Spencer Cox’s budget proposal that’s usually issued in December. But in recent years, the Utah Legislature has only funded a fraction of what the governor has requested for homeless services. Cox calls for mental health care expansion on Utah State Hospital’s 140th anniversary For 2025, Cox initially sought $128 million for homelessness, but in the end lawmakers funded $50 million in additional state spending for emergency shelter, including $25 million for “low barrier shelter.” Some of that was used to keep winter shelter beds open, while some is also supposed to be used to site and build the new homeless campus. But that’s not enough money to both build and fund ongoing operations for the new homeless campus, Mendenhall warned, urging lawmakers to appropriate more. She said over the coming months, city leaders will work with the Utah Office of Homeless Services, the courts system, and Salt Lake County officials will be working to “bring legislative requests that are needed to right the wrongs in the system that exist today.” “But,” she said, “there are no wheels on the bus that we present unless the state moves us forward.   16. Cade Horton pitched five no-hit innings Wednesday in Toronto before the Blue Jays' bats finally made a dent in the Chicago Cubs rookie. Horton gave up a sixth-inning single that turned into an earned run after he was relieved. But the head-turning righty still left the mound with MLB's longest scoreless inning streak of the season. The former Oklahoma star and 2022 first-round pick ran his total of consecutive shutout innings to 29 before the Blue Jays got on the board. In the process, he passed Yankees starter Clarke Schmidt, who pitched 28 1/3 scoreless innings earlier this season. Unfortunately for Schmidt, he underwent season-ending Tommy John surgery last month to repair the ulnar collateral ligament in his pitching elbow. As for Horton, the 23-year-old is spinning his best stuff just three months after he was called up from Triple A-Iowa and made his big leagues debut. Horton began his scoreless streak in the fifth inning of a July 9 road loss to the Minnesota Twins. He then followed with four scoreless outings in a row leading up to Wednesday's game in Toronto, a stretch in which he allowed only 10 hits across 22 2/3 innings while striking out 16 batters and walking seven. Horton, once the Cubs' top pitching prospect, looked the part of a major-league ace through five innings Wednesday. He tallied a season-high eight strikeouts and issued only one walk in that span — against a Blue Jays team that leads the AL East and slapped a combined 45 runs on the lowly Colorado Rockies in a three-game series earlier this month. While James Cook's hold-in was resolved Wednesday and Micah Parsons and the Cowboys are aggressively stuck in the mud, the Commanders and Terry McLaurin's standoff remains compelling on multiple fronts. There's a Jayden Daniels clock ticking on the situation, as the reigning Offensive Rookie of the Year is primed to continue the Commanders' ascent, but he needs McLaurin to help do it. McLaurin has over 1,000 yards receiving in five straight seasons, and had his best season last year with Daniels, catching 82 passes for 1,096 yards and 13 touchdowns, being named second-team All-Pro in the process. On Wednesday's episode of Inside Coverage, Yahoo Sports Senior NFL Reporter Charles Robinson shed light on how the negotiation might have gotten off on the wrong foot early. "The way I understand it, when negotiations first opened, I think the Commanders were a little stunned by initially what Terry McLaurin and his camp were really gunning for," Robinson said. So what do McLaurin and his camp want? [Join or create a Yahoo Fantasy Football league for the 2025 NFL season] "Everyone's being careful about not saying what the initial number was, but I will say it was ... high enough that it almost completely broke down conversation instantaneously between the two parties," Robinson said. " I think the Commanders were stunned at, initially, what the ask was. "And to me, the inference is, this was like, nearly top tier, Tier 1 money. So, are we talking $35 million annual average value? Are we talking beyond 35? Are we talking creeping up to 40? Robinson said he thinks the negotiation got to the point where McLaurin was asking for something similar to DK Metcalf's contract with the Steelers, which averaged $33 million a year and included $60 million guaranteed. With certain exceptions like Tyreek Hill and Davante Adams, few wide receivers have been productive after signing big contracts entering or after their age-30 season. McLaurin turns 30 in September. So where does this all settle out? "I think if it can get to $27 million to $28 million in annual average value," Robinson said, "if you're getting somewhere between $50 and $60 million in guaranteed money, I don't think either side would be happy, but I think it is the middle ground that gets those two together." Robinson added he spoke to a source who knows Commanders general manager Adam Peters really well. His thoughts? "I think people are going to find out a lot about Adam Peters right now, because I do not like negotiating with him," Robinson said, paraphrasing his source.   21. 加入《Money錢》雜誌官方line@財經資訊不漏接 主動式ETF掛牌熱潮來襲,投資人該怎麼選?基金教母認為,與其追逐新商品,不如看清投資市場、操作策略與基金團隊實力,才是選對商品、報酬穩健的關鍵。 今(2025)年被稱為「主動式ETF元年」,5月以來已有3檔主動式ETF掛牌上市,接下來還有不少投信在排隊準備募集,市場討論聲量不斷升高。於是,投資人的問題也來了——主動式ETF到底可不可以買?我說一句實話,不是不能買,但你得搞清楚你到底在買什麼。 我相信接下來會有一波發行主動式ETF的熱潮,因為傳統共同基金的市場被ETF吃掉很多,不發ETF的投信會落後,需要靠ETF來擴大規模,例如某家投信的共同基金績效沒有特別亮眼,但靠一檔ETF就撐起一片天。 但對投資人來說,最關心的是「主動式ETF」能不能幫我們賺錢?畢竟ETF產品也有好有壞。況且,主動式ETF也不是什麼全新概念。ETF就是ETF,不論被動或主動,本質上都還是基金,只是操作方式不同,主動式ETF是有經理人依照策略主動選股,它不像傳統ETF那樣,選股邏輯是僵固的。 說得更白話一點,主動式ETF的操作模式根本就是主動型基金,只是可以像股票一樣在市場上買賣,每天也會揭露持股,讓資訊更透明。但實際上,你還是得靠經理人團隊的挑股眼光與操盤功力。 主動式操作 較能對抗灰犀牛我認為主動式ETF與一般共同基金一樣有能力對抗「灰犀牛」事件。所謂的「灰犀牛」就是那些你知道可能會發生,但不知道它什麼時候來的風險,比如關稅戰、科技政策改變、地緣衝突這類。 這時候如果你手上是被動式ETF,因為1季、半年甚至1年才調整一次,動不了;但主動式ETF就可以因應風險變化靈活應對,這就是我說它能避開灰犀牛的原因。但也不是每一檔主動式ETF都可以表現很好,當然不是。 想要了解一檔主動式ETF的績效,一方面可以看這家投信過去其他基金的表現。像你信任A投信的團隊,那你就可以看看之前發行的主動型基金績效如何;另一方面是關於新產品,因為剛上市,沒有歷史績效可參考,選擇上要更謹慎,或許可以一段時間後,若有績效表現長期穩定的標的,再評估買進也不遲。 我還是要說,不管基金還是ETF,最後拼的都是績效,不是費用。我從來不把費用當成主要考量。為什麼大家總愛比費用?低費用不能保證高報酬啊,而且基金的績效已經是扣除管理費等的數字。 ETF一樣看績效 費用低不是重點所以,如果一檔基金績效比元大台灣50(0050)高出很多,即使費用是0050的2倍,我還是選那檔績效高的。更別提現在一般共同基金幾乎不收手續費了,但你買ETF還是要付交易手續費。到底誰便宜,你算清楚就知道。 講到這裡,大家也會問我,那你怎麼挑選主動式ETF?我建議採3步驟來挑選: 步驟1:這檔ETF投資的市場是不是一軍(台股、美股、科技股)?像這波出來的幾檔主動式ETF,大多是投資台股,有的聚焦全市場、有的選大型股,這些都要先看清楚。 步驟2:看這檔ETF的持股內容。因為每天揭露持股,投資人可以觀察,從持股判斷出經理人的邏輯,是不是挑到未來可能成長的公司? 步驟3:看基金公司過去的操作紀錄。如果這家公司長期操作穩定、表現亮眼,我比較放心。反之,過去績效都不怎樣,現在只是掛上「主動式ETF」的名號,我是不會買單的。 最後,我想說的是,會挑商品的人就看績效選主動式操作的基金或ETF;不會挑的人還是乖乖買0050這種被動式大盤型的ETF比較安心。 挑選基金/ETF 6原則1.若台股比重過高,優先放棄中小型股基金。 2.再看投資策略以及是否有清楚的選股邏輯。 3.仔細看成分股內容,是否集中在具成長性的產業? 4.基金公司與團隊的過去績效表現是否穩定、優異? 5.費用不是首要考量,績效才是重要關鍵。 6.避免盲目跟風新商品,因沒有過去績效可參考。 (圖片來源:Shutterstock僅示意/ 內容僅供參考,投資請謹慎為上) 文章出處:《Money錢》2025年7月號 下載「錢雜誌App」隨時隨地掌握財經脈動 View the full article

Breeze flight MX704, which was headed from Norfolk International Airport to Los Angeles International Airport, diverted to Grand Junction Regional Airport in Colorado after a passenger onboard "initiated a physical altercation with other guests and flight attendants," the airline told Fox News Digital. Grand Junction Police Department officials told Fox News Digital that an intoxicated male passenger "became agitated," and started "yelling racist slurs at airline staff while waving a skateboard." Airline staff placed the man in restraints twice, but he was able to break free both times, police said.   25. INDIANAPOLIS, Ind. (WTWO/WAWV)— The state announced an initiative Wednesday to enhance support and services for the veteran community. The new initiative was created by the Indiana Veterans Affairs Commission to set a new standard in consistency and accountability through the new accreditation program. The news release states the new rigorous accreditation standards for Indiana’s County Veteran Service Officers (CVSOs) will be instated by the start of 2026. The release continues stating that by July 2026 all CVSOs employed by counties or cities in the state will be expected to meet these standards due to Senate Enrolled Act 433. $1.14 million allocated to Indiana Veterans Organizations The responsibility to oversee the CVSO accreditation will be handled by the Indiana Department of Veterans Affairs (IDVA). The release states the standards in the accreditation will help ensure every member of the veteran community in Indiana receives high-quality service while navigating benefits, healthcare, and resources. This will also help standardize training standards and credentialing to expedite claims processing and enhance access to care, and ensure accountability in the system.
