  1. Berlin (dpa)- When Harald B. went outside the block of Berlin flats where he lives to get his Porsche 911 for a trip up-country he could hardly believe his eyes. Thieves had cut out the headlamps with an electric saw leaving unsightly gaps where they had once been. The cost of the damage was estimated at up to €9,000 ($10,440). "I took the car to a Porsche workshop where they told me the headlights are highly-prized. They said police are well aware of the problem," he told the local BZ newspaper. Thieves in German towns and cities disconnect catalytic converters from under parked cars and rip out cockpit displays and navigation device screens. Another favourite are parking sensors which on some cars can be removed within minutes. On modern VW Golfs one of the deviced is just behind the VW emblem. Replacement can costs thousands of euros since the sensors need to be recalibrated in the workshop. Figures from the German Insurance Association (GDV) show that in 2023 parts such as on-board computers, steering wheels, and catalytic converters were stolen from cars in 63,000 cases. "The perpetrators cause economic damage that far exceeds the value of the stolen parts," says deputy GDV boss Anja Käfer-Rohrbach. On average, insurers had to pay out almost €2,000 per case, around €125 more than in the previous year. The number of thefts fell between 2019 and 2022 but is now rising steadily. The theft of car parts from premium cars and motorcycles such as Porsches, BMWs and Mercedes is a growing trend in Germany and other European countries where statistics show that in 2023 thieves struck on 80,000 occasions in France alone. Experts estimate that one in 10 cars annually on the road has suffered from component theft, with most of the stolen parts heading to eastern Europe and Africa. Many parts are stolen "to order," with bandits asked to look out for expensive components which are often simply sawn-off rather than properly dismantled. The case of Harald B. was particularly blatant and the reason behind it was bizarre. It turns out that the intense light from Porsche headlamps is ideal for illuminating cannabis plantations. According to German Criminal Police (BDK) chief Michael Böhl, the type of theft is well known and originates in the Netherlands. A Berlin firm now offers an alarm which registers the slightest vibration at a car and triggers an app with push notification, phone call, or text message. Most Porsches have a keyless entry system and this potential security gap is protected by two chip transponders. The theft of fancy alloy wheels is another problem, with thieves leaving cars stranded like beached whales or with axles propped up with house bricks at the roadside. Bumpers and spoilers are another favourite with the car strippers who can usually remove these items within minutes before anyone notices what they are doing. Protecting your car is not easy but by paying attention to a number of factors, the risks can be reduced. Parking in monitored locations, especially in parking garages with camera monitors will deter thieves. Installing acoustic alarms that go off at the slightest movement can scare off criminals before they even get out their tools and start stealing. For expensive alloy wheels there are rim-alarms available since traditional wheel-locks are often not enough to deter criminals. Claw-like locks prevent access to the wheel nuts. It also pays to mark expensive parts with indelible dye and also make a note of any serial numbers on key components. Motorcyclists should choose sturdy attachment points when securing their two-wheelers with extra chains to prevent wheel theft. GPS trackers have proven their worth in combating vehicle theft, with a recovery rate that has at least doubled for both cars and motorcycles. They can also be an ally in preventing the theft of spare parts. Those with theft alerts and on-board detection of suspicious movements can keep owners in touch with what is happening with their vehicle. Remember though, it is better to call the police rather than try and tackle potentially armed robbers while they attempt to steal items. Those who have suffered from parts theft should remain vigilant and trawl sales platforms like eBay. This is also a case for the police who will often suggest arranging a deal to view the parts and send an officer to the meeting.   4. A well-known Florida Keys charter fishing captain was fatally shot near Orlando late last week following what police say appears to be an argument with another man over traffic. Joseph Hall, Jr., 43, was pronounced dead at HCA Lake Monroe Hospital in Sanford around 5:45 p.m. Thursday night. Just minutes earlier, witnesses told police they saw another man, 24-year-old Jaden Harris, running after Hall at an apartment building parking lot with a handgun and shooting at him several times. Harris, who stayed at the scene, told Sanford police officers that he was driving his white BMW sedan behind Hall’s Jeep Gladiator on South Mangoustine Avenue, and that Hall was driving very slowly. Harris told cops he passed Hall, who reacted by acting like he was going to use his Jeep to hit the BMW, according to his arrest report. Harris told police he followed Hall to try taking a picture of his license plate. When they arrived at a Stop sign at West Seminole Boulevard and Mangoustine Avenue, Hall rolled his window down and called him an expletive for a female body part. Harris followed Hall as he made a left turn onto West Seminole Boulevard. Hall pulled into the apartment complex on Marbella Lane, Harris told police. There, Harris told police Hall blocked the parking lot exit with his Jeep and got out of the vehicle, approaching the BMW, according to the report. As Hall got closer to the BMW, Harris let him know that “had it on him,” meaning his gun, according to the report. He said Hall “lunged” toward the car, and that’s when he fired his first shot, the report states. Per the arrest report, when the first officer arrived and found Harris standing by his car, the cop asked him if he was the one who shot Hall. He responded, “I had to because he was blocking me in,” the report states. After detectives asked Harris to tell them more about what was said before he opened fire, he told them he wanted an attorney, so they stopped questioning him, according to the report. Based on what witnesses told police, what Harris told them, and after viewing security camera footage from the apartment building, officers arrested him on a charge of second-degree murder. The footage did not capture the shooting, but shows Harris’ BMW rolling backwards before he catches up to it and puts the car in park. This corroborates what witnesses say, that he got out of the car and kept firing, according to the report. Detectives said Harris “had several opportunities to disengage from pursuing Joseph but maliciously continued instead. Based on Jaden’s post Miranda interview, he never stated that at the time of the incident he was ever in fear for his life.” Detectives also note in the report that neither Harris nor the witnesses ever said Hall was armed. “Joseph did not cause Jaden any injury or harm to him that would justify the use of deadly force,” the report states. A judge ordered Harris held without bond until his scheduled Oct. 7 arraignment, according to Seminole County court records. News of Hall’s death hit the Upper Keys community hard after his wife, Devi, with whom he shares two children, posted about it via Facebook on Saturday. “He was full of life, laughter, and love, and I am so grateful for every moment we had together,” she wrote. Hall owned and captained the 65-foot Sailors Choice Party Fishing Boat as well as the Anglers Choice sportfishing charter boat, both based out of the mile marker 99.7 oceanside marina in Key Largo. Tributes from loyal customers, crew and colleagues have continued to pour in to the Sailors Choice Facebook page since Hall’s death. “We are so deeply sorry for your loss.   8. Ngày 19/8, Bệnh viện Nhi Trung ương cơ sở 2 tại xã Kiều Phú (Hà Nội) chính thức được khánh thành. Đây là một trong 3 công trình trọng điểm của Bộ Y tế được khánh thành kỷ niệm 80 năm Cách mạng Tháng Tám thành công và Quốc khánh 2/9. Dự án được Thủ tướng Chính phủ phê duyệt năm 2011, diện tích xây dựng công trình khoảng 7.530m2, vốn đầu tư hơn 880 tỷ đồng. 4 lĩnh vực chuyên khoa sâu Trao đổi với VietNamNet tại lễ khánh thành, PGS.TS Trần Minh Điển, Giám đốc Bệnh viện Nhi Trung ương, cho biết thực tế cho thấy, mô hình bệnh tật ở trẻ em khu vực ngoại thành Hà Nội và các tỉnh lân cận chủ yếu là các bệnh lý cấp tính như nhiễm trùng đường hô hấp, tiêu hóa, và tai - mũi - họng,... The backstory More than 550 homeowners in Shore Acres applied for the state’s pilot program, Elevate Florida, which helps raise homes out of flood zones. But state officials said only about 20% of applicants from the neighborhood — between 100 and 150 homes — are expected to be accepted or placed on a wait list. During a summit at the White House, U.S. President Donald Trump told President Volodymyr Zelenskiy on Monday that the United States would help guarantee Ukraine's security in any deal to end Russia's war there. After the meeting, Trump called the Russian leader and began arranging a meeting between Putin and Zelenskiy. "At the very same time when Putin was assuring Trump over the phone that he seeks peace, and when President Volodymyr Zelenskiy was holding talks at the White House with European leaders about a just peace, Putin's army launched yet another massive attack on Kremenchuk," Vitalii Maletskyi, mayor of the city that lies in the Poltava region, said on the Telegram messaging app. Maletskyi added that tens of blasts shook the city. "Once again, the world has seen that Putin does not want peace — he wants to destroy Ukraine." The scale of the attack was not clear. Ukraine's Air Force said overnight that the central Ukrainian region was under the threat of a cruise missile attack. Poltava Governor Volodymyr Kohut said that the attack damaged administrative buildings of a local power infrastructure operation. "Fortunately, there were no casualties," Kohut said on Telegram. He said that in the Lubny district nearly 1,500 residential and 119 commercial customers were left without power. There was no immediate comment from Russia. Both sides have been targeting infrastructure key to the military in their strikes during the war on each other's territory, including energy infrastructure. Three bodies were retrieved from flood waters in the Inner Mongolia city of Ordos, the official news agency Xinhua said, while three people were reported missing about 70 km (44 miles) away near the banks of the Yellow River. Monday's downpour was the first of three forecast for the next few days, television news said. It dumped more than 204 mm (8 inches) of rain in less than 24 hours on the district where the bodies were found, or more than double the monthly average for August, weather authorities said. On Saturday, a flash flood after a river burst its banks in the region's grasslands killed at least 10 people, sweeping away 13 campers on the outskirts of the city of Bayannur, about 350 km (218 miles) northwest of Ordos.   19. The family of a fugitive father who’s been hiding his three children in the dense New Zealand wilderness for nearly four years has spoken publicly for the first time since they disappeared. Thomas Callam Phillips vanished with his children in December 2021, and despite several sightings, appeals for help, and a police search, the family’s location remains unknown. Police are seriously concerned for the children, Ember, Maverick, and Jayda – believed to be ages 9, 10 and 12, respectively – who’ve had no contact with their mother since their father failed to bring them home. In her first interview since her brother disappeared, Rozzi Phillips told New Zealand journalist Paddy Gower how much the family misses him and wants him to return. “I miss you, and I miss being part of your life,” she said, her voice breaking. “You’re very special to me… I really want to see you again.” Thomas Callam Phillips and his children were officially reported as missing by family members in December 2021. - New Zealand PoliceRozzi Phillips also read out a handwritten letter from their mother to her missing son, who is now wanted by police on multiple charges. “It hurts every time I see photos of the children and of you and see some of your stuff that is still here, thinking what could have been if you had not gone away,” the letter said, according to New Zealand news site Stuff. “Jayda, Maverick, Ember, I love you so much and really miss being part of your lives every day I wake up, and hope that today will be the day that you will come,” it continued. In the middle of the night, by the glow of their mobile phones, rescuers and villagers dug through the concrete remains of flattened houses after massive rocks crashed down on a remote Pakistani village following a cloudburst. Using hammers, shovels, and in many cases their bare hands to clear the rubble and open blocked pathways, they searched through the debris in darkness, with no electricity in the area. In just minutes, a torrent of water and rocks swept down on the village of Dalori on Monday, destroying at least 15 houses, damaging several others and killing nine people. Around 20 villagers are still trapped under the debris. "A huge bang came from the top of the mountain, and then dark smoke billowed into the sky," Lal Khan, a 46-year-old local labourer, told AFP. "A massive surge of water gushed down with the sliding mountain," he added. The cloudburst above Dalori came a few days into heavy monsoon rains that have already killed more than 350 people across mountainous Khyber Pakhtunkhwa province, along the northwest border with Afghanistan. Torrential rains in northern Pakistan since Thursday have caused flooding and landslides that have swept away entire villages, with around 200 people still missing. And authorities have warned of fresh flash floods in the coming days. Khan recalled seeing the hand of his neighbour sticking out of the rubble, where rescuers later retrieved her body along with those of her four children. "We are absolutely helpless. Saqib Ghani, a student who lost his father and was searching for other relatives, tried to claw through the concrete with his bare hands before rescuers pulled him away and villagers gave him water. Despite the challenging conditions, excavators were working at several sites to remove debris that had clogged the drainage channels and blocked the flow of water. Dalori has already held funerals for five victims, while women mourned in darkened homes with no electricity since the disaster. In the village's narrow alleys, unattended cattle wandered freely amid the devastation. "I will not live here anymore," said a grieving woman, draped in a large shawl, as she followed a coffin being carried through the street.
