行政院會今天將拍板通過明年度中央政府總預算案，而受普發現金、新版《財劃法》等變數影響，行政院會今天討論明年總預算案暨附屬單位預算及綜計表」，其中未包含軍公教調薪方案，政院發言人李慧芝表示，軍公教近4年共調薪11％，考量經濟成長率、消費者物價指數趨緩，以及政府也有三項挑戰跟任務，「目前沒有排入現在的總預算案」。 行政院會今日通過明年度總預算案並討論明年度施政計畫，外界關注的軍公教是否加薪3％，總統府19日召開的預算會議，未著墨軍公教加薪案，也未放入明年度總預算規畫，原預計有不加薪、加薪3％兩版本，而在今天討論「115年度中央政府總預算案暨附屬單位預算及綜計表」，則未包含軍公教調薪方案。 卓榮泰表示，在軍人待遇的調整、警消退休條例部分，政府照顧軍警消是不遺餘力，國軍待遇經過總統核定的部分，今年追加預算已編列，那明年同樣如實編列，所以對軍警消的照顧不遺餘力，也持續在提升相關福利跟相關的機制。 卓榮泰指出，但中央政府必須考量，各個不同公務員身份之中的公平性跟衡平性，驟然大幅增加某一類公務人員的待遇，會喪失這樣公平性的衡平性，因此必須向國人報告，「在這次預算編列當中，並未將這兩項爭議性的預算編列進去」。 卓榮泰說，不過政院在送出這個中央政策預算的時候，也會同時針對這兩項提出釋憲，這也是憲法救濟權利跟救濟方式的一種，未來視釋憲的結果，政院會馬上依釋憲結果，進行必要調整，而且有必要時候，也會追溯來補回、補齊，希望釋憲的過程能考慮到公務員的公平性、衡量姓，以及行政院編制預算，立法院審議預算這樣的憲法精神。 李慧芝說，考量經濟成長率、消費者物價指數趨緩，以及政府也有三項挑戰跟任務，「目前沒有排入現在的總預算案」，回顧近年軍公教「薪情」，政府已在111、113年二年均加薪4％，114年調薪3％，所以在過去4年內已經3度調高軍公教同仁的薪水，漲幅來到11.4％。 View the full article

"Tỷ lệ thuốc giả ở Việt Nam ở mức thấp" Báo cáo giải trình, Thứ trưởng Bộ Y tế Đỗ Xuân Tuyên cho biết hằng năm gần 38.000 mẫu thuốc được các đơn vị trong ngành y tế lấy tại cơ sở sản xuất, kinh doanh và sử dụng (cơ sở khám, chữa bệnh) để kiểm tra chất lượng. Kết quả cho thấy tỷ lệ thuốc không đạt chất lượng và thuốc giả đã giảm mạnh, từ hơn 10% vào những năm 1990 - 1991 xuống dưới 2% trong những năm gần đây. "Theo đánh giá của Tổ chức Y tế Thế giới, tỷ lệ thuốc không đạt chất lượng và thuốc giả tại Việt Nam ở mức thấp so với trung bình của thế giới", Thứ trưởng Đỗ Xuân Tuyên cho hay. Ngoài ra, nhân sự làm công tác phòng chống thuốc giả của ngành y tế khá mỏng cả ở cấp trung ương và địa phương; các trung tâm kiểm nghiệm tại các địa phương mặc dù đã được quan tâm đầu tư nhưng phần lớn chưa đáp ứng được yêu cầu... Trong đó, một số văn bản xử phạt vi phạm hành chính đối với hành vi sản xuất, buôn bán hàng giả, hàng hóa không rõ nguồn gốc xuất xứ còn thấp, chưa đủ tính răn đe; chưa phân định rõ trách nhiệm quản lý đối với các đối tượng bán thuốc qua mạng xã hội. Bên cạnh đó, việc sửa đổi văn bản pháp luật chưa kịp thời với thực tiễn. Thói quen tự ý mua thuốc qua truyền miệng hoặc Internet của một bộ phận người dân tạo điều kiện cho thuốc giả lưu hành. Thuốc không đạt chất lượng ở khu vực bán lẻ cao hơn bán buôn Thứ trưởng Bộ Y tế nhận định, thuốc không đạt chất lượng ở khu vực bán lẻ cao hơn khu vực sản xuất, nhập khẩu và bán buôn. "Trong nhiều năm trở lại đây, không ghi nhận thuốc giả ở các cơ sở khám chữa bệnh. Thuốc giả phát hiện chủ yếu ở các cơ sở bán lẻ hoặc qua các kênh bán hàng điện tử", ông Tuyên cho biết. Thực tế trong tháng cao điểm theo Chỉ thị số 65 của Thủ tướng, Bộ Y tế đã kiểm tra 39 cơ sở, phát hiện 11 cơ sở vi phạm hành chính. Đặc biệt, Trung tâm Kiểm nghiệm thuốc, mỹ phẩm, thực phẩm Hà Nội phát hiện 2 cơ sở bán lẻ thuốc bán thuốc giả, thuốc không rõ nguồn gốc xuất xứ (Nhà thuốc Đức Anh với thuốc giả Nexium; Nhà thuốc An An với thuốc Theophylline extended-release tablets giả). Nhận định về các thách thức, đại diện Bộ Y tế cho hay dự báo thời gian tới, tình hình vận chuyển trái phép hàng hóa qua biên giới, gian lận xuất xứ, hàng hóa nước ngoài giả xuất xứ Việt Nam còn diễn biến phức tạp. Các đối tượng sẽ tiếp tục áp dụng công nghệ tiên tiến như tem chống giả mạo, mã QR giả, hoặc bao bì tinh vi, để qua mặt cơ quan chức năng và người tiêu dùng. Jamel Bishop is seeing a big change in his classrooms as he begins his senior year at Doss High School in Louisville, Kentucky, where cellphones are now banned during instructional time. In previous years, students often weren’t paying attention and wasted class time by repeating questions, the teenager said. Now, teachers can provide “more one-on-one time for the students who actually need it.” Kentucky is one of 17 states and the District of Columbia starting this school year with new restrictions, bringing the total to 35 states with laws or rules limiting phones and other electronic devices in school. This change has come remarkably quickly: Florida became the first state to pass such a law in 2023. Both Democrats and Republicans have taken up the cause, reflecting a growing consensus that phones are bad for kids' mental health and take their focus away from learning, even as some researchers say the issue is less clear-cut. “Anytime you have a bill that’s passed in California and Florida, you know you’re probably onto something that’s pretty popular," Georgia state Rep. Scott Hilton, a Republican, told a forum on cellphone use last week in Atlanta. Phones are banned throughout the school day in 18 of the states and the District of Columbia, although Georgia and Florida impose such “bell-to-bell” bans only from kindergarten through eighth grade. Another seven states ban them during class time, but not between classes or during lunch. Still others, particularly those with traditions of local school control, mandate only a cellphone policy, believing districts will take the hint and sharply restrict phone access. Students see pros and cons For students, the rules add new school-day rituals, like putting phones in magnetic pouches or special lockers. Students have been locking up their phones during class at McNair High School in suburban Atlanta since last year. Audreanna Johnson, a junior, said “most of them did not want to turn in their phones” at first, because students would use them to gossip, texting “their other friends in other classes to see what’s the tea and what’s going on around the building.” That resentment is “starting to ease down” now, she said. "More students are willing to give up their phones and not get distracted.” But there are drawbacks — like not being able to listen to music when working independently in class. “I’m kind of 50-50 on the situation because me, I use headphones to do my schoolwork. I listen to music to help focus,” she said. Some parents want constant contact In a survey of 125 Georgia school districts by Emory University researchers, parental resistance was cited as the top obstacle to regulating student use of social and digital media. Johnson’s mother, Audrena Johnson, said she worries most about knowing her children are safe from violence at school. School messages about threats can be delayed and incomplete, she said, like when someone who wasn’t a McNair student got into a fight on school property, which she learned about when her daughter texted her during the school day. “My child having her phone is very important to me, because if something were to happen, I know instantly,” Johnson said. Many parents echo this — generally supporting restrictions but wanting a say in the policymaking and better communication, particularly about safety — and they have a real need to coordinate schedules with their children and to know about any problems their children may encounter, said Jason Allen, the national director of partnerships for the National Parents Union. “We just changed the cell phone policy, but aren’t meeting the parents' needs in regards to safety and really training teachers to work with students on social emotional development,” Allen said. Research remains in an early stage Some researchers say it's not yet clear what types of social media may cause harm, and whether restrictions have benefits, but teachers “love the policy,” according to Julie Gazmararian, a professor of public health at Emory University who does surveys and focus groups to research the effects of a phone ban in middle school grades in the Marietta school district near Atlanta. “They could focus more on teaching,” Gazmararian said. “There were just not the disruptions.” Another benefit: More positive interactions among students. “They were saying that kids are talking to each other in the hallways and in the cafeteria,” she said. “And in the classroom, there is a noticeably lower amount of discipline referrals.” Gazmararian is still compiling numbers on grades and discipline, and cautioned that her work may not be able to answer whether bullying has been reduced or mental health improved. Social media use clearly correlates with poor mental health, but research can’t yet prove it causes it, according to Munmun De Choudhury, a Georgia Tech professor who studies this issue. “We need to be able to quantify what types of social media use are causing harm, what types of social media use can be beneficial,” De Choudhury said. A few states reject rules Some state legislatures are bucking the momentum. Wyoming's Senate in January rejected requiring districts to create some kind of a cellphone policy after opponents argued that teachers and parents need to be responsible. And in the Michigan House in July, a Republican-sponsored bill directing schools to ban phones bell-to-bell in grades K-8 and during high school instruction time was defeated in July after Democrats insisted on upholding local control. Trưa 20/8, Bộ GD-ĐT cho biết sẽ kéo dài thời gian lọc ảo chung toàn quốc từ 6 lần lên 10 lần. Lý do là, năm nay số lượng thí sinh đăng ký xét tuyển đại học và cao đẳng nhiều hơn, cũng không còn xét tuyển sớm. Quá trình lọc ảo sẽ kết thúc vào 12h30 ngày 22/8. Sau đó, các đại học sẽ đồng loạt công bố điểm chuẩn vào chiều ngày 22/8, thay vì một số trường sẽ côgn bố từ 17h ngày 20/8 như dự kiến. Theo quy định, thời hạn các trường công bố điểm chuẩn trúng tuyển đợt 1 đảm bảo trước 17h ngày 22/8. Sau khi có điểm chuẩn, thí sinh trúng tuyển đợt 1 sẽ phải xác nhận nhập học trên hệ thống, chậm nhất đến 17h30 ngày 30/8. Các đợt xét tuyển bổ sung bắt đầu từ ngày 1/9 đến hết năm. 男性は排水口の掃除しない？　「うちの会社も…」共感の声が殺到　オフィスの共用部は誰しもが清潔に使いたいものだ。給湯室の排水口にカップ麺の汁が垂れ流し状態になっている現状を憂い、女性社員が機転を利かせたところ、シンクを汚す社員がいなくなったという投稿が話題を呼んでいる。投稿したてぃお（@tio_haso）さんに詳しい話を聞いた。 「なんで男性社員（女性陣は誰も食べない）がカップ麺の残り汁を流すせいで汚れる排水口を私が掃除してるんだろうとふと思ったので『残り汁ここに流すなら毎回掃除してください』ってテプラ貼ったらみんなこぞってスープ飲み干すようになったんだけど、そんな掃除いや？」 　8月18日、てぃおさんがXに投稿すると、「本当に不思議なんだが、男性はマジで排水口掃除しない」「どこの職場でもこうなるよな…」「ホントこれ。夕方出社して残飯入った三角コーナー片付けさせられるの意味不明過ぎる」「うちの会社もこれだー。そのうえ男子トイレを女子が掃除しなきゃならん。男子は掃除しない」「なんで汚してない人が後片付けしなきゃいかんのか？」と共感の声が殺到。 　一方で、「これ、私昔勤めてた会社で別の部署の女子（子会社社員とパート）にやられたわ。残り汁流したまま水も流さない」「うちの会社女ばっかりスープ飲まんで捨てるけん片付けるのは男　場所によっては女もそんなもんです」「会社は真面目な人が損しないように、清掃業者に委託するべき」と性別にかかわらず、起こる問題との指摘もあった。 　職場で汁系の昼食や軽食を取る際、頻繁に使われるのが、流しの排水口だ。残り汁を流す以外にも、カップ麺の湯切りや弁当箱を洗ったりと、多くの用途がある。 　しかし、その清掃を誰がしているのか、気に留める社員は少ないかもしれない。 　てぃおさんの会社では、フロア全般の清掃について業者と契約。ただ、給湯室は「床掃除やゴミ回収はしてもらってますが、シンクの掃除はされていません」という状態だった。 　職場内で掃除の当番はなく、かねて汚れが気になっていた女性社員が交代で担当。現在は退職により、てぃおさんのみが自発的に掃除をしている。 「私はきれいな状態が好きですし、デスクワークで座りっぱなしなので、気分転換にもなります。掃除をしていることそのものには不満はないです」 　しかし、悩みの種だったのが、カップ麺の残り汁が大量に流されることだった。　 「我が社のシンクは、排水口のところに排水バスケット？　があって、そこにネットを張っている状態なのですが、油がどろどろの液体を流されるとぬめりも早いし、洗おうとバスケット取った瞬間に異臭がすごくて……。ネットには溜まっているカップ麺の食べかすも臭いの原因になるので夏場はとくにマメにネットを交換しないといけないので、触ることそのものも嫌だし、経済的にも抵抗がありました」 家庭とは比べ物にならない職場の残飯の量…強烈悪臭との闘い　家庭で残ったスープをシンクに流すことはあるだろう。しかし、職場では絶対数が違う。強烈な悪臭が立ち上る中、排水口にこびりついた汚れをふき取り、油にまみれた残飯を処理するのは、いくらきれい好きとはいえ、想像以上に大変な仕事だ。 　見かねたてぃおさんが考案したのが、テプラの活用だった。 「最初はフロア全体にメール配信しようかなとも思ったのですが、流しを一切使わない同僚もいますし、『業務中にこんなことでいちいちメールしてくるなよ』って、逆にこっちが小さい人間だと思われたら嫌だなって思い（笑）、『じゃあ使う人が使う時に目に留まるのが一番手っ取り早いのでは？』と考え、シンクを使う時に絶対に視界に入るであろう位置の壁にテプラを貼りました」 　効果はすぐに表れた。カップ麺の残り汁と掃除の手間を天秤にかけた男性社員は、こぞってスープを飲み干すようになった。 「実際残り汁が捨てられないようになると、汚れは水垢やほこり中心になったので今はストレスなく掃除できています」 　投稿は反響を呼び、職場における清掃の在り方についても意見が交わされた。 「いつもみたいにフォロワーさん何人かに反応や共感をもらう程度でつぶやいただけだったので、ただただ驚いております。いただいたコメントに反応はしておりませんが、読んでいると、自分と同じようなシンク掃除に関することだけでなく、タバコ吸わないのに灰皿を掃除してるとか、自分は飲まないのにポットでお湯準備をしているとか、名もなき雑用を担ってる人がたくさんいるんだなと（笑）仲間が大勢いることが知れてうれしい気持ちにもなりましたし、今まで関心がなかった人たちには、あなたの身近にもやってくれている人が絶対いるよ〜気づいてあげて〜という感じです」と、てぃおさんは締めくくった。ENCOUNT編集部／クロスメディアチーム View the full article

IOWA CITY, Iowa (AP) — Recalling the damage her now-arrested coach inflicted on her and many of her gymnast friends, Finley Weldon said she feels a sense of pride. Free from the grip that Sean Gardner had during her years of training at an Iowa academy known for producing Olympians, Weldon told The Associated Press in an exclusive interview that she is among the few who survived his abuse and are still in the sport. The 18-year-old is heading into her freshman year at Iowa State University, where she’ll be a member of the Cyclones gymnastics team. She spoke with the AP on Wednesday, less than a week after Gardner was arrested on a child sexual exploitation charge. “I didn’t want him to take away anything from me, especially something that I love,” she said. “None of the girls that I started with or went through the things that I did with Sean are still doing gymnastics today. So that’s something I’m very proud of.” She’s also happy she's made a difference, in the same way gymnasts she admires — like Aly Raisman, an Olympian whose visceral accounts of abuse by Larry Nassar shined a spotlight on the trauma gymnasts went through and how authorities failed to curb it. The AP generally does not identify victims of sexual abuse, but Weldon said she wanted “my name out there because I was the one who did come forward.” “I felt like I needed to speak out to stop it from happening to other little girls, so they didn’t have to go through what I went through,” Weldon said. “I knew it would just be a continuous cycle if nobody did.” Gymnasts reported abuse to watchdog in 2022 The FBI said Tuesday it believes Gardner “targeted children” while coaching at Chow’s Gymnastics and Dance Institute in West Des Moines, and gyms in Mississippi and Louisiana where he worked dating back to 2004. Gardner, 38, didn’t return AP messages left on his cellphone before his arrest, and has not entered a plea to the charge. A public defender who represented him after his arrest hasn’t returned messages. Another former gymnast at Chow’s, the academy known for producing Olympic gold medalists Shawn Johnson and Gabby Douglas, first reported sexual abuse allegations against Gardner to the U.S. Center for SafeSport in March 2022, alleging he fondled her during training sessions, according to an FBI affidavit. That girl provided the names of six other of Gardner's potential victim, according to the affidavit. Weldon said she spoke with a SafeSport investigator about her abuse at the time. SafeSport, a watchdog created after the Nassar scandal to investigate misconduct complaints, informed the West Des Moines Police Department about the allegations. It suspended Gardner from coaching or having contact with any gymnasts in July 2022. The police department said its investigation was closed in 2022 when the initial accuser decided she did not want to pursue charges. Weldon said police never reached out to her in 2022 but she's unsure whether she would have wanted to press charges then. She said she came forward in April 2024 to West Des Moines police at age 16 after she matured and began to realize the severity of her abuse. She praised police for doing “an amazing job” keeping her informed about the progress of the case. “It’s definitely taken awhile, but I mean, even I didn’t realize how many steps there would be to charge him with anything,” she said. Police defend investigative efforts Iowa investigators say they searched Gardner's home in May and seized electronic devices, which contained images of nude girls from a hidden camera Gardner placed in the bathroom of a Purvis, Mississippi, gym where he previously worked. West Des Moines Police Sgt. Daniel Wade said Wednesday the department sought the FBI’s assistance in mid-July when the case’s “scope started to broaden.” Asked why the department didn’t involve FBI sooner, he said, “We call the FBI when the time is right.” Gardner is charged in federal court in Mississippi with producing visual depictions of minors engaging in sexually explicit conduct, which relate to the alleged hidden camera. Federal and state investigations remain active, and additional charges are possible. Wade defended the department’s investigative efforts over the last three years. He said investigators “went as far with it as we could” in 2022, without a victim seeking charges and have been conducting a thorough investigation since receiving the new complaint in 2024. Wade declined comment on whether investigators reached out to Weldon and other potential victims identified in 2022, saying only that police opened “lines of communication with different people” that later paid off. Weldon said she met with investigators Tuesday and they asked her to identify herself in an image Gardner allegedly secretly took of her in a vulnerable stretching position. Protecting the ‘male figure in my life’ Weldon said her goal since she was a girl was to reach the elite level in the USA Gymnastics Junior Olympic program for those who aim to compete internationally. She said she started training at Chow’s after her family moved to Iowa in 2015. She began taking private lessons with Gardner two or three times per week shortly after he joined Chow’s in September 2018, when she 11 years old. Weldon said she was struggling as her parents went through a divorce and her father was largely absent from her life. She said Gardner sought to fill that role by telling her she could tell him “anything” and that he would always be there for her. In hindsight, she said he was manipulating her in order to gain her trust. Finley's mother, Julie Weldon, said she heard concerns about Gardner from other parents at Chow’s early on and asked her daughter whether her coach had ever done anything inappropriate. Finley said she falsely told her mother no because she was protecting the “male figure in my life.” Inappropriate behavior progressed She said Gardner began touching her inappropriately in 2019 during lessons, beginning with long hugs and pats on the back. She said his behavior progressed, and he began touching her butt during the hugs and requiring her to stretch for extended periods in positions that exposed her vagina and anus out of her leotard. She said around 2020 he began touching her vagina while spotting her during exercises. She recalled once telling him not to put his hands there and he claimed it was an accident because her “leotard was slippery.” Weldon recalled reaching her breaking point with Gardner after a 2021 training in which he yelled and threw shoes at her, telling her she’d never reach elite status. She said she walked out and told her mom she wanted to quit. She said many of her classmates quit or didn't return because of Gardner's conduct after the gym shut down during the pandemic. But while he made her hate gymnastics at times, she continued training when her family moved to Texas and then to Utah. She said she eventually proved Gardner wrong by earning elite status and a spot on a Division 1 team. After news of Gardner’s arrest, Weldon saw his jail booking photo in the AP story.
