70萬軍公教加薪泡湯!政府為省2百億元卻帶來四大不利|憶如犀利講

全民普發一萬,但明年軍公教加薪泡湯了!全國70餘萬人軍公教職員大失所望,原本期待加薪3%,結果出人意外,最後政院拍板不加薪,為省2百億元,卻帶來四大不利。

一不利是70餘萬人軍公教職員,若以一家三口保守估計,也有2百多萬人生計受影響。普發一萬的內需經濟刺激效應多少遭打折扣,尤其軍公教過去一向被視為「鐵飯碗」,是國內消費力最穩健的一群,亦是過去國旅的主力,料不加薪對餐飲觀光業多少有衝擊。

軍公教待遇審議委員會先前提出「不加薪」與「加薪3%」兩版本,最後政院量經濟成長率與消費者物價指數增幅趨緩,選擇了不加薪,省了約2百多億元,二不利是衝擊廣大軍公教職員的士氣,對公共服務效率造成隱性衝擊,間接民眾會把氣發在執政團隊上,也會影響民眾對於賴清德政府的滿意度。

若政府財政困難,不調薪可被視為「節流」,跟著「共體時艱」,但若同時稅收增加,普發1萬卻不照顧軍公教,可能被認為不公平。眾所皆知外食物價飆升有多嚴重,不加薪等同「實質減薪」,降低軍公教的生活品質與消費能力,三不利是軍公教是重要選民群體,凍薪會引發不滿與抗議,可惜今年沒有選舉。

四不利是過去軍公教調薪幅度,會被民營企業視為參考指標,主要競爭互搶人才,但近年來軍公教薪資已遠遠不如民營企業,人身銀行專家已坦言,只有11%企業會參考加薪,帶動效應有限,不過若民間企業持續加薪、軍公教不動,高學歷、具專業能力的人才可能選擇轉職,尤其是不利 AI、科技、財經等專業領域留才,年輕人不願投入,長期下來軍公教職員老化,也不利治國、保護國家人才的競爭力。
