As hundreds of federal law enforcement officers and National Guard troops descend on Washington as part of President Donald Trump’s public display of force against crime in the nation’s capital, the president and his allies have increasingly directed their ire toward the city’s juvenile crime laws. More than two weeks after a 19-year-old former DOGE staffer was allegedly assaulted in DC by a group of teens, the president suggested that decades of Democratic leadership in the district were to blame for a system that seems to let violent juvenile offenders off the hook. Youth arrests reached a post-pandemic high in 2023, before falling the following year, according to DC government statistics. But from January 2025 until the end of June, DC Metropolitan police had arrested juveniles at the highest rate in that time period since 2019. “Local ‘youths’ and gang members, some only 14, 15, and 16-years-old, are randomly attacking, mugging, maiming, and shooting innocent Citizens, at the same time knowing that they will be almost immediately released,” Trump said on Truth Social earlier this month. “The Law in DC must be changed to prosecute these ‘minors’ as adults, and lock them up for a long time, starting at age 14.” Trump and US Attorney for the District of Columbia Jeanine Pirro’s criticism of DC’s juvenile justice system highlights a longstanding rift between the US attorney’s office and that of the DC attorney general, which prosecutes juvenile offenses in the district. The district’s current laws don’t allow juvenile offenders younger than 15 to be prosecuted as adults in the vast majority of cases. But offenders under 18 can still end up in the adult justice system in one of two ways. Federal prosecutors from the DC US attorney’s office can unilaterally charge 16 and 17-year-olds as adults when facing four of the most serious criminal charges on the books: murder, sexual assault, armed robbery, and assault with conspiracy to commit the three offenses. Alternatively, the district’s attorney general’s office – which has jurisdiction over most juvenile crimes – can petition a judge to charge juvenile offenders 15 and up as adults but must prove that the defendant lacks “reasonable prospects for rehabilitation” in the juvenile system. In a statement, a spokeswoman for the DC attorney general’s office touted the office’s prosecution rates for violent juvenile offenses, writing that the office “prosecutes all serious and violent crimes committed by juveniles where we have the evidence required to do so, and we seek to hold young people accountable if they harm others.” Pirro targeting three lawsTrump ally Pirro, who was confirmed this month as US Attorney for DC, has targeted three laws to change or overturn. The top DC federal prosecutor last week attacked the district’s 2018 Youth Rehabilitation Act, which was enacted to “separate youth offenders from more mature, experienced offenders,” citing the case of a 19-year-old who shot another Metrobus passenger and was sentenced to probation under the act. The law raised the upper age limit of juvenile offenders for sentencing purposes from 22 to 24 in 2018 – and permits judges to seal convictions after offenders serve their sentences, except in cases of homicide and sexual abuse. Pirro similarly criticized the 2021 Incarceration Reduction Amendment Act, which lets all offenders convicted before age 25 to ask for a sentencing reduction after serving 15 years in prison. The law requires judges to evaluate 11 factors – ranging from the defendant’s own childhood abuse history and mental health evaluations to victims’ statements – in determining whether the petitioner poses a danger to any community member, and that the “interests of justice” warrant a sentence modification. “I know evil when I see it, no matter the age – and the violence in DC committed by young people belongs in criminal court, not family court,” Pirro said in a statement to CNN. “We’re not dealing with kids who need a pat on the back – we’re dealing with a wave of brutal violence that demands a serious response. While others debate causes, families are burying loved ones, and the only way to stop this is to treat violent offenders like the criminals they are.” She also claimed that the 2022 Second Chance Amendment Act allows for the “stunning erasure of criminal convictions” by allowing all defendants to move for certain criminal convictions to be sealed or expunged. Some criminal justice experts and local officials say that Trump and Pirro’s vision for DC is out-of-date and harkens back to the rhetoric of historic crime waves in the 1990s. Compared to their counterparts at the US attorney’s office, the DC attorney general’s office “is much more grounded in research about what works and what doesn’t work and about what is developmentally appropriate,” said Eduardo Ferrer, an associate professor of law and policy director of the Juvenile Justice Initiative at Georgetown University. “I’m not prepared to just throw away the key on our young people, and most people are not,” said DC Councilmember Christina Henderson, adding that she believes that attacks largely ignore the complexities of the city’s justice system. “I feel strongly that the district should be able to make that decision for themselves, because these are our kids.” For more CNN news and newsletters create an account at CNN.com View the full article
  2. AUSTIN (Nexstar) – The Texas House is adjourned until Wednesday morning. But one State Rep. is staying in the chamber, staging a protest that’s gaining attention. Before the House adjourned Monday, House Speaker Dustin Burrows, R-Lubbock, ordered the doors to the chamber to be locked. He said that members needed written permission to leave the chamber. But he added an extra step for Democrats who broke quorum and had arrest warrants issued. The Speaker said those members would be granted written permission to leave only after agreeing to be released into the custody of a designated Department of Public Safety officer who will ensure they return to the House on Wednesday at 10 a.m. State Rep. Nicole Collier, D-Fort Worth, refused and was not allowed to leave. “I refuse to sign away my dignity as a duly elected representative just so Republicans can control my movements and monitor me with police escorts,” Collier stated in a news release. Texas Democrats highlighted her protest, sending out a news release stating that Collier was locked in the chamber, “detained as political prisoner.” The Texas House Democratic Caucus set up a live stream of Collier remaining on the House floor and offered reporters live interviews with the representative. At one point, supporters gathered outside the chamber chanting, “Let her go!” A social media post by the Texas House Democrats showed video a group of activists appearing to be arrested outside the House chamber. Other Texas Democrats have taken to social media, posting pictures and videos with Collier to show support. Late Monday, NBC News reporter Ryan Chandler reported that Collier had been told she can leave the House floor to go to her office, which is located in another part of the Capitol. She reportedly cannot leave the building without a DPS escort. Early into Collier’s protest, the Texas House committee on redistricting voted out of committee a new version of a bill with proposed new congressional maps. The committee vote sets the stage for the full House to consider the redistricting legislation, where it is expected to pass. The maps are designed to boost Republican representation in the Texas congressional delegation. The push for the redistricting legislation comes after President Donald Trump called on Texas leaders to redraw voting lines to gain five Republican seats in Congress during the mid-term elections. State Rep. Todd Hunter, R-Corpus Christi, defended the plan to boost Republican representation. “The U.S. Supreme Court… says that jurisdictions may engage in constitutional political gerrymandering, recognizing that politics and political considerations are inseparable from districting and apportionment,” Hunter said before Monday’s committee vote. The maps will likely push out Congressman Marc Veasey, a Democrat who represents the area that includes much of Collier’s state house district. Collier believes the maps will have a negative impact on her constituents. “My community is majority-minority, and they expect me to stand up for their representation. When I press that button to vote, I know these maps will harm my constituents,” Collier stated in a news release. “My constituents sent me to Austin to protect their voices and rights,” Collier added. (中央社記者劉冠廷、吳欣紜台北19日電)國民黨今天質疑,導演羅景壬團隊與就安基金的開口合約核銷涉弊,羅景壬團隊僅以1支影片,以及1場記者會就要驗收核銷獲得新台幣1000多萬元,被審計部質疑「難以驗核履約結果」,呼籲檢調盡速調查。 勞動部表示,針對在野黨提及審計部針對就安基金支用檢討報告內容,勞動部今年1月3日已提出就安基金精進改革報告至立法院,同時公開上網,並已回覆審計部詳加說明,後續也依照審計部的建議,持續落實就安基金精進改革計畫。 國民黨昨天召開記者會,指控就業安定基金於2022年至2024年間補助「零日攻擊」導演羅景壬團隊高達新台幣2872萬元,完全不符合就業安定基金的使用目的。勞動部則澄清,並無補助「零日攻擊」拍攝的相關計畫。 國民黨今天再度召開記者會,發言人鄧凱勛表示,羅景壬團隊3年內拿了2872萬元補助拍了3支影片,經統計3支影片總共才獲得2451個「讚」,平均每個「讚」要花人民納稅錢1.17萬元,難怪這些藝文人士、綠營側翼與青鳥們對在野黨要發的普發1萬元無動於衷,因為隨便拿1個讚賺的錢就超過1萬。 國民黨智庫副執行長凌濤則提出審計部調查就安基金支用報告,質疑羅景壬團隊與就安基金的開口合約核銷涉弊,他表示,合約原本設定羅景壬應提供35支影片以及2場公關活動,最後羅景壬卻僅以1支影片以及1場記者會就要驗收核銷獲得1000多萬元,被審計部質疑「難以驗核履約結果」。 凌濤認為,核銷過程可能涉及重大弊案,檢調與勞動部竟然完全不查,還想輕輕帶過,可見得勞動部為何要問A答B,可能是擔心查下去的水太深無法說明,甚至影響到綠友友更多類似的合約弊端。政府機關的開口合約是為了創造最大的彈性,多半是為了搶救災情,但民進黨竟然把開口合約拿來搶救自己的荷包,全民都看不下去。 凌濤強調,羅景壬指稱曾幫前總統馬英九及青年發展基金拍片,但過去不曾出現政府基金如此濫用的狀態,羅景壬從就安基金領到文化部補助,如此清楚的證據,呼籲檢調盡速調查。(編輯:蘇志宗、張若瑤)1140819 View the full article

"Dugas was due to begin serving a 5-year state prison sentence for assaulting a family member in Fort Bend County and a 2-year sentence for evading arrest in Brazoria County," the HCSO continued. He's described as a 6'1" Black male who weighs 215 pounds. PEOPLE reached out to the HCSO for comment. Dugas had been in police custody since Thursday, Aug. 14, for other charges that had been dropped, the HCSO said in a separate release. Jail staff allegedly failed to document his upcoming state prison sentence properly and believed he was eligible for release after the other charges were dismissed. City officials and former mayoral candidates express concerns about the city’s readiness, citing issues with fire truck maintenance and brush clearance. The mayor's office states that the city is hiring mechanics, acquiring new equipment, and taking steps to prepare for the upcoming fire season. A fire weather watch and red flag warnings have been issued for later this week across portions of Southern California. The National Weather Service has issued red flag warnings across large sections of Ventura and Los Angeles Counties, while a fire weather watch is also in place. According to forecasters, extreme triple-digit heat, low humidity, strong winds, and dry brush could cause any spark to grow into what they call a "large plume-dominated fire." Fires big enough to grow out of control, creating their own weather. A situation all too familiar for those impacted in January by the deadly Palisades and Eaton fires. Earlier this month, FOX 11 interviewed former candidate for L.A. mayor, Rick Caruso, who has been helping with fire recovery. He expressed concerns about whether the city is better prepared for the peak fire season. "We better be ready, because you can’t get a bigger warning than we just had seven months ago," Caruso said. "How many fire trucks that were sitting in mothballs have come back into service? How about all the brush and vegetation 40 years old still sitting behind Brentwood? Are all the fire hydrants working? Have the water supplies been checked? If it has been done, you would think that would be the top press conference [saying] we are now ready." After the Palisades Fire, there were reportedly as many as 75 LAFD trucks out of service at a city maintenance yard. On Monday, FOX 11 counted at least 15 firetrucks visible at the maintenance lot, and dozens more ambulances. Los Angeles Mayor Karen Bass was unavailable to answer our questions Monday about fire preparation, but her office provided a written statement regarding concerns over fire trucks out of service for maintenance. "The city is in the process of hiring the civilian mechanics position approved by the budget Mayor Bass signed," a mayor spokesperson said. "Over the last few months, the LAFD has received many donations of equipment, including new vehicles, while also utilizing MICLA funds to purchase new equipment." In an exclusive interview Monday, we asked L.A. City councilwoman Traci Park if she feels like the city is more prepared for a wildfire than eight months ago. "I think we have a long way to go," Park said. "I think we have the attention of leaders in the city [and] a lot of effort ongoing. The reality at the end of the day is we need new fire stations, we need massive hiring, and we need to expand the resources." In the days and weeks after Bryan Kohberger was arrested in connection with the brutal killings of four undergrads at the University of Idaho, students and instructors at nearby Washington State University told investigators the suspect seemed creepy and intense, with one predicting Kohberger could become the type of professor that harassed and stalked students, according to a trove of newly released documents. Kohberger pleaded guilty to the killings in July and has been sentenced life in prison without parole. One student who was in a class with Kohberger in the fall of 2022, when he worked on his PhD in criminology, told police he would act aggressively, staring at his classmates when he wasn’t dominating group discussions. In a December 2022 interview conducted on the day of Kohberger’s arrest at his parents’ home in Pennsylvania, the student said the class often sat through his hours-long verbal sparring with professors as he tried to come across as the “strongest, smartest, most important person in the room,” according to the records. The student described having a “bad feeling” about Kohberger from the moment they met at orientation in the fall of 2022, months before the November 13 murders of Ethan Chapin, Kaylee Goncalves, Xana Kernodle and Madison Mogen. Over the distressing semester that followed, she told investigators, Kohberger would trail her after class, block her path when she tried to leave conversations and stare with such intensity that she kept a tally of the encounters. Her account is one of many in the latest release of investigative files from the Idaho State Police around the murders, where classmates, professors and other university staff describe alarming interactions with Kohberger to police before he was apprehended. The accounts, scattered across classrooms, offices and hangout spots, carried the same refrain: Kohberger’s presence often set people on edge. They captured the reflex in his peers to become shields for one another against a man who would soon be accused of murder. He was known to ‘aggressively’ stare at women, peers saidKohberger appeared to be well known on campus for his silent, unblinking stares, which several of his colleagues described as his attempt to assert “dominance.” One WSU faculty member described Kohberger’s “keen interest” in her fall 2022 undergraduate assistant, whom he watched fiercely. She said Kohberger would stand at the assistant’s desk, even directly behind her at times, looking over her shoulder as she worked. Another professor was asked to escort the assistant to her car after work because of Kohberger’s behavior, according to the documents. One student said whenever she looked up, Kohberger, who was a teaching assistant in her class, was “always” staring, according to the records. He rarely spoke to students, she told police. She felt he would time his exit to leave when she did and then follow her to her car. The graduate student who met Kohberger during orientation said she caught him “aggressively” staring at her as many as nine times in one class and said she was also followed after class. “Kohberger always seems to want to be in the general area of her and others in the program that did not want to have anything to do with him,” the student told police, according to the documents. Kohberger confronted peers, blocked exits, documents sayProfessors and faculty were troubled by Kohberger’s behavior, according to the documents, and had fielded several complaints from students and colleagues. Multiple WSU staff members told police that faculty met before Christmas 2022, days before Kohberger’s arrest, to discuss each of their students, but discussions about Kohberger dominated because he was “highly problematic.” The files show that faculty swapped stories about Kohberger and debated pulling his funding and TA position, citing unnerving classroom conduct. “Mark my word, I work with predators, if we give him a PhD, that’s the guy that in many years when he is a professor, we will hear is harassing, stalking, and sexually abusing … his students,” one of Kohberger’s teachers told her colleagues during the meeting, according to the documents. One professor said Kohberger tried to keep him from leaving his office, an act he described as “power tripping,” according to the files. Kohberger then refused to leave when the professor asked, following him down the hall when the professor decided to walk away. “Preventing him from leaving his office was a way of controlling,” the documents said. Students described to police how Kohberger stood close enough to trap them at their desks. In an office used by female students, one of his professors said Kohberger would position himself in the doorway, physically blocking it until she stepped in, “allowing the female students to leave.” Peers shielded each other from KohbergerIn several separate interviews, students and professors described stepping between Kohberger and others – intercepting him in hallways and inserting themselves in conversations for others’ security. One WSU faculty member said her “maternal instinct” wouldn’t allow her to leave a female student alone in an office on campus with Kohberger, so she kept herself busy until he left. She didn’t say any specific behavior of his prompted her to feel this way, the documents said. When he left, she told the student to email her with the subject line “911” if she ever needed help. In August 2022, a University of Idaho student said she met Kohberger in an apartment lobby and pointed him toward a pool party. She said she became uncomfortable with his staring and awkward conversation. During the party, “Kohberger made very direct eye contact with her and made a bee line towards her” and a friend “got up to intercept him” after realizing the student was uncomfortable, according to documents. In another instance, a male worker at a bookstore on WSU’s campus described acting “as a buffer” between his female coworker and Kohberger as he frequented the store, the documents show. The man believed Kohberger “was attempting to flirt” with the woman “and was absolutely zeroing in on her.” The man started “telling Kohberger she was on the phone when he would come in so she wouldn’t have to interact with him,” according to the documents.   17. RENK, South Sudan (AP) — As a young man in the mid-1980s, Daud Mahmoud Abdullah left his home in Aweil in South Sudan and headed north. It was a time of war. South Sudan was still part of Sudan and was fighting for independence, in a conflict that would claim about 2 million lives. He never went back. But now, aged 60 and after 6 months in a Sudanese prison, he is closer to home than he’s been in 40 years. This July, he finally crossed the border back into his native South Sudan, taking a deep breath and reminding himself, “I am alive.” After everything that has happened to him, it feels like a miracle. Sudan — once his place of refuge — has been embroiled in a brutal civil war since April 2023 that has killed 40,000 people and displaced nearly 13 million more, according to UN agencies. Abdullah lived in the town of Wad Madani, capital of Al Jazirah State, about 135km (85 miles) south of Khartoum. There had been incursions into the area by the Rapid Support Forces, a paramilitary force once known as the Janjaweed who were notorious for mass killings, rapes and other atrocities in Darfur two decades ago. More recently, the RSF have again been accused of by the International Criminal Court of committing war crimes, including the attacks on famine-hit Zamzam and other camps in North Darfur. In January, the Sudanese Armed Forces began recapturing parts of Al Jazirah state from the RSF — and making sweeping arrests. Abdullah got caught up in the incursions on his way home from the market: he was picked up by SAF soldiers and accused of cooperating with the RSF. Abdullah says that he was “beaten, tortured and burned with cigarettes” to make him confess. Although he never made a confession, he was thrown in prison. Held without charge and tortured in prison In a report released in March, the top U.N. human rights body detailed how both the SAF and the RSF have detained tens of thousands of people “without charge, with limited or no contact with their families, in squalid and overcrowded facilities” in “a widespread pattern of arbitrary detention, torture, and ill-treatment.” Abdullah can attest to this. He remembers inmates dying from starvation, beatings or illnesses like cholera on a daily basis. One morning, he discovered that 28 of his fellow inmates had died in the night. For the next three days the bodies lay inside his cell, and the soldiers refused to remove them. “Even when you shouted to them,” said Abdullah, “they would tell you, ‘if you want to die also, you can die with them.’” The Associated Press spoke to eight men in total, some of whom were detained in other prisons in Al Jazirah State and Khartoum. All recounted nightmarish conditions during their incarceration. They described being crammed into cells alongside hundreds of other prisoners. Cells were so crowded that they were forced to sleep with their knees tucked under their chin. Beatings occurred regularly; one said he lost the use of his right eye as a result. One man, Michael Deng Dut, 29, said he had been “tortured with electricity more than 18 times.” Simon Tong, 39, said that he was tortured with a knife during an interrogation, and rolled up his sleeve to expose the scars on his arm. Many of the men said they were given only a handful of food and a small cup of water once a day. “This is the reason many of us passed away,” said Tong, “because of the lack of food and water.” A place between north and south In July, 99 South Sudanese prisoners were separated from the other inmates. As the men awaited their fate, one died, reducing their number to 98. On July 28, they were bundled into a bus and driven away, not knowing where they were going. “They did not tell us they were going to release us,” says Abdullah. He didn’t realize where he was until they reached the South Sudanese border and were taken to Renk, the country’s northernmost town, by South Sudanese officials. Though still far from home, Abdullah was back in his own country for the first time in 40 years. The border town of Renk has become a hub for South Sudanese nationals trying to get home. When the Sudanese civil war broke out in 2023, UN agencies and the South Sudanese government established an onward transportation program which has moved more than 250,000 people, according to the UN’s International Office of Migration. On June 1, 2025, the program was suspended due to global cuts to humanitarian funding. The number of people living in and around a transit center in Renk has since swelled to 12,000, roughly six times its intended capacity. Thousands are living in makeshift shelters made of sticks and cloth. Reunited but stranded But for Abdullah, arriving in Renk was a moment of overwhelming joy after months of torture and uncertainty. He was overcome to see his wife, daughter, and younger brother waiting for him. His wife had decided to take his family south after his younger brother had been arrested and released by SAF for the third time. “When I saw Abdullah, I thanked God,” she said. “We did not expect to see him alive again.” Abdullah now hopes to return to Aweil, the town where he was born. The probe centres on Dharmasthala, home to an 800-year-old temple dedicated to the Hindu god Shiva in the state of Karnataka and is drawing headlines in media nationwide. A former cleaner at the temple told police last month that he had been forced by superiors to dispose of hundreds of bodies over two decades, many of them women and girls showing signs of sexual assault. His allegations were made in a police complaint dated July 4 and seen by Reuters. The man, whose identity authorities have withheld for safety reasons, fled Dharmasthala in 2014 but said he was compelled to speak out now because of lingering guilt. "If the skeletons now exhumed receive respectful funeral rites, those tormented souls will find peace and my sense of guilt could also decrease," he wrote in the complaint. The police did not immediately respond to a request for comment. A spokesperson for the temple said it welcomed a thorough investigation and hoped police would "bring out true facts to light". In the complaint, the former cleaner accused temple officials of forcing him to dispose of the bodies and told police he would name the officials if they protected him and his family. Karnataka's interior minister told the state assembly on Monday that the protection was now in place. The former cleaner said he had secretly exhumed a skeleton from one of the burial sites to prove his claims. A special investigation team formed by the Karnataka government has so far recovered human remains from two of 16 suspected burial sites, according to two senior police officials familiar with the probe. They declined to be identified because of the sensitivity of the matter. Karnataka’s interior minister, Gangadharaiah Parameshwara, said the police have collected bone fragments, soil samples, and other material for testing from two sites thanks to the information from the former cleaner. "The analysis is ongoing. Only once that is complete can we say the investigation has truly begun," Parameshwara said. "My request is to not make this a religious matter." Sachin Deshpande, a lawyer for the complainant, told Reuters "they have found human remains where our client pointed and we are sure that the truth will come out". He declined to make his client available for an interview. The revelations have revived interest in older unsolved cases, including Padmalatha, a college student whose family alleged she was raped and murdered in Dharmasthala in 1986. Padmalatha, like many in India, went by one name. Je suis retournée chez le médecin une troisième fois, car j'ai commencé à avoir de gros vertiges, et on m'a dit que c'était à nouveau dû à l'anémie." J'ai essayé de prendre des électrolytes tous les matins, de boire plus de café et de prendre des compléments alimentaires pour me donner de l'énergie, mais rien n'y faisait. J'ai pris rendez-vous chez le médecin des urgences. Ils m'ont prescrit une radiographie du thorax, puis un scanner en urgence, car ils ont découvert une grosse masse sur ma poitrine." MANILA (Reuters) -The navies of the Philippines, Australia and Canada were conducting a joint sail in the South China Sea on Tuesday, an area of flaring tensions following a collision between two Chinese vessels last week. The Philippine frigate BRP Jose Rizal, Australian destroyer HMAS Brisbane and Canadian frigate HMCS Ville de Quebec were participating in the operation, which a Philippine military official said was not directed at any country. "Our activity is based on the premise that the exercise is anchored on the free and open Indo-Pacific with peace and prosperity in the region," colonel Dennis Fernandez told a media briefing, adding that the joint sail was taking place within the Philippines' exclusive economic zone. The activity, which began on Sunday off the western province of Oriental Mindoro and will end in Palawan, is part of the ongoing military drills between the Philippines and Australia. Called ALON, a Filipino word for 'wave', the 15-day joint exercises, which began on August 15, include amphibious and land operations as well as live fire exercises designed to enhance the abilities of the two militaries to cooperate better. This year's iteration is the largest joint activity to date, with 3,600 troops from both sides joined by a Canadian Navy contingent as well as U.S. Marines. ALON started in 2023, the same year Australia and the Philippines elevated their ties to a strategic partnership in order to address the rising security challenges in the region, including in the South China Sea, where $3 trillion of annual shipborne commerce takes place. Manila aims to increase the frequency of joint sails with foreign partners, Philippine navy spokesperson Rear Admiral Roy Vincent Trinidad told reporters, saying that such activities help deter China's aggression in the South China Sea. Since late 2023, the Philippines has conducted "maritime cooperative activities" with allies, including joint passages with treaty ally the United States.
