BATON ROUGE, La. (Louisiana First) — Congressional seats are now back in the forefront of many people’s minds as more states push to alter existing maps. Louisiana had a years-long legal battle over the creation of a second Black-majority district. The U.S. Supreme Court was scheduled to decide over the summer whether the map violated the Voting Rights Act, but pushed the decision to next term, saying additional questions need answering. Protections of the Voting Rights Act are under threat as the law marks its 60th anniversary “As the Court prepares to revisit this case, I’m reminded of what’s at stake: the right of every Louisianian—regardless of race—to have a voice in our democracy. The Voting Rights Act was designed to protect that right. It’s time we uphold it, not undermine it,” Congressman Troy Carter (D-LA) said after the Supreme Court decided to rehear the case. On Friday, Aug. 1, the Supreme Court directed parties to file briefs on whether Louisiana’s creation of the second majority-minority congressional district violates the Fourteenth or Fifteenth Amendments. Appellants are ordered to submit briefs by an Aug. 27 deadline. Texas state Sen. Royce West has served in the Lone Star State’s Legislature since 1992. In his three decades of public service, he’s been through a couple of rounds of congressional redistricting. That inherently political process can often be bruising, and the debate is often impassioned. But he said he’s never seen an effort to reshape his home state’s congressional map like he’s seeing now. For one, it’s happening well before the once-a-decade release of U.S. Census data that’s critical to fairly apportioning representation for all Texans on Capitol Hill, he said. For another, the effort, led by Republicans who hold a supermajority across state government, is coming at the behest of President Donald Trump and just months before the 2026 midterm elections that will determine control of the U.S. House of Representatives, he continued. And he and his Lone State colleagues have just one word to describe it: “RiggedDistricting.” And since he was in Boston this week to call attention to a partisan fight that’s made headlines nationwide — and to attend a conclave of state legislators that drew thousands of his colleagues to the city’s Seaport district — West decided to put his argument in terms that the locals could appreciate. “You know, there’s some guy by the name of Paul Revere, and I remember in history, he was traveling around saying, ‘The British are coming,“ West said during a news conference on the steps of the State House on Wednesday. “Well, we’re traveling now, saying ‘RiggedDistricting’ is coming,’” he continued. In public appearances across Boston this week, the Texas Democrats warned that the GOP-led effort to effectively erase five currently majority-minority seats is a prelude to a nationwide fight over voting rights and representation for Black and brown Americans nationwide. West and other Texas lawmakers were joined at Wednesday’s news conference by Democratic legislators from three dozen states, several of whom sounded a similar warning. Missouri state Rep. Ashley Aune said her state is next on the GOP’s redistricting wish list, with Republicans in the Show Me State looking to take a 6-2 majority on Capitol Hill and expand it to 7-1. “I serve with a super-majority of Republicans in Missouri. And for the last several years under [former President Joe] Biden, we heard [from Republicans] ‘We can’t listen to the federal government. We can’t trust anything coming from the federal government,” she said. “We’re ‘The Show-Me State’. All right, well, I guess Donald Trump showed us some maps, and we’re just gonna jump. What I keep reminding my Republican colleagues across the aisle is that Donald Trump is a president. He is not a dictator; he is not a king. But he is an authoritarian,” Aune said. Trump injected himself into the fiery debate on Tuesday, announcing that he believes Lone Star State Republicans are “entitled to five more seats” on Capitol Hill. If the effort in Texas is successful, Democrats would face a steeper climb as they seek to retake control of the U.S. House of Representatives in the 2026 midterm elections. Republicans currently hold a 219-212 edge in the lower chamber, with four vacancies. Right now, Democrats only would have to flip a handful of seats to retake control. The Texas contingent met with Massachusetts Gov. Maura Healey and Secretary of State William L. Galvin, both Democrats, on Tuesday. There, they sounded a similar warning. Galvin, the state’s chief election officer, wryly noted that gerrymandering takes its name from former Vice President Elbridge Gerry, a Marblehead native. Wednesday’s news conference fell on the 60th anniversary of the Voting Rights Act, which resulted in more than 1 million Black Americans registering to vote in the four years after it was passed, according to the Brennan Center. Massachusetts State Rep. Carlos Gonzalez, D-10th Hampden, implored the crowd to “listen to what we can do to continue to support our state legislators in Texas.” Like other lawmakers, Gonzalez positioned the fight in Texas as a broader, nationwide battle. “It is a united cause that we must continue to fight,” he said. “It is right. Former DeKalb County CEO Michael Thurmond officially launched his bid to be Georgia’s next governor on Wednesday with an attention-grabbing campaign ad that appears to take a shot at President Donald Trump. Footage of Thurmond speaking at a “No Kings” protest in Athens in June is featured in the “Boots on Georgia Ground” ad, which cites “inflation, health care, crime” as three of the issues he wants to address. The nationwide No Kings protests were organized in opposition to Trump’s military parade and the unilateral actions his administration has taken since his inauguration in January, including the layoff of thousands of federal workers in the Atlanta metro area. Thurmond is heard shouting “don’t get discouraged” during the ad, which centers on Georgians organizing in opposition to Trump’s political agenda, including sweeping cuts to social safety net programs like Medicaid, SNAP, and HUD rental assistance. “I’m running for governor to fight for working families, protect and expand access to healthcare, and build an education system that creates multiple pathways to success,” Thurman wrote in a Wednesday morning Facebook post announcing his run for governor. The 72-year-old Athens native made history in 1998 when he won Georgia’s race for labor commissioner, becoming the first non-incumbent Black person ever elected to a statewide office in the Peach State. He’s hoping to make history again next year as the state’s first Black governor-elect, but he’ll have to defeat several competitive Black contenders in the Democratic primary to do so. Trump has helped the Republican Party make gains with Black voters, both in Georgia and across the country, since his first run for president in 2016, but an overwhelming majority of Black people still vote Democrat. Any Democratic candidate for a statewide office race has to maximize their appeal to Black voters, who represent nearly a third of the electorate, without turning off non-Black voters. State Rep. Derrick Jackson, D-Tyrone, threw his hat in the ring in June. Former Atlanta Mayor Keisha Lance Bottoms recently secured endorsement from the American Federation of Government Employees, looking to capitalize on the anger many still have over Trump laying off thousands of federal workers. Chinese authorities are using nets, spraying insecticide and even deploying drones to fight the mosquito-borne chikungunya virus, which has infected thousands of people. Authorities had reported more than 7,000 cases of the virus as of Wednesday, mostly in the southern Chinese manufacturing hub of Foshan, some 170 kilometers (105 miles) from Hong Kong. The number of new cases appears to be dropping slowly, according to authorities. It appears to be the largest chikungunya outbreak ever documented in China, according to Cesar Lopez-Camacho of the University of Oxford. The virus is transmitted by infected mosquitoes and can cause fever and joint pain. “What makes this event notable is that chikungunya has never been established in mainland China before,” Lopez-Camacho said in a statement. “This suggests that most of the population had no preexisting immunity, making it easier for the virus to spread quickly.” Chinese state television has shown workers spraying insecticide around city streets, residential areas, construction sites and other areas where people may come into contact with mosquitoes. Workers sprayed some places before entering office buildings. Unusually heavy rains and high temperatures have worsened the crisis in China, and authorities are using drones to try to find standing water, where mosquitoes lay eggs. Authorities also have threatened to fine people who don’t empty water from outdoor receptacles. Residents can be subject to fines of up to 10,000 yuan ($1,400) and have their electricity cut off. Because of the virus, the US has issued a travel advisory suggesting that Americans take extra precautions when visiting China’s Guangdong province, where Foshan is located, as well as Bolivia and some island nations in the Indian Ocean. Since the 2003 SARS outbreak, China has used strict measures to fight the spread of viruses, including hard-line tactics during the COVID-19 pandemic. This time, patients are being forced to stay in hospital in Foshan for at least one week and authorities briefly enforced a two-week home quarantine, which was dropped because the disease cannot be transmitted between people. Reports also have emerged of attempts to stop the spread of chikungunya with fish that eat mosquito larvae and even larger mosquitoes to eat the insects carrying the virus. Egypt said on Wednesday that its much-anticipated new $1-billion archaeological museum near the Pyramids of Giza will officially open on November 1 after several delays. Authorities hope that the Grand Egyptian Museum (GEM), which boasts the treasures of Tutankhamun among its collection of more than 100,000 ancient Egyptian artefacts, will attract visitors from around the world. Official say that at 50 hectares (124 acres), the museum will be the largest in the world dedicated to a single civilisation. Prime Minister Moustafa Madbouly told a cabinet meeting that President Abdel Fattah al-Sisi had approved the new opening date. He said the opening would "an exceptional event" that would showcase Egypt's cultural heritage and attract visitors from around the world. It had been set for July 3 but was postponed when Israel attacked Iranian nuclear facilities on June 13 sparking a 12-day war that closed airspace across much of the Middle East. The project has faced a series of setbacks, including political unrest and the impact of the Covid-19 pandemic. An active shooter warning went into place at an army base in Fort Stewart, Ga., and several casualties were initially reported, Fort Stewart Hunter Army Airfield said in a statement a little before noon on Wednesday, Aug. 6. Per an updated statement, authorities responded to a report of a shooting at 10:56 a.m. The shooter was apprehended less than an hour later, at around 11:35 a.m. The five injured soldiers were treated on-site before being transported to a medical facility for further treatment, the statement read. Some Big Lots and JoAnn Fabrics stores around Ohio will see new life, just not how you might think. Spirit Halloween will occupy those spaces, along with some American Freight stores, which closed in 2024, and some former JCPenney stores. The company is known for taking over abandoned storefronts during spooky season. The New Jersey-based pop-up retailer has "more than 1,500 seasonal locations in strip centers and malls across North America," USA TODAY reports. Hundreds of these incoming stores will occupy spaces previously used by retailers that have since gone bankrupt, including Big Lots, Forever 21, Joann Fabrics, Party City, Circuit City, K-Mart and Rite Aid. So, when is Spirit Halloween opening this year? And how many are opening in Ohio? Here's what to know. When does Spirit Halloween open?The company's website doesn't specify an opening date for most of its stores; only that they are coming in August. USA TODAY reports that in 2024, the company's flagship store in Egg Harbor Township, New Jersey, opened on Aug. 1. In the couple years before that, it opened around the end of July. U.S. District Judge Gretchen Lund sentenced a Monticello man Tuesday to 25 years in prison for uploading nude images in October 2024 of a female child he was babysitting anonymously to an encrypted online chat group. Timothy Pressey, 40, pleaded guilty in the U.S. District Court in Hammond in April to production of child pornography. After prison, he will also serve 20 years on supervised release. A later hearing will finalize how much money he would owe the victim. In court filings, Assistant U.S. Attorney Zachary Heater said Pressey narrated his sexual abuse of the victim. His actions guaranteed “her abuse would be memorialized in the darkest corners of the internet for years to come.” Defense lawyer Peter L. Boyles wrote his client took responsibility and cooperated with police. Documents show the group was an exchange place for hundreds of users, including “hurtcore” child porn that showed “pain, torture and humiliation.” Pressey appeared to detail how he abused the child. “So welcome the world of a 6 yo,” Pressey said in one post. When the FBI got a search warrant and raided his home on Nov. 2, they found 7,500 pictures and video files on his seized iPhone. Most were latent thumbnails “likely due to Defendant’s presence in one or more group chats where (child porn) was freely exchanged,” according to court filings. “Timothy Pressey committed a heinous crime against a child entrusted to his care and supervision and then shared the product of that crime on the internet,” Acting U.S. Attorney M. Scott Proctor said in a release. “Thanks to the outstanding work of the FBI, our state and local partners, and this Office’s dedicated team of prosecutors and staff, Pressey was swiftly brought to justice. CEDAR RAPIDS — The Iowa National Guard is ready to "step up and help" U.S. Immigration and Customs Enforcement with logistics and processing at detention facilities, but no agreement has been finalized, Gov. Kim Reynolds said. Reynolds, a Republican, told reporters in Cedar Rapids on Wednesday, Aug. 6, that she and other governors were on a call with Homeland Security Secretary Kristi Noem, who asked for help from states as the federal government works to detain and deport immigrants who came to the country illegally. "We have said that we would step up and help," Reynolds said. "Nothing has been finalized yet but we're, as other states are doing, looking into helping in some ways that we can." Nationally, about 1,700 troops are being used to help ICE with clerical tasks at detention facilities, Chief Pentagon Spokesperson Sean Parnell said in a July 25 news release. That includes "case management, transportation and logistical support, and clerical support" for processing people detained by ICE in and out of facilities. Reynolds said she couldn't say how many Iowa soldiers could end up being involved in the mission or what their specific tasks would be. "What we really looked at was logistics and processing is probably the way that we would look to help from a state perspective," she said. "But that’s subject to change, and I don't know the numbers at this point. I think they're still seeing how many states are doing it and what that'll look like." The Iowa National Guard has yet to receive authorization for the mission, Iowa National Guard spokesperson Jackie Schmillen said in an email to the Des Moines Register. Reynolds said she expects the federal government would cover the costs for any use of Iowa National Guard soldiers to assist ICE. She said she believes the federal government is focused on detaining and deporting the "bad actors." "There’s just a lot of things that have to be worked out before we have any specifics on start time and what that looks like moving forward," she said. Mason Mauro, a spokesperson for Reynolds, echoed her comments about Iowa's willingness to help ICE. "The Iowa National Guard stands ready to support our DHS partners in executing the President's executive orders," he said in a statement. Immigrant rights group criticizes Iowa officials for supporting ICE deportation effortsOne immigration rights group, Escucha Mi Voz Iowa, has criticized Reynolds' support for the Trump administration's mass deportation efforts and now the Iowa National Guard's potential participation in immigration enforcement. "Using Iowa troopers against Iowa communities will not stand," organizer Alejandra Escobar said during a rally Tuesday, Aug. 5 in Cedar Rapids, when the Iowa City-based group accompanied five immigrant families to an ICE office. The "protective action" was organized by Escucha Mi Voz Iowa, six weeks after 20-year-old Pascual Pedro, a Guatemalan immigrant who lived in West Liberty for seven years, was detained during a routine check-in with immigration officials. Pedro, who was in the country illegally but granted an "order of supervision" that allowed him to remain under strict conditions, was deported a few days later over the July 4 weekend. Families accompanied by local organizers and about 100 others were not detained by ICE. Three separate individuals not part of the group's action were detained, Escucha Mi Voz later said in a news release following the event. "Pascual Pedro, a former high school soccer star with no criminal record, was suddenly deported at a routine immigration check-in. Unacceptable." Pocas cosas deleitan tanto en un día de verano como un cono de helado. Pocas cosas, sin embargo, causan tanta desesperación como la desintegración total de dicho helado, deslizándose por los dedos, chorreando del cono y desplomándose al suelo. Hace algunos años se viralizaron los informes sobre unas paletas de helado, y posteiormente sobre el helado cremoso, del fabricante japonés Kanazawa Ice que resistían numerosos ataques de calor sin derretirse. Los científicos que crearon este helado lo habían llenado de polifenoles, una clase de moléculas antioxidantes presentes en muchas frutas. PUBLICIDADEsto evita que los cristales de hielo crezcan hasta alcanzar un tamaño desagradable, el fenómeno que provoca la textura ligeramente irregular de algunos helados cuando los traes a casa del supermercado. Cuando el helado durante el largo trayecto entre la fábrica y el congelador se calienta ligeramente, se derrite y luego se vuelve a congelar, se forman cristales grumosos y desagradables. Este es un problema conocido al transportar el helado desde su primer congelador a un mundo con temperaturas superiores a cero. Los fabricantes de helados ya utilizan diversos estabilizantes, como la carragenina (proveniente de ciertas algas) y la goma guar (de las semillas de guar), para evitar que el helado se deteriore demasiado durante el viaje. Cuando Cameron Wicks, una científica de alimentos que estudiaba en la Universidad de Wisconsin y que ahora trabaja en la productora de alimentos General Mills, vio el video del helado que no se derrite de Kanazawa Ice, se preguntó cómo los polifenoles tenían ese efecto estabilizador. PUBLICIDADEstas moléculas son conocidas por sus propiedades beneficiosas para la salud, no necesariamente por sus cualidades de ingeniería. En el laboratorio, comenzó a experimentar con mezclas de crema utilizando niveles cada vez más altos de un polifenol en particular: el ácido tánico. En experimentos en los que mezcló crema con 0,75%, 1,5% y 3% de ácido tánico, notó que casi de inmediato, las concentraciones más altas comenzaron a espesarse. Después de enfriar las mezclas durante 24 horas, tomó medidas y observó que el ácido tánico las había gelificado con tanta fuerza que la mezcla al 3% podía cortarse con un cuchillo o voltearse sin que se cayera del vaso. Aunque queramos que el helado se derrita más lentamente, no queremos que se convierta en una masa gomosa. Con el paso de las horas, Wicks descubrió en experimentos posteriores que el helado elaborado de esta manera adquiere una textura similar a la del pudín, aunque conserva más o menos su forma anterior. Y, por supuesto, los polifenoles no mantienen el helado frío. Un helado que no se derrite, sino que se calienta hasta convertirse en una masa gomosa, no es lo que la mayoría esperamos de un postre congelado. En cuanto a la comida, las expectativas son más importantes de lo que creemos. Si esperas helado de vainilla y, al morderlo, descubres que es puré de papas, es un cambio radical. Quizás los polifenoles se unan a los estabilizadores más consolidados, ayudando a que el helado se mantenga más o menos en su estado normal durante los largos viajes.
